AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA,
AMENDING SECTIONS 28-24, 28-25, 28-28, 28-30,
AND 28-34 OF THE SANFORD CODE BY ESTABLISHING
NEW WATER RATES, SEWER RATES, AND WATER AND
SEWER DEVELOPMENT CHARGES, PROVIDING FOR
DELINQUENT FEES, RECONNECTION CHARGES AND
RETURNED CHECK CHARGES; PROVIDING SEVERA-
BILITY, CONFLICTS AND EFFECTIVE DATE.
BE IT ENACTED BY THE PEOPLE OF THE CITY OF SANFORD,
FLORIDA:
SECTION 1: Section 28-24(b) (1) and (2) of the Sanford
City Code is hereby deleted in its entirety.
SECTION 2: Section 28-24(b) (1) and (2) is hereby
added to the Sanford City Code as follows:
"WATER RATES
(1) CUSTOMER CHARGE - There shall be a monthly
customer charge for each account or installed meter. For private
residences with 3/4" meters and other connections with 3/4"
meters the charge shall be $1.58 per month. For any installation
with a meter larger than 3/4" a charge multiplier based on the
meter's capacity to handle larger amounts of water shall be
applied.
1" = 2 times or $3.16 per month
11/2" = 4 times or $6.32 per month
2" = 6 times or $9.48 per month
3" = 20 times or $31.60 per month
4" = 45 times or $71.10 per month
6" = 80 times or $126.40 per month
8" = 120 times or $189.60 per month
10" = 150 times or $237.00 per month
12" = 200 times or $316.00 per month
(2) CONSUMPTION CHARGE - All water consumed each
billing period shall be billed at the rate of $1.05 per thousand
gallons, or additional fraction thereof. There will be no
discount for higher monthly consumptions. Minimum monthly
billing shall be for two thousand gallons.
SECTION 3: Section 28-25(a) of the Sanford City Code
is hereby deleted in its entirety.
SECTION 4: Section 28-25(a) is hereby added to the
Sanford City Code as follows:
(a) Charges for the use or availability for use of the
sewer system of the City shall be as follows:
(1) CUSTOMER CHARGE - There shall be a monthly
customer service base charge for each sewer connection or
account. This charge shall be $2.10 per month for residences and
other accounts with a 3/4" water meter. For those accounts
served by a larger than 3/4" water meter multipliers shall be
used as with the water account. Customer charges for these
accounts shall be as follows:
i" = 2 times or $4.20 per month
11/2" = 4 times or $8.40 per month
2" = 6 times or $12.60 per month
3" = 20 times or $42.00 per month
4" = 45 times or $94.50 per month
6" = 80 times or $168.00 per month
8" = 120 times or $252.00 per month
10" = 150 times or $315.00 per month
12" = 200 times or $420.00 per month
(2) SEWAGE TREATMENT CHARGE - In addition to the
customer service base charge there shall be a charge for actual
treatment of sewage of $1.74 per thousand gallons of water or
fraction thereof consumed, based on water meter readings. This
charge shall be applicable for all accounts for all water
consumed except that there shall be a maximum total sewer charge
of $22.98 (including base charge) for single family residences
with a 3/4" meter based on an estimated sewer system loading of
twelve thousand gallons per month."
SECTION 5: Sections 28-28(1) and (2) of the Sanford
City Code is hereby deleted in its entirety.
SECTION 6: Sections 28~28(1) and (2) are hereby added
to the Sanford City Code as follows:
Icity (1) Where the department of public utilities and the
commission consider such procedure practical, the user may
have installed by the city, at his own expense, and subject to
such regulation as maybe prescribed by the department of public
utilities, a separate connection with the water main or the
lateral serving such lot or parcel and a meter for measuring the
water so used, and thereafter the sewer charges to be paid by
such user shall be computed on the basis of what the water bill
would be after excluding the quantity of water so used; or

(2) Where the department of public utilities and the
city commission consider such procedure practical, the user may
have installed by the city, at his own expense, and subject to
such regulations as may be prescribed by the department of public
utilities, a specially designed and constructed sewage meter,
acceptable to the consulting engineers designated in Ordinance
No. 532, or their successors, for accurately measuring all sewage
passing from such lot or parcel to the sewer system of the city,
and bills for sewer charges shall be computed on the basis of
what the water bill would be if the same quantity of water should
be furnished by the waterworks system of the city; or
SECTION 7: Section 28-30(a) and (b) of the Sanford
City Code is hereby deleted in its entirety.
SECTION8: Section 28-30(a) and (b) is hereby added to
the Sanford City Code as follows:
(a) If any bill for monthly sewer or water service
remain due and unpaid on and after the due date stated on such
bill, the water service to such customer so in arrears as to
sewer charges or water service charges shall be disconnected and
shall not be reconnected until all past-due bills forwater and
sewer services are paid, together with a reconnection charge of
ten dollars ($10.00). A delinquent fee of four dollars
($4.00)shall be charged.
(b) If any bill for monthly sewer service shall remain
due and unpaid onand after the due date stated on such bill, in
any case in which the water entering the sewer systems is
furnished by any plant or system other than the waterworks system
of the city, the sewer service to such user in arrears as to
sewer charges shall be disconnected, and shall not be reconnected
until all past-due bills for sewer service are paid, together
with a reconnection charge in the amount of Two hundred and sixty
dollars ($260.00). (Code 1954, §§ 21-17, 21-24; Ord. No. 1449,

SECTION 9: Section 28-34(c) of the Sanford City Code
is hereby deleted in its entirety.
SECTION 10: Section 28-34(c) is hereby added to the
Sanford City Code as follows:
(c) Returned check (bad check charge) $10.00
SECTION 11: If any section or portion of a section of
this ordinance proves to be invalid, unlawful or unconstitu-
tional, it shall not be held to impair the validity, force or

effect of any other section or part of this ordinance.
SECTION12: That all ordinances or parts of ordinances
in conflict herewith be and the see are hereby revoked.
SECTION 13:
(a) New rates for water and sewer system development
charges shall be effective upon passage and adoption of this
Ordinance.
(b) New rates for water and sewer rates shall be
