AN ORDINANCE OF THE CITY OF SANFORD,
FLORIDA, AMENDING SECTION 22-17 (h)
OF THE SANFORD CITY CODE TO PROVIDE
FOR REGULATION, LOCATION AND SIZE OF
MOBILE TRAILER SIGNS WITHIN THE CITY;
PROVIDING FOR SEVERABILITY, CONFLICTS
AND EFFECTIVE DATE.
WHEREAS, the City Commission has been diligently
studying mobile trailer sign regulations, and
WHEREAS, existing regulations are in need of amend-
ment and supplementation, and
WHEREAS, the City of Sanford, Florida, does hereby
find it necessary to amend and supplement the existing ordinance
relating to mobile trailer signs in a continuing effort to serve
the best interest of the Citizens of Sanford, Florida, and to
protect and promote the health, safety and welfare of all per-
sons affected by such legislation.
NOW, THEREFORE, BE IT ENACTED BY THE PEOPLE OF THE
CITY OF SANFORD, FLORIDA:
SECTION 1: That the below listed Section of the
Sanford City Code, to-wit:
"Section 22-17 (h).
Mobile, trailer signs. As herein defined shall be
prohibited in all zoning districts within the city, unless ex-
pressly authorized by the city commission."
be and the same is hereby stricken from the Sanford City Code
and in lieu thereof Section 22-17 (h) is enacted in place thereof.
SECTION 11: That Section 22-17 (h) shall read as
follows:
'!Section 22-17 (h).
Mobile, trailer signs. A mobile trailer sign shall
mean a point of purchase advertising sign or any material for
such use with or without changeable type lettering, illuminated
or nonilluminated mounted on a boat type trailer or frame and/
or any vehicle with or without wheels. A mobile trailer sign
shall be considered to be a temporary sign and as such, the
copy area of such mobile trailer sign shall be in addition to
the maximum allowable copy area for the point-of-sale signs.
No mobile trailer sign shall be located in any public
right-of-way.
Each company engaged in the ~enting, leasing, owning
or otherwise providing for hire any mobile trailer sign shall be
properly licensed as required by law and shall, prior to display-
ing each sign upon any business premise, secure a permit for each
said sign from the office of the building official of the City of
Sanford, Florida. A permit shall be valid for a period of no long-
er than sixty (60) days for any one business. A permit cannot
be renewed, nor can a permit be obtained for the same business
within a period of one hundred and eighty (180) days following
expiration of a prior permit.
The placement of a mobile trailer sign in a parking
space which is required to meet the minimum parking requirements
of the city shall be prohibited.
Mobile trailer signs, exclusive of the transportation
mechanism, shall not exceed fifty (50) square feet in area per
face.
All mobile trailer signs shall be limited to commercial
and industrial districts. Churches and non profit organizations
shall be permitted signs within their property boundaries.
There shall be a maximum of one (1) mobile trailer
sign per business location with a minimum spacing of one hundred
fifty (150) feet between any two (2) portable mobile trailer
signs on the same side of the road.
All incandescent bulbs in, on, or attached to any
mobile trailer signs shall be rated at not more than one hundred
(100) watts. Flashing illumination shall be prohibited on
mobile trailer signs. No more than ten (10) flood bulbs per
face on each mobile trailer sign shall be permitted.
Each mobile trailer sign shall, in addition to the
provisions set forth herein, comply With the requirements of
applicable codes of the City of Sanford, Florida.
Each mobile trailer sign shall have permanently af-
fixed and predOminently displayed, the name and telephone number
of the owner of the sign.
A master copy of the engineering data and approval
must be on file in the building department of the City of Sanford,
Florida, for all mobile trailer signs placed within the City of
Sanford, Florida.
If, after one (1) working day following receipt of
written notice of a violation of the City Code to the owner of
a mobile trailer sign, corrections are not made, then the City
of Sanford shall be empowered to remove the said mobile trailer
sign from the location constituting the violation and impound
the same. To have the mobile trailer sign released, the owner
of the said mobile trailer sign shall pay to the City of Sanford,
Florida, an impounding fee in the sum of One Hundred Dollars
($100.00).
Mobile trailer signs shall require a permit prior
to being located or placed at a business establishment within
the City of Sanford, Florida, such permit to be secured from the
Building Department of the City of Sanford, Florida. The permit
fee shall be in the sum of Fifteen Dollars ($15.00) per permit
or any renewal thereof for each sign placed within the City of
Sanford, Florida.
SECTION III: All mobile trailer signs within the
City of Sanford, Florida, must conform to the requirements of
the aforesaid sections of this Ordinance on or before sixty (60)
days from the effective date hereof.
SECTION IV: If any section or portion of a section
of this Ordinance proves to be invalid, unlawful or unconstitu-
tional, it Shall not be held to invalidate or impair the validi~,
force or effect of any other section or part of this Ordinance.
SECTION V: All Ordinances or parts of Ordinances in
conflict with any of the provisions of this Ordinance are hereby
repealed.
SECTION VI: This Ordinance shall become effective
i~ediately upon its passage and adoption.
