AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA,
AMENDING CHAPTER 2 OF THE CITY CODE BY
CREATING ARTICLE XII TO ESTABLISH A YOUTH
ADVISORY COMMITTEE, PROVIDING TERMS OF OFFICE
AND DUTIES OF THE COMMITTEE; PROVIDING FOR
SEVERABILITY, CONFLICTS AND EFFECTIVE DATE.
BE IT ENACTED BY THE PEOPLE OF THE CITY OF SANFORD,
FLORIDA THAT CHAPTER 2 ARTICLE XII OF THE CITY CODE IS HEREBY
CREATED AS FOLLOWS:
SECTION 1. CREATED; COMPOSITION; APPOINTMENT OF
MEMBERS.
There is hereby created and constituted a Youth
Advisory Committee for the City, which shall consist of sixteen
(16) persons to be appointed and confirmed by the City
Commission, one of whom shall be the Director of Parks and
Recreation. (Ord. No. 926, Section 1, 10-23-67)

SECTION 2. TERMS; ORGANIZATION; OFFICERS; MEETINGS.
The members of the Youth Advisory Committee created by
this article shall be appointed for a term of three (3) years;
five (5) of the initial Youth Advisory Committee members shall be
appointed for a term of three (3) years, five (5) of the initial
Youth Advisory Committee members shall be appointed for terms of
two (2) years, and five (5) of the inital Youth Advisory
Committee members shall be appointed for the term of one year;
thereafter, the terms shall be three (3) years. No member except
the Director of Parks and Recreation shall serve for more than
two (2) consecutive three-year terms or parts thereof.
Immediately upon appointment, the members of the Youth Advisory
Committee shall meet and organize and shall elect from among the
membership a chairman, a vice-chairman and a secretary, whose
terms of office shall be for the period of one year or until
their successors are elected by the members of the Youth Advisory
Committee. The Youth Advisory Committee shall conduct sucP
meetings as may be necessary to properly perform its duties ant
functions and shall establish rules or bylaws to govern the
manner in which its meetings and affairs are conducted. (Ord.

SECTION 3o DUTIES; EXPENDITURES.
(a) The Youth Advisory Committee is empowered and
directed to consider and study the entire field of youtP
recreation and leisure time activities in the City, and shall
advise, counsel and consult with the City Commission and the Cit)
Manager in connection with the recreation and leisure time
activities of the City. The Youth Advisory Committee shall
consider all matters submitted to it by the City Commission
the City Manager, and shall offer suggestions and recommendations
on its own initiative in regard to the recreation and leisure
time activities and the use of City properties in that regard.
It shall receive petitions and suggestions from the citizens of
the City, and shall cooperate with citizens groups, civic clubs,
governmental agencies and other organizations regardin~
recreation and leisure time activities and related subjects.
(b) The members of the Youth Advisory Committee shall
receive no compensation and may spend only such sums as may be
authorized and appropriated by the City Commission. (Ord. No.

(c) The Youth Advisory Committee shall recommend tc
the City Commission such overall projects as seem warranted, but
shall not concern itself with the day-to-day affairs of normal
city functions. (0rd. No.926, Section 4, 10-23-67)
SECTION 4: If any section or portion of a section of
this ordinance proves to be invalid, unlawful or unconstitu-
tional, it shall not be held to impair the validity, force
effect of any other section or part of this ordinance.
SECTION 5: That all ordinances or parts of ordinances
in conflict herewith be and the same are hereby revoked.
SECTION 6: That this ordinance shall become effective
immediately upon its passage and adoption.
