AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, TO
ADOPT THE 1988 EDITIONS OF THE BUILDING CODEt
MECHANICAL CODE~ GAS CODE, PLUMBING CODE AND
HOUSING CODE; PROVIDING FOR SEVERABILITY,
CONFLICTS AND EFFECTIVE DATE.
WHEREAS, it is the desire of the City Commission of the City
of Sanford, Florida, to adopt the 1988 Editions of the various
Standard Codes relating to building, mechanical, gas, plumbing,
and housing codes; and
WHEREAS, the adoption of the 1988 Editions of these Codes is
done to facilitate proper inspection activities by the City of
Sanford, Florida, relating to construction and to maintenance of
buildings within the corporate limits of said City and relating
to the prevention of hazards such as fire; and
WHEREAS, the adoption of the 1988 Editions to the Codes is
done to facilitate proper inspection activities by the City of
Sanford, Florida, relating to construction and to maintenance of
buildings within the corporate limits of said City.
NOW, THEREFORE, BE IT ENACTED BY THE PEOPLE OF THE CITY OF
SANFORD, FLORIDA, that the following 1988 Editions of the
technical codes are hereby adopted by reference as though they
were copied herein fully.
SECTION 1: Chapter 6, Buildings, Section 6.1 Adoption of
Standard Building Code, City Code subsections (a) and (b) are
deleted in their entirety.
SECTION 2: Chapter 6, Buildings, Section 6.1 Adoption of
Standard Building Code, is amended to read as follows:
Subsection (a) Adoption of 1988 edition. The
Standard Building Code, 1988 edition, prepared by
the Southern Building Code Congress, is hereby
adopted by the City with the following revisions:
(1) Section 702.1.3 is amended to read as follows:
702.1.3 All other partitions required to have a
fire resistance rating shall extend from the top
of the floor below to the ceiling above and shall
be securely attached thereto. In all multi-family
units with attic above, firewall between units
will extend from floor to under side of roof
sheathing. Where said ceiling is not a part of an
assembly having a fire resistance rating at least
equal to that required for the partition, the
partition shall be constructed tight against the
floor or roof deck above. The design of the
partitions or ceilings and any openings shall be
such as to prevent spread of smoke to the
corridor.
One copy of same is filed in the office of the City Clerk as a
matter of permanent record of the City, and the matters and
contents therein are made a part of this section by reference as
fully and completely as if set forth herein, and such copy shall
remain on file in said office available for public inspection.
SECTION 3: Chapter 16-1/2, Standard Mechanical Code,
Adoption of Standard Mechanical Code, existing City Code
subsection (a) and (b) are deleted in their entirety.
SECTION 4: Chapter 16-1/2, Standard Mechanical Code,
Section 16 1/2-1.1 Amendments are deleted in their entirety.
SECTION 5: Chapter 16-1/2, Standard Mechanical Code,
Section 16-1/2-1 Adoption of Standard Mechanical Code is added as
follows:
Subsection (a) Adoption of the 1988 edition. The
1988 edition of the Standard Mechanical Code as
prepared by the Southern Building Code Congress
International, Inc., as amended, is hereby adopted
by the city, and a copy of same, as amended, is
filed in the office of the city clerk as a matter
of permanent record of the city, and the matters
and contents therein are made a part of this
chapter by reference as fully and completely as if
set forth herein, and such copy shall remain on
file in said office available for public
inspection.
SECTION 6: Chapter 16-1/2, Standard Mechanical Code,
Section 16 1/2-1.1 is e/nended as follows:
(a) Section 105 of the Standard Mechanical Code, entitled
"Board of Adjustment and Appeals" is hereby deleted in its
entirety.
(b) Section 302.2 of the Standard Mechanical Code, entitled
"Labeling" is hereby amended to read as follows:
3. Where such appliance is located in an
equipment room, such room shall have an opening or
door or passageway thereto large enough to permit
removal of the largest piece of the appliance.

(c) Section 504.1.1 of the Standard Mechanical Code,
entitled "Joints, Seams and Connections" is hereby amended to
read as follows:
"joints and seams shall be securely fastened and
made substantially air-tight with glass-fab and
masic. All slip joints shall have at least a one-
inch lap which is mechanically fastened.
(d) Section 512.1 of the Standard Mechanical Code, entitled
"General", first paragraph is hereby amended as follows:
"No room, attic, void, hollow or concealed space
shall be used as an integral part of a duct
system, or "plenum," unless the component parts of
such space are constructed entirely of
noncombustible material and/or properly protected
by means of fire dampers and/or fan cut-off
controls so as to restrict the spread of fire, and
arranged so as to protect the fire-resistiveness
of the assembly; for exception see Section 509.
Such chambers shall not be used for storage or
occupational purposes. Public exit halls in
hotels, hospitals, institutions and similar
occupancies and in multifamily houses shall not be
used as plenums. Stairway enclosure connecting
two (2) or more stories shall not be used as
plenums".
(e) Section 603.1 of the Standard Mechanical Code, entitled
"General", is hereby amended to delete words, "sanitary sewer
drain" from the first sentence.
(f) Section 605.2 of the Standard Mechanical Code, entitled
"Bleed-Off", is hereby amended to read as follows:
"All cooling tower, water-cooled air conditioner,
and heat pump bleed-off and drain lines shall be
extended to a storm sewer drain unless connected
to a lawn sprinkler system. Such drains shall not
in any case be allowed to drain into yards,
streets, or alleys, or on the roof of a buildiong
which drains into such areas.
(g) Chapter VIII of the Standard Mechanical Code, entitled
"Electrical Requirements", is deleted in its entirety and
replaced with the following amendments:
Chapter VIII. Electrical Requirements
All electrical requirements shall conform to the
National Electrical Code NFPA 70.
(h) Appendix C, subsection C101 of the Standard
Mechanical Code, entitled, "Permit Fees" is hereby
deleted in its entirety.
SECTION 7: Chapter 12, Gas Code, Section 12-1 Adoption of
Gas Code existing City Code subsections (a) and (b) are deleted
in their entirety.
SECTION 8: Chapter 12, Gas Code, Section 12-1 Adoption of
Gas Code is added as follows:

the Southern Building Code Congress, is hereby
adopted by the city, one copy of which is filed in
the office of the city clerk as a matter of
permanent record of the city, and the matters and
contents therein are made a part of this chapter
by references as fully and completely as if set
forth herein, and such copy shall remain on file
in said office available for public inspection.
SECTION 9: Chapter 19, Plumbing, Article I, Section 19-1
Adoption of Standard Plumbing Code, existing City Code
subsections (a) and (b) are deleted in their entirety.
SECTION 10: Chapter 19, Plumbing, Article I, Section 19-1
Adoption of Standard Plumbing Code is added as follows:
Subsection (a) Adoption of 1988 edition. The 1988
edition of the Standard Plumbing Code, as amended,
as prepared by the Southern Building Code Congress
International, Inc., is hereby adopted by the city
with the following revisions:
(1) Section 1213.7: Amend to read as follows:
When water heaters or hot water storage tanks are
installed in such areas that leakage could cause
water damage to the building or injury to the
building occupants, the tank or heater shall rest
in a high impact plastic pan of at least 1/16 inch
thickness or a galvanized steel or other metal pan
of equal corrosive reistance having a thickness at
least equal to 0.0276-inch (24 gauge) galvanized
sheet steel. Except in garages whether or not on
the same floor level as residence. When there is
a partition separating hot water heater or storage
tank a pan shall be required.
SECTION 11: Chapter 14, Housing Code, Section 14-1 Adoption
of Standard Housing Code, existing City Code subsections (a) and
(b) are deleted in their entirety.
SECTION 12: Chapter 14, Housing Code, Section 14-1 Adoption
of Standard Housing Code is added as follows:
Adoption of 1988 edition. The 1988 edition of the
Standard Housing Code, prepared by the Southern
Building Code Congress, is hereby adopted by the
city, and a copy of same is filed in the office of
the city clerk as a matter of permanent record of
the city, and the matters and contents therein are
made a part of this chapter by reference as fully
and completely as if set forth herein, and such
copy shall remain on file in said office available
for public inspections.

SECTION 13: If any section or portion of a section of this
ordinance proves to be invalid, unlawful or unconstitutional, it
shall not be held to impair the validity, force or effect of any
other section or part of this ordinance.
SECTION 14: That all ordinances or parts of ordinances in
conflict herewith be and the same are hereby revoked.
SECTION 15: That this ordinance shall become effective
immediately upon its passage and adoption.
