NOW, THEREFORE, BE IT ENACTED BY THE PEOPLE OF THE CITY OF SANFORD, FLORIDA: SECTION 1: That the Land Development Regulations containing text including a table of contents and the following listed sections: a Short Title, Purpose, Goals and Benefits, General Definitions, Land Use Definitions, Zoning Districts, Assignment of Zoning Districts and Adoption of Zoning District Map, Permitted Land Uses, Additional Requirements for Specific Uses, General Requirements for Buildings, Parcels, Building Setbacks and Yards, Requirements for Vehicular Access, Parking, Loading and Service Areas, Landscape, Land Use Compatibility Requirements for Setbacks, Buffers and Visual Screens and Tree Protection, Nonconforming Land Use Provisions, Signs, Environmentally Sensitive Areas, Construction and Design Standards, Administrative Officials, Plans Review Committee, Board of Adjustment, Site Development Permits and Certificates of Completion, Violations, Remedies and Penalties, Administrative Appeals, Conditional Uses, Declaratory Orders, Dimensional Variances, Notice and Hearing Procedure for Administrative Appeals, Notice and Hearing Procedure for Conditional Uses and Declaratory Orders, Notice and Hearing Procedure for Dimensional Variances, Finality of Decision, Judicial Review of Decisions, Amendments to Ordinance Text or Schedules, Amendments to Zoning District Map, Planned Development Project Plan Review, Development Plan Review, Intent of Development Plan Review, Applicability of Development Plan Review, Site Plan Review Procedures, Site Plan Submittal Requirements, Engineering Plan Review Procedures, Engineering Plan Requirements, Effect of Site --2-- Ordinance No. 1990 Plan and Engineering Plan Approval, Maintenance of Improvements, Master Plan Review, Master Plan Requirements, Special Master Plan Condition, Subdivision Plan Review, Intent of Subdivision Plan Review, Applicability of Subdivision Plan Review, Exemptions to Subdivision Plan Review, Preliminary Subdivision Plan Review Procedures, Preliminary Subdivision Plan Submittal Requirements, Improvement Plan Requirements, Final Plat Review Procedures, Final Plat Requirements, Master Plan Review, Master Plan Requirements, Special Master Plan Condition, Effect of Final Plat and Improvement Plan Approval, Guarantee of Improvements, Recording of Final Plat, Vacation of Plats, Replats, Resubdivision and Corrections, Vacating Right-of-Way and Easements, General Stipulations and Conditions, Conflict with Public or Private Provisions, Installation and Maintenance of Improvements, Fees, a copy of all of which is attached hereto and by this reference incorporated herein, be adopted as the text of the Land Development Regulations for the City of Sanford. SECTION 2: That the Land Development regulations contain the following schedules: Schedule A - DEFINITIONS, Schedule B - PERMITTED AND CONDITIONAL USES, Schedule C - AREA AND DIMENSIONAL REGULATIONS FOR LOTS AND TRACTS, Schedule D - PLANNED DEVELOPMENT PROJECT REGULATIONS, Schedule E - ADDITIONAL REQUIREMENTS AND PROVISIONS FOR SPECIFIC USES, Schedule F - GENERAL REQ;UIREMENTS FOR BUILDINGS, PARCELS, YARDS AND BUILDING SETBACKS, Schedule G - REQUIREMENTS FOR VEHICLES AND DESIGNATED RIGHT-OF-WAY, Schedule H - MINIMUM AUTOMOBILE OFF STREET PARKING SPACE REQUIREMENTS, Schedule I - BASE BUILDING LINE AND DESIGNATED RIGHT-OF-WAY LINE REQUIREMENTS FOR SPECIFIC STREETS, Schedule J - LANDSCAPE, BUFFER AND TREE REQUIREMENTS, Schedule K - SIGNS, Schedule L - NONCONFORMING LAND USE PROVISIONS, Schedule --3-- Ordinance No. 1990 M - ENVIRONMENTALLY SENSITIVE LANDS, Schedule N - SUBDIVISIONS, STREETS, LOT AND TRACT DESIGN AND PAVING REQUIREMENTS, Schedule O - DRAINAGE EASEMENTS AND SITE PREPARATION/EXCAVATION REQUIREMENTS, Schedule P - POTABLE WATER, SANITARY SEWER, RECLAIMED WATER, PIPE, TRENCHING AND BORING REQUIREMENTS, a copy of all of which is attached hereto and by this reference incorporated herein, be adopted as the schedules for the Land Development Regulations for the City of Sanford. SECTION 3: That Ordinance No. 1097, Sanford, Florida as adopted, amended and known as the Zoning Regulations, be repealed, replaced and otherwise revoked by this Ordinance. SECTION 4: That Ordinance No. 987, Sanford, Florida as adopted, amended and known as the Subdivision Regulations, be repealed, replaced and otherwise revoked by this Ordinance. SECTION 5: That Ordinance No. 732 and 1506, Sanford, Florida as adopted, amended and known as the Construction of Sidewalks or Driveways in Public Rights-of-Way Regulations, be repealed, replaced and otherwise revoked by this Ordinance. SECTION 6: That Ordinance No. 1157, Sanford, Florida as adopted, amended and known as the Procedures for Vacating and Abandoning Roads, Streets, Alleys and Easements, be repealed, replaced and otherwise revoked by this Ordinance. SECTION 7: That Ordinance No. 1165r, Sanford, Florida as adopted, amended and known as the Sign Regulations, be repealed, replaced and otherwise revoked by this Ordinance. SECTION 8: That Ordinance No. 1706, Sanford, Florida as adopted, amended and known as the Arbor Regulations, be repealed, replaced and otherwise revoked by this Ordinance. SECTION 9: If any section or portion of a section of this ordinance proves to be invalid, unlawful or unconstitutional, it shall not be held to impair the validity, force or effect of any other section or part of this Ordinance. --4-- Ordinance No. 1990 SECTION 10: That all ordinances or parts of ordinances in conflict herewith be and the same are hereby revoked. SECTION 11: That this ordinance shall become effective immediately upon its passage and adoption. PASSED AND ADOPTED this 27th day of December , A.D. 19 88.
