HomeMy WebLinkAbout08/01/2023 SERC MinsMEETING MINUTES August 1, 2023 All Special Events Review Committee (SERC) members were invited to attend a meeting at 9 AM on Tuesday, August 1, 2023. Minutes I. Call to Order @ 9:09 AM by Jennifer Brooks II. In Attendance Jennifer Brooks, Recreation Department BillieJean Puleo, Recreation Department Tyrone Lowry, Parks Department Theresa VanCourt, Parks Department Alexis Williams, Parks Department Sean Hill, Police Department Thomas Puleo, Public Works Department Emily McCabe, Public Works Department Mark Seiferth, Deputy Fire Chief Alvarise James, Recreation Department III. Approval of the Minutes — Officer Hill motioned to approve minutes. Seconded by Chief Mark Seiferth. Motion carried unanimously. IV. New Business Veterans Day This event will take place on Saturday November 11, 2023 in Veterans Memorial Park. The ceremony will begin at 11 am, set up must be completed by that time. Flag will be at full mass. All flags at the ceremony area shall be displayed all day, and collected before nightfall. This event will be turn key to other events. There will be no food, water will be available in coolers. Fire truck and flag to be parked at W. Fulton St. and N. Park Ave. If possible, vehicle displays throughout to be provided by Fire and Police Department. Larger crowd anticipated due to event taking place on a Saturday. Street Closures as follows: 1. Seminole Blvd. from Hood Ave. to City Hall 2. Park Ave from E Commercial St. to E Seminole Parks Recommendations: (6) 10x10 Tents, one of which will have the City's logo as an information area. (4) On upper (1) Left Apron with a table (1) Right Apron with a table This event requires all city chairs (20) Upper area tent (2) Left Apron tent (2) Right Apron tent Remaining chairs in the grass area with an isle down the middle. (3) Small Coolers (1) Upper area tent (1) Left Apron tent (1) Right Apron tent Podium requested from the Civic Center Festival Puertorriquenos v Multicultural This event will take place on Saturday, November 4, 2023 from 11-9 pm, with set up 6-10 am and tear down 9-11 PM. They expect between 2,000 attendees. The applicant was notified all cars that are on display must be parked by 10 AM, none are to move during the event. Concern with stakes on the green space located at the Civic center were addressed, the Applicant assured there will be no large stakes used in that area. After much deliberation, the Road closures are as follows: • Seminole Boulevard, from Sanford Avenue to San Juan Avenue 6 pm —11 pm • Parks Recommendations — o Tents must have 40lbs of weight per leg • Fire Recommendations — No recommendations • Police Recommendations — No recommendations • Public Works — No recommendations Tuffy's Fall Festival This event is scheduled for Saturday, November 4, 2023 from 4 pm to Midnight. Applicant is requesting the noise ordinance at 95 decibels until 11 pm. Music stage to be set up in the street. Applicant is using his own power at his location for vendors. Applicant anticipates as many as 900 spectators. Road Closures as follows from NOON — MIDNIGHT: 1. Myrtle Avenue, from 2nd Street to 3 d Street 2 2nd Street, from Elm Avenue to Myrtle Avenue • Parks Recommendations — (1) Staff to patrol garbage and litter in the street from 6 —11 pm. (1) Dumpster • Fire Recommendations — No recommendations • Police Recommendations — (3) Officers • Public Works — (1) Spider Box for stage Bells Across America Held by the "Daughters of the American Revolution" This is not considered a special event, they are being invited as a "Freedom of Speech" event, on Sunday, September 17, 2023. This will take place in Magnolia Square, at 3:30 — 4:30 pm. They will ring the bell for one minute in recognition of the signing of The Declaration of Independence. Then, be followed by a City proclamation read by the Mayor and a County proclamation read by the City Chairman. Actual event will take about 15 minutes. • Parks Recommendations — No recommendations + Fire Recommendations — No recommendations • Police Recommendations — No recommendations • Facility Maintenance — No recommendations • Public Works — Make sure there is electricity Cookies for Kids Cancer Family Fun Festival The Sanford Ladies Inc. requests to host a fund raiser for Cookies for Kids Cancer, held at Centennial Park, from 10 AM — 2 PM on Saturday, October 7, 2023. This is a free event, to hold raffles, donate cookies and support the cause. There will be a DJ but no stage. They will provide volunteers to assist with garbage and provide their own garbage cans and bags. The applicant suggested using two of the vendor trucks to block off the street closures. One officer recommended for safety. Road closures as follows: 1. Park Avenue, from 4th Street to 5th Street, is requested from 7 AM - 3:30 PM. • Parks Recommendations — No recommendations • Fire Recommendations — No recommendations • Police Recommendations — • PD expects the trucks being used for the road blocks cannot leave early and must stay at post till breakdown. Minimum of (1) officer. + Public Works — No recommendations Sanford FD Ribbon Cutting Ceremony This event will take place on Tuesday, August 29, 2023 from 5 — 6 pm. They are expecting 40-60 attendees. Mini water bottles will be supplied. • Parks Recommendations — 40 chairs, with more on standby (2) Tents (1) For Musician (1) For Speakers (1) Table Coolers Fire Recommendations — Bring Podium and ice. Police Recommendations — No recommendations + Public Works No recommendations.
