Minutes r' I. Call to Order @ 9:08 AM by Jennifer Brooks II. In Attendance Jennifer Brooks, Recreation Department BillieJean Puleo, Recreation Department Thomas Puleo, Public Works Department Emily McCabe, Public Works Department Sean hill, Police Department SGT Zachary Glenn, Police Department Jerry Sullivan — Recreation Department Mark Seiferth, Deputy Fire Chief Tyrone Lowery — Parks Department Alexis Williams- Parks Department Bobby Washington — Public Works Department SGT Heather Smart — Police Department III. Approval of the Minutes — Sean Hill motioned to approve minutes from November 7, 2023. Seconded by Thomas Puleo. Motion carried unanimously. IV. New Business Joyfest 1. Event Details: • 12/15/2023 -New event name, previously Navidad with D.C. Perkins • Hours from 6-8 PM. • Live band, carolers from Seminole high school, dance groups, fire -dancer, miniature horses, food, free hot cocoa and pastries, Santa in the antique firetruck, gold carts and decorated Jeeps. • Close Magnolia to 2"d Street, no vehicles in the Square. • No stage or food trucks. • Using lift for the snow machines — asking for power in the planter. 2. City's Perspective: • Antique fire truck was requested, but is out of service. • Power in the planter may be an issue with new decorations. Use of spider box would be definite. 3. Staff Recommendations: 9 Public Works: (3) Spider boxes. o (1) by the tree/ North Side of planter for audio equipment. o (1) East wall on the North side o (1) West wall on the North side • Solid Waste: P.D. will get back with Emily McCabe for the location of the dumpster. 4. Discussion: • Mini horse transport vehicles will park on 2nd Street, walk them into Magnolia parking area. • Question raised regarding parking for the several groups performing, PD said they will all use civilian parking. Cars & Cigars 1. Event Details: • January 13, 2024, closure of Seminole Boulevard in front of Cigar Bar from NOON — 4 PM. • 16 Club members, 80- 100 vehicles estimated. • No outside entertainment, but possible Cigar bar may host on their property. �ity's Maximum of 2 food trucks. 2. Perspective: • Blend and Barrel will need to extend alcohol permit. • P.D asked where the applicant intends to park vehicles: applicant advised they will be using both sides of Seminole for the show. 3. Staff Recommendations: • Public Works recommends a 6:30 AM road closure to avoid those parking early at the Riverwalk. • P.D. assigning (3) officers, one for security and (2) to monitor road closure. • Parks recommends (1) staff with trash bags from 11 AM — 5PM • Solid Waste will place a dumpster next to the one already on property. 4. Discussion: • Applicant will have volunteers assisting in keeping up with trash. • City informed applicant they will need a COI and liquor license. • Notify the city of the food vendors that will be participating MLK Parade 1. Event Details: • Closure of Persimmon Avenue, from McCracken Road to Historic Goldsboro Boulevard, and Historic Goldsboro Boulevard, from Persimmon Avenue to HWY 17-92, from 7 AM - NOON for the Parade. • Agreed to have a similar footprint to the Puerto Rican Fest, utilizing the courtyard and backside of the Civic Center, and the north side of Lake Corella. • Less than 20 food trucks • Asking for 50 chairs and tables 2. City's Perspective: 0 City doesn't provide tables but up to 75 chairs • Suggested that the kids zone off of Sanford Ave. due to location of spider boxes, or the Center of the square as spider boxes are located nearby. • No power past the Senior Center going east/ Needs to run stage off a generator. • 3 Spider box locations- 2 Sanford Ave. and 1 in the Courtyard • Vendors will need to carry in their products/tents etc. due to road closure. There can be dedicated parking for vendors at the Civic Center, 3. Staff Recommendations: • Public Works recommends a parking lot in the green space. • P.D. recommends security at the basketball courts and will provide bike officers to patrolling • Parks recommended 3 staff • Solid Waste no changes from last year. 4. Discussion: • Jennifer attending the MLK Steering Committee meeting this evening at City Hall 11/28. Bokey Riders 1. Event Details: • March 9, 2024, closure of San Juan from Seminole to I" Street. • Setting up close to I" Street. • No alcohol, use of Civic Center that night. • Use of Fort Mellon Park, anticipate 500 participants. 2. Staff Recommendations: • Public Works Spider box @ l' Street 3. Discussion: • Applicant prefers no staff due to being non-profit and will take care of trash. Final Discussion 1. Tour of Homes • Revisions have been made with the footprint, requested closure of 14th Street, and reduce in another location. P.D. has declined the request. • Jerry and Jennifer to meet with city manager regarding lack of sidewalks with the requested road closures. • Moved the 15th Street closure to include golf cart parking, moved back from church, wanting to use a volunteer to monitor traffic which Jennifer informed them that the city does not allow civilians to monitor road closures. Suggested to have barricades, police officer and road closure notice at the beginning and down the road to stop golf carts from continuing. Adjourn @ 9:58 AM
