AN ORDINANCE OF THE CITY OF S~FORD, FLORIDA,
ADDING A SUB-SECTION TO SECTION 6 of CHAPTER
6 OF THE CODE OF THE CITY OF SANFORD, FLORIDA,
SAID CHAPTER 6 BEING ENTITLED "BUILDINGS";
SAID SECTION TO RAVE SUB-SECTIONS ENTITLED
"FINISH FLOOR ELEVATIONS AND SLO~ OF DRIVE- ~
WAYS"; SAID AMENDMENTS PROVIDING FOR MINIMUM
FINISH FLOOR ELEVATIONS ON ALL STRUCTURES SO
AS TO DIVERT RUNOFF WATER AROUND ANY STRUCTUP~;
SAID AMENDMENT FURTHER PROVIDING FOR THE SLOPING
OF DRIVEWAYS SO AS TO PREVENT THE RUNOFF OF
SURFACE WATER INTO ANY STRUCTURE; PROVIDING
FOR SEVERABILITY, CONFLICTS, AND EFFECTIVE DATE.
BE IT ENACTED BY THE PEOPLE OF Tt~ CITY OF SANFORD, FLORIDA:
SECTION 1: That the Sanford City Code is hereby amended
by adding a section to be numbered as follows: Sec. 6-7.1, which
said section shall read as follows:
Sec. 6-7.1 FINISH FLOOR ELEVATIONS
(a) On building sites which are reasonably
level or slope toward a street, road or
right-of-way, the minimum finish floor
elevation shall not be less than sixteen
(16) inches above the crown of said ad-
jacent street, road or right-of-way. On
building sites which slope away from a
street, road or right-of-way toward a
lake, stream or water collection area and
positive drainage exists, the finish floor
elevation of any structure shall be not less
than eight (8) inches above finished site
grade. Swales shall be constructed to
divert runoff Water around any structure.
(b) Finish floor elevations, if approved by
the Building Official, may be set below
finished site grade if provisions are
made to protect the structure against
water damage or water intrusion.
(c) In approving such protection measures, the
Building Official shall consider as general
guidelines and criteria, methods for pro-
viding adequate subsurface drainage, soil
types on site, and past and present drain-
age conditions within the general area.
SEETION 2: That the Sanford City Code is hereby amended
by adding a section to be numbered as follows: Sec. 6-7.2, which
said section shall read as follows:
Sec. 6-7.2 SLOPE OF DRIVEWAYS
Driveways or other areas of access to a build-
ing or structure shall be sloped so as to
prevent the runoff of surface water into any
building or structure.
SECTION 3: That the Sanford City Code is hereby amended
by adding a section to benumbered as follows: Sec. 6=7.3, which
said section shall read as follows:
Sec. 6-7.3 EFFECT OF OTHER PROVISIONS CONCE~qlNG CONSTRUC-
TION IN FLOOD PRONE AREAS
The provisions of this article shall not be in
violation of, or supersede any section of this
code, or any ordinance or zoning regulation
pertaining to construction within flood prone
areat
SECTION 4: If any section or portion of a section of
this Ordinance proves to be invalid, unlawful or unconsitutional,
it shall not be held to invalidate or impair the validity, force
or effect of any other section or part of this Ordinance.
SECTION 5: All ord~ances or parts of ordinances in
conflict herewith, be and the same are hereby repealed.
SECTION 6: This Ordinance shall become effective immed-
iately upon its passage and adoption.
