Effective August 3, 1999, the plans for the above referenced pool are approved under Serial No. SP-15722,
subject to the foilowing proviso: The aeration system may only be operated during hours when the pool is not in use.
The review of the engineering features of this application has been conducted by me or under my responsible
supervision, and I certify that those engineering features satisfy the applicable requirements of Chapter 514, Florida
Statutes, and Chapter 64E-9, Florida Administrative Code, or the intent of the variance based upon the design
engineer's justification.
As noted above, this approval only certifies that your plans were found to be in compliance with the design require-
ments of Chapter 64E-9, F.A.C. This is to notify you that a complaint of misconduct is presently being investigated
by the Florida Board of Professional Engineers regarding a submittal to the Department of Health, which had certain
similarities to your submittal. This office will not take any further action in this regard until the Board's investigation
is completed.
The application indicates that you have contracted to monitor the pool construction to ensure compliance with the
approved documents. Upon completion, your certification along with that of the pool contractor, electrical contractor
or inspector; and pool owner, will be necessary for application for an operating permit. Four (4) fully executed copies
of DH Form 916 are to be submitted to this office along with the required $125.00 fee (made payable to the Dept. of
Health) for final inspection. By copy of this letter, the applicant is advised that unauthorized operation and use of the
pool without a valid State operating permit is a violation of Chapter 514, Florida Statutes, and Chapter 64E-9 of the
Florida Administrative Code, and may subject the owner to appropriate legal action.
Approval is given to this project on the basis of information furnished to the department. There may be county,
municipal, or other local regulations or restrictions to be complied with by you and we recommend that appropriate
local agencies be consulted before starting construction.

Upon receipt of the approved materials, one set shall be forwarded to the owner, and one set shall be forwarded to
the contractor for keeping on the construction site. Thank you for your cooperation.

BACKGROUND:
On March 8, 1999 we received a design/built proposal on the 50 meter pool to be on propertyjoiningSeminoleHighSchool.
We received only one proposal and it was from Weller Pool Contractor, Inc. and the total sum ofdthebidwas $1,213,870.
On March 15'', staff met with the Weller people and advised them we were working with a
budget of $1,000,000. We asked Weller pools to develop a list of deductions and bring them backforreview.
Finally, after weeks of review and looking at many alternatives, we have established the total
project budget as reflected below:
Weller Pools 558,677.
Pool Shell (direct purchase) 175,241.
Bathhouse 189,645.
Consultant 18,299.
Contingency 58,138.
Total 1,000,000.
This has been done with some considerable contribution by Briar Corporation, reducing the cost
of the bath house, direct purchasing by the City, and the City addressing some issues in house.
Recommend approval of this proposal so formal agreement can be finalized.
