AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA
AMENDING ARTICLE II OF CHAPTER 23 OF THE
.SANFORD CITY CODE, S~ID CHAPTER BEING ENTITLED
~STREETS AND SIDEWALKS" AND SAID ARTICLE BEING
ENTITLED "CONSTRUCTION OF DRIVEWAYS AND SIDE-
WALKS"; SAID ~\~NDMENT DESIGNATING THE CITY
~IqAGER, OR HIS DESIGNATED REPRESENTATIVE, \AS
THE PARTY TO RECEIVE APPLICATIONS FOR PERMITS
FOR CONSTRUCTION OF DRIVEWAYS AND SIDEWALKS
AND THE PARTY TO APPROVE SUCH PErmITS; PROVIDING
FOR SEVERABILITY, C~NELICTS AND EFFECTIVE DATE.
WHEREAS, it has been brought to the attention of the
City Commission of the City'of Sanford, Florida that Article II
of Chapter 23 of the Sanford City Code requires applications
for permits and approval of such permits to be filed with
various City officials, and
~EREAS, it is the desire of the Commission to authorize
such permits to be issued and approved by the City Manager, or
his designated representative, in order to have a more orderly
and efficient administration as to the construction of streets
and sidewalks.
NOW, THEREFORE, BE TT ENACTED BY THE PEOPLE OF THE CITY
OF SANFCRD, FLORIDA:
SECTION 1: That Article II of the Sanford City Code is
hereby amended to read as follows:
ARTICLE II. CONSTRUCTION OF DRIVEWAYS AND SIDEWALKS
Sec. 23-23 PEiMIT REQUIRED
Before constructing sidewalks or driveways on public rights-
of-way, an application for a permit shall be filed with the City
Manager, or his designated representative. Applications for side-
walks or driveways for other than single-family residential uses
shall be accompanied by complete plans and specifications indicating
compliance with the requirements of this article. Upon approval of
the application, the City Manager, or his designated representative,
shall issue a permit therefor.
Section 23-24. SIDEWALK REQUIREMENTS.
Sidewalk construction shall conform to the following
requirements:
(a) Width for residential uses shall be a minimum of
five (5) feet.
(b) Width for nonresidential uses shall be as approved
by the City Manager, or his designated representative.
(c) Material shall be a minimum of two thousand (2,000)
psi concrete or other material as approved by the
City Manager, or his designated representative.
(d) Thickness of concrete shall be a minimum of four (4)
inches, except that where sidewalks cross residential
driveways the minimum thickess shall be five (5)
inches and where sidewalks cross nonresidential drive-
ways the minimum thickness shall be six (6) inches.
Thickness of material other than concrete shall be as
approved by the City Manager, or his designated
representative.
(e) Construction joints (V tooling) shall be placed at not
more than five-foot intervals.
(f) Expansion joints of one-half-inch thickness shall be
placed at not more than thirty-foot intervals.
Sec. 23-25. DRIVEWAY REQUIREMENTS.
Driveway construction shall conform to the following
requirements:
(a) The width shall not be less than nine (9) feet nor more
than fifty (50) feet.
(b) The sides shall be suitably curbed and shall intersect
the street curbs with a five-foot radius.
(c) All driveways shall have an apron extending a minimum
of five (5) feet from the gutter line and shall not
be less than two thousand five hundred (2,500) psi
concrete.

(d) Material, other than aprons, shall not be less than
two thousand five hundred (2,500) psi concrete or
other material as approved by the City Manager or
his designated representative.
(e) Thickness of concrete for residential drives shall
not be less than five (5) inches, and for nonresidential
drives not less than six (6) inches. Thickness of
material other than concrete shall be as approved
by the City Manager or his designated representative.
(f) Expansion joints of one-half-inch (~) thickness shall
be placed at not more than thirty-foot intervals and
at the junctions with sidewalks and street curbs or
gutters.
(g) Safety islands shall be provided between all adjoining
driveways and shall not be less than ten (10) feet wide.
(h) The distance of the driveway from the corner of the
property at street intersections shall not be less
than ten (10) feet and at alley intersections shall not
be less than five (5) feet.
(i) The locations of all driveways shall be approved by
the City Manager or his designated representative.
(j) Any unusual conditions, materials, or locations shall
be approved by the City Manager or his designated
representative.
Sec. 23-26. MATERIALS AND CONSTRUCTION TO BE APPROVED BY CITY
MANAGER OR HIS DESIGNATED REPRESENTATIVE.
All materials for and construction of all sidewalks, drive-
ways and paved areas in the public streets in the city shall be
approved by the City Manager or his designated representative,
Sec. 23-27. DRIVEWAYS AND PAVED AREAS FOR GASOLINE FILLING
STATIONS OR OTHER BUSINESS PURPOSES --- GENERALLY.
All driveways and paved areas for gasoline filling stations
or other business purposes shall be so arranged, constructed

and maintained that automobiles, trucks, trailers and other
vehicles will not stand upon any part of the sidewalk at any
time when the same are being loaded, unloaded, serviced or
parked.
Sec. 23-28 SAME---APPROVAL OF PLANS PREREQUISITE TO ISSUANCE
OF PERMIT.
Plans for all driveways for gasoline filling stations or
for other business purposes shall first be submitted to and
approved by the City Manager, or his designated representative,
before a permit shall be issued for the construction thereof.
Sec. 23-29° SAME---MATERIALS AND CONSTRUCTION
All materials and construction of all driveways and paved
areas for gasoline filling stations shall be the same as for
sidewalks and residential driveways, except that the concrete as
laid shall not be less than six (6) inches in thickness, which
includes that portion of the sidewalk over which automobiles,
trucks, trailers and other vehicles will pass and the expansion
joints shall be three-fourths of an inch in width and placed so
that expansion and contraction will be provided for all areas,
none of which shall be more than two hundred fifty (250) square
feet. Corner safety islands shall be provided at all corners. No
driveways shall be constructed or maintained closer to the corner
property than eight (8) feet on the intersecting street. In
industrial sections, the construction of driveways of paved areas
may be of other material than concrete but must be approved by
the City Manager or his designated representative.
SECTION 2: If any section or portion of a section of this
ordinance proves to be invalid, unlawful or unconstitutional,
it shall not be held to invalidate or impair the validity, force
or effect of any other section or part of this ordinance.
SECTION 3: That all ordinances or parts of ordinances in
conflict herewith be and the same are hereby repealed.

SECTION 4: That this ordinance shall become effective
i~ediatety upon its passage and adoption.
