AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, TO ADOPT
THE 1983-1984 REVISIONS TO THE BUILDING, PLUMBING,
MECHANICAL AND GAS CODES, TO ADOPT THE 1984 EDITION
OF NATIONAL ELECTRIC CODE, 1984 FLORIDA ENERGY
EFFICIENCY CODE AND STANDARD FOR THE INSTALLATION
OF ROOF COVERINGS; AND FURTHER TO AMEND THE
PLUMBING CODE PERTAINING TO SAFETY PANS AND RELIEF
VALVE WASTE; PROVIDING FOR SEVERABILITY, CONFLICTS
AND EFFECTIVE DATE.
- WHEREAS, it is the desire of the City Commission of the City of
Sanford, Florida, to adopt the 1983-1984 revisions to the various Standard Codes
relating to building, plumbing, mechanical and gas codes; and
WHEREAS, it is the desire of the City Commission of the City of
Sanford, Florida, to adopt the 1984 Edition of National Electric Code,
1984 Florida Energy Efficiency Code and Standard for the Installation
of Roof Coverings; and
WHEREAS, the adoption of the amendments to these Codes is done
to facilitate proper inspection activities by the City of Sanford, Florida,
relating to construction and to maintenance of buildings within the
corporate limits of said city and relating to the prevention of hazards
such as fire; and
WHEREAS, the adoption of the new codes is done to facilitate
proper inspection activities by the City of Sanford, Florida, relating to
construction and to maintenance of buildings within the corporate limits
of said city;and
NOW, THEREFORE, BE IT ENACTED BY THE PEOPLE OF THE CITY OF
SANFORD, FLORIDA, that the following amendments to the Codes and new codes
are hereby adopted by reference as though they were copied herein fully:
SECTION 1: That Section 6-1 (b) is added to Chapter 6 entitled
"B ildings" of the Sanford City Code, be and the same is hereby amended to u
read as follows:
Sec. 6-1 (b) Adoption of 1983-1984 Revisions.
The 1983-1984 Revisions to the Standard Building Code, 1982
edition, prepared by the Southern Building Code Congress, are hereby
adopted in its entirety by the city. One copy of same is filed in the
office of the city clerk as a matter of permanent record of the city, and the
matters and contents therein are made a part of this section by reference
as fully and completely as if set forth herein, and such copy shall remain
on file in said office available for public inspection.
SECTION 2: That Sections 19-1 (b) and 19-1 (c) are added to
Chapter 19 entitled "Plumbing Code" of the Sanford City Code, be and the
same are hereby amended to read as follows:
Sec~ 19-1 (b) Adoption of 1983-1984 Revisions.
The 1983-1984 Revisions to the Standard Plumbing Code, 1982 edition,
as prepared by the Southern Building Code Congress International, Inc.,
are hereby adopted by the city, as amended, and a copy of same is filed in the
office of the city clerk as a matter of permanent record of the city, and
the matters and contents therein are made a part of this chapter by
reference as fully and completely as if set forth herein, and such copy
shall remain on file in said office available for public inspection.
Sec. 19-1 (c) Amendment to Sec. 1213.7.: Safety Pans and Relief
Valve Waste is added as follows:
(a) When water heaters or hot water storage tanks are installed
above the ceiling level, the tank or heater shall rest in
a galvanized steel or metal pan of equal corrosive resistance
having a thickness at least equal to a twenty-four gauge
galvanized sheet steel. Except in garages, whether or not
on the same floor level as residence. When there is a
partition separating hot water heater or storage tank,
a pan shall be required.
SECTION 3: That Section 16~-1 (b) is added to Chapter 16
entitled "Mechanical Code" of the Sanford City Code, be and the same is
hereby amendedto read as follows:
Sec. 16~-1 (b) Adoption of 1983-1984 Revisions.
The 1983-1984 Revisions to the Standard Mechanical Code, 1982
edition, as prepared by the Southern Building Code Congress International,
Inc., is hereby adopted by the city, and a copy of same, is filed in the
office of the city clerk as a matter of permanent record of the city,
and the matters and contents therein are made a part of this chapter by
reference as fully and completely as if set forth herein, and such copy
shall remain on file in said office available for public inspection.
SECTION 4: That Section 12-1 (b) is added to Chapter 12 entitled
"Gas Code" of the Sanford City Code, be and the same is hereby amended LDO
read as follows:
Sec. 12-1 (b) Adoption of 1983-1984 Revisions.
The 1983-1984 Revisions to the Standard Gas Code, 1982 edition,
prepared by the Southern Building Code Congress, are hereby adopted by
the city, one copy of which code is filed in the office of the city clerk
as a matter of permanent record of the city, and the matters and contents
therein are made a part of this chapter by reference as fully and
completely as if set forth herein, and such copy shall remain on file in
said office available for public inspection.
SECTION 5: Section 8-3 of the Sanford City Code is hereby
deleted in its entirety.
SECTION 6: That Section 8-3 regarding the National Electrical
Code shall be added to read as follows:
Sec. 8-3. National Electrical Code adopted.
The National Electrical Code, 1984 Edition, as prepared by the
National Fire Protection Agency is hereby adopted as the electric code of
the city, one copy of which code is on file in the office of the city clerk
as a matter of permanent record of the city and the matters and contents
therein are made a part of this chapter by reference as fully and completely
as if set forth herein, and such copies shall remain on file in said office
available for public inspection.
SECTION 7: That Section 6-6 of the Sanford City Code is hereby
deleted in its entirety.
SECTION 8: That Section 6-6 regarding Energy Efficiency Code
Shall be added to read as follows:
Sec. 6-6. Adoption of Sanford Energy Efficiency Code.
The 1984 Florida Energy Efficiency Code as prepared by the Department
of Community Affairs, Energy Office, is hereby adopted by the city and a copy
of same is filed in the office of the city clerk as a matter of permanent
record of the city, and the matters and contents therein are made a part
of this section by reference as fully and completely as if set forth herein.
Such copy shall remain on file in said office, available for public
inspection.
SECTION 9: That Section 6-10 providing for Standard for the
Installation of Roof Coverings shall be added to read as follows:
Sec. 6-10. Standard for the Installation of Roof Coverings.
The 1984 Amendment to the Standard for the Installation of Roof
Coverings, 1977 Edition, as prepared by the Southern Building Code Congress,
is hereby adopted by the city, one copy of which is on file in the office
of the city clerk as a matter of permanent record of the city and the matters
and contents therein are made a part of this chapter by reference as fully
and completely as if set forth herein, and such copies shall remain on file
in said office available for public inspection.
SECTION 10: If any section or portion of a section of this
ordinance proves to be invalid, unlawful, or unconstitutional, it shall
not be held to invalidate or impair the validity, force or effect of
any other section or part of this ordinance.
SECTION 1I: That all ordinances or parts of ordinances in
conflict herewith, be and the same are hereby repealed.
SECTION 12: That this ordinance shall become effective immediately
upon its passage and adoption.
