AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING
CHAPTER 28 OF THE SANFORD CITY CODE CONCERNING WATER
AND SEWER SERVICE CHARGES TO AMEND SECTION 28-43
REGARDING WATER, SEWER AND DRAINAGE CONNECTION AND
CONTROL CHARGES BY INCREASING SAID CHARGES AND
ESTABLISHING A MINIMUM UTILITY DEPOSIT; PROVIDING
FOR SEVERABILITY, CONFLICTS AND EFFECTIVE DATE.
BE IT ENACTED BY THE PEOPLE OF THE CITY OF SANFORD, FLORIDA:
SECTION 1: That Section 28-43 of the Sanford City Code is
hereby deleted in its entirety.
SECTION 2: That Section 28-43 regarding Water, Sewer and
Drainage Connection and Control Charges shall be added to read as follows:
Sec. 28-43. Imposed; amount.
Except as otherwise provided, every property owner whose property
first receives water and sewer services from systems owned or controlled
by the city after January 1, 1984, shall pay to the city a water, sewer
and drainage connection and control charge in the following amounts:
(a) Single-family dwelling unit, defined as one house on one
lot, one thousand one hundred dollars ($1,100.00).
(b) Duplex and multifamily dwelling units which are serviced
through a central service water meter and common sewer tap,
one thousand one hundred dollars ($1,100.00) for the first
unit within each building or structure, or for such projects
under single ox~o_ership with multiple structures or buildings;
five hundred fifty dollars ($550.00) for the second such unit;
and two hundred seventy five dollars ($275.00) for each
additional unit.
Duplex and multiple-family dwelling units whereby each unit
is serviced through an individual water meter and individual
sewer tap, one thousand one hundred dollars ($I,i00.00).
(c) Commercial:
(1) Motels: One thousand one hundred dollars ($1,100.00)
for the first motel unit; five hundred fifty dollars
($550.00) for the second unit; and two hundred seventy
five dollars ($275.00) for each additional unit.
(2) Restaurants: Each thirty (30) seats, one thousand
one hundred dollars ($1,100.00).
(3) Beauty shops: Each six (6) chairs, one thousand one
hundred dollars ($I,100.00).
(4) Mobile home parks: In mobile home parks where sites
are held for rental purposes as compared to conveyed
ownership, one thousand one hundred dollars ($1,100.00)
for the first site; five hundred fifty dollars ($550.00)
for the second site; and two hundred seventy five
dollars ($275.00) for each additional site. In the
event the sites are conveyed or sold into individual
ownership, each such site shall be assessed at the
rate of one thousand one hundred dollars ($1,100.00),
the incidence of which shall be paid at the time such
site first receives water and sewer services at the
time of conveyance in instances where such parks
may be constructed for rental purposes and subsequently
charged to ownership of sites.
(5) Offices and all other commercial: Each four thousand
(4,000) square feet, one thousand one hundred dollars
($1,100.00).
The minimum fee shall be one thousand one hundred
dollars ($1,100.00) o
(d) Industrial: Each five thousand (5,000) square feet, one
thousand one hundred dollars ($i,100.00). The minimum
fee shall be one thousand one hundred dollars ($1,100.00).
(e) For structures constructed after March 27, 1972, the base
fee of one thousand one hundred dollars ($1,100.00) remains
the same, but will be proportioned as follows:
Sewer Connection Fee
In alley or easement (base) $ 770.00
In street 935.00
Water Connection
3/4" meter (base) 330.00
1" meter 365.00
11/2" meter 450.00
2" meter 520.00
All over 2", plus actual costs 144.00
(f) Outside city fee schedule: All of the above fees are
calculated for inside the city connections. All connections
outside of the city shall be increased by twenty-five (25)
per cent. (Ord. No. 1065, s 1(27.6a), 3-27-72; Ord. No. 1082,

(g) The minimum utility deposit shall be fifty (50)dollars.
For multi-residential services and all non-residential
services, the amount of the deposit shall be the monthly
average of three consecutive monthly city service bills
or as designated by the city manager based on the specific
billing and collection procedures required by any specific
account. Any special deposit is subject to review by the
City Commission.
SECTION 3: If any section or portion of a section of this
ordinance proves to be invalid, unlawful or unconstitutional, it shall
not be held to invalidate or impair the validity, force or effect of
any other section or part of this ordinance.
SECTION 4: That all ordinances or parts of ordinances in
conflict herewith, be and the same are hereby repealed~
SECTION 5: This ordinance shall become effective on January 1,
1984.
