ORDINANCE NO. ]SRS
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA,
TO ANNEX WITHIN THE CORPORATE AREA OF THE CITY
OF SANFORD, FLORIDA, UPON ADOPTION OF SAID
ORDINANCE, A PORTION OF THAT CERTAIN PROPERTY
LYING BETWEEN SILVER LAKE DRIVE AND PINE WAY
AND BETWEEN MELLONVILLE AVENUE EXTENDED SOUTH-
ERLY AND OHIO AVENUE EXTENDED SOUTHERLY; SAID
PROPERTY BEING SITUATED IN SEMINOLE COUNTY,
FLORIDA, IN ACCORDANCE WITH THE VOLUNTARY
ANNEXATION PROVISIONS OF SECTION 171.044,
FLORIDA STATUTES; PROVIDING FOR SEVERABILITY,
CONFLICTS, AND EFFECTIVE DATE.
WHEREAS, there has been filed with the City Clerk
of the City of Sanford, Florida, a petition containing the
name of the property owner in the area described hereinaft~
requesting annexation to the corporate area of the City of
Sanford, Florida, and requesting to be included therein; af~d
WHEREAS, the Property Appraiser of Seminole Coun~y,cr~
Florida, having certified that there is one property owner
in the area to be annexed, and that said property owner has
signed the petition for annexation; and
WHEREAS, it has been determined that the property
described hereinafter is reasonably compact and contiguous
to the corporate area of the City of Sanford, Florida, and
it has further been determined that the annexation of said
property will not result in the creation of an enclave; and
WHEREAS, the City of Sanford, Florida, is in a
position to provide municipal services to the property des-
cribed herein, and the City Commission of the City of Sanford,
Florida, deems it in the best interest of the City to accept
said petition and to annex said property.
NOW, THEREFORE, BE IT ENACTED BY THE PEOPLE OF THE
CITY OF SANFORD, FLORIDA:
SECTION 1: That the following described property
situated in Seminole County, Florida, be and the same is
hereby annexed to and made a part of the City of Sanford,
Florida, pursuant to the voluntary annexation provisions of
Section 171.044, Florida Statutes:

The Southeast 1/4 of the Northeast 1/4
(Less the North 700 feet thereof~ and
the East 1/3 of the Southwest 1/4 of the
Northeast 1/4 (Less the North 700 feet 3~N ~ i0
thereof), all in Section 18, Township
20 South, Range 31 East. "'
The above described property is further
described as a portion of that certain
property lying between Silver Lake Drive
and Pine Way and between Mellonvitle
Avenue extended southerly and Ohio Avenue
extended southerly.
SECTION 2: That upon this Ordinance becoming
effective the property owners and any resident on the property
described herein shall be entitled to all the rights and
priviledges and immunitites as are from time to time granted
to residents and property owners of the City of Sanford,
Florida, and as are further provided in Chapter 171, Florida
Statutes, and shall further be subject to the responsibilities
of residence or ownership as may from time to time be deter- ~
mined by the governing authority of the City of Sanford, ~i'~
Florida, and the provisions of said Chapter 171, Florida
Statutes.
SECTION 3: If any section or portion of a sectio~
of this Ordinance proves to be invalid, unlawful, or uncon-
stitutional, it shall not be held to invalidate or impair
the validity. force, or effect of any section or part of
this ordinance.
SECTION 4: That all ordinances or parts of Ordin-
ances in conflict herewith be and the same are hereby repealed.
SECTION 5: That this ordinance shall become effective
i~ediately upon its passage and adoption.

the foregoing Ordinance No. 1588, PASSED and ADOPTED by the
City Commission of the City of Sanford, Florida, on the 25th
day of January, 1982, was POSTED at the front door of the
City Hall in the City of Sanford, Florida, on the 26th day
of January, 1982.

RESOLUTION NO. 1587
A RESOLUTION OF THE CITY OF SANFORD, FLORIDA
APPROVING THE CONCEPT OF TAN INCREMENT FINANCING
FOR THE SEMINOLE MALL PROPERTY REQUESTING THE
BOARD OF COUNTY COMMISSIONS OF SEMINOLE COUNTY,
FLORIDA, TO DELEGATE TO THE CITY AUTHORITY TO
IMPLEMENT THE PROVISIONS OF CHAPTER 163, PART III,
FLORIDA STATUTES, REGARDING TAN INCREMENT
FINANCING AND DIRECTING CITY STAFF TO COORDINATE
EFFORTS WITH SEMINOLE COUNTY, FLORIDA AND OTHER
GOVERNMENTAL ENTITIES.
WHEREAS, the City of Sanford, Florida has received a request
from S/C Specialists, Inc. to create and establish pursuant to Chapter
163, Part III, Florida Statutes, a community redevelopment agency
(CRA) to designate and establish a tax increment financing district
(TIF District) and to use the incremental increase in the City of
Sanford ad valorem real estate taxes resulting therefrom to repay
bonds issued by the district to fund certain offsite improvements,
and;
WHEREAS, the City Commission has considered said request and
determines that the said offsite improvements would serve a valid
public purpose and that it is in the public interest for the
improvements to be built,
NOW, THEREFORE, BE IT RESOLVED BY THE PEOPLE OF THE CITY OF
SANFORD, FLORIDA.
SECTION 1: That the City Connnission of the City of Sanford,
Florida expresses its support of the concept of the development of the
Seminole Mall property consistent with the development order
previously entered herein.
SECTION 2: The City Commission requests that the Board of
County Commissions, Seminole County, Florida delegate to the City of
Sanford, Florida, authority to create and establish pursuant to
Chapter 163, Part III, Florida Statutes a community redevelopment
agency (CRA) to designate and establish a tax increment financing
district (TIF District) and to use the incremental increase in the
City of Sanford ad valorem real estate taxes resulting therefrom to
repay bonds issued by the district to fund certain offsite
improvements.
SECTION 3: The City Commissioners directs the City staff to
coordinate efforts with the County staff and other governmental
entities.
PASSED AND ADOPTED this 25th day of June, A.D. 1990.
