REGULAR MEETING
The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, December 11, 2023, at 7:00 PM, in the City Commission Chambers, City Hall, and 300
North Park Avenue, Sanford, Florida.

6) CONSENT AGENDA [Commission Memo 23-229]
Mr. Colbert pulled Consent Items 6.E and 6.17. The Commission pulled Consent
Items 6.0 and 6.N for further discussion.
A. Approval to award contracts to the three highest ranked firms under RFQ 22/23-12
for Professional Consulting Services which process was implemented under the
provisions of the Consultants' Competitive Negotiations Act (CCNA as codified in
Section 287.055, Florida Statutes) for various vendors/consultants.
B. Approval of the annual funding agreement between the City of Sanford and
Metroplan Orlando for FY 2023/2024, to be paid in two payments in the amount of
$15,793 for an annual amount of, $31,586.
C. Approve to amend the approved spending plan associated with the American
Rescue Plan Act (ARPA) Agreement, reallocating $2,000,000 from the Stormwater
Pump Branch Improvements from Lake Avenue to 3Td Street to the Mayfair
Drainage Improvements.
D. Approve an increase to purchase order #38783, in the amount of $10,811, bringing
the new total to $109,811, to Municipal Emergency Services for FY 2022/2023, for
additional firefighter bunker gear.
E. Approval of a procurement to Cathcart -Florida, LLC, in the amount of $489,900,

(FDEP) Grant Agreement LPA-0554 for continuing work on the project entitled
`Nutrient Reduction relating to Lake Jesup and Lake Monroe'.
F. Approval of a procurement to Inliner Solutions, LLC, in the amount of
$1,235,756.50, to complete work under the Florida Department of Environmental
Protection (FDEP) Grant Agreement LPA-0554 for continuing work on the project
entitled `Nutrient Reduction Relating to Lake Jesup and Lake Monroe'.
G. Approval for Utilities Vehicle 4265, a 2008 Vacuum/Jetter Truck, VIN
#2FZHAWBS48AY09571 for surplus, to be sent to auction and sold to the highest
bidder.
H. Approval of a procurement of a Vactor 2100 Vacuum/Jetter 12-yard Tandem Axle
Truck, in the amount of $552,335.51, to environmental Products Group, for the
Utilities Department.
I. Approval of a procurement of a fire hydrant maintenance program, in the amount
of, $186,014 to Hydromax USA, for the Utilities Department.
J. Approve a procurement to CHA Consulting, Inc. to provide project and grant
administration under Florida Department of Environmental Protection (FDEP)
Grant Agreement LAP-0554 for continuing work on the project for `Nutrient
Reduction Relating to Lake Jesup and Lake Monroe'.
K. Approve a procurement for professional engineering services to CPH, Inc. (CPH)
in the amount of $32,869 for the Sanford South Water Resource Center (SSWRC)

Operations Permit Renewal issued by the Florida Department of Environmental
Protection (FDEP).
L. Approve a procurement to purchase virgin granular carbon material for the City's
auxiliary water treatment plant to Calgon Corporation (Calgon), in the amount of
$76,400.
M. Approve a procurement for a 2023 Ford F-150 Crew Cab 2WD XL 5.5' Bed 145"
WB from Alan Jay Fleet Sales, in the amount not to exceed $45,159 for the Utilities
Water Division.
N. Approval to award Bid #IFB 22/23-05 and a procurement, in the amount of
$1,815,329.19, from the American Rescue Plan Act (ARPA) funds to Universal
Contracting and Construction, Inc. for the Mellonville Drainage Improvements
Project.
O. Approve the sponsorship, in the amount of $450, from Economic Development to
the Sanford Historic Trust for the Annual Historic District Trust Calendar.
P. Approve a procurement in the amount of $75,416.25 to SHI for the replacement of
aging computers.
Q. Approve a procurement in the amount of $288,000 to Rudram Engineering, Inc. to
staff developer and coding positions for the Digital Transformation Project.
R. Approval of the employee proposed health insurance and care coverage, budget,
and monthly employee contributions as outlined for Calendar Year 2024.
S. Approval to fund a local non-profit, Virgina Miller Helping Others in Need

Development program as defined in the U.S. Department of Housing and Urban
Development (HUD) Annual Action Plan for program year 2023-2024, in the
amount of $195,000.
T. Approve the special event permit application, for `Cars and Coffee', from 9 — 11
AM on the first Sunday of January, February, and March of 2024, with street
closures from 8 — 11:30 AM.
U. Approve a special event permit application, with a noise permit, for `Sanford
Joyfest', from 6 — 8 PM, with a street closure from 1 — 9 PM, on Friday, December
15, 2023.
V. Approve a special event permit application for `Pyrospot Fireworks', from
Tuesday, December 19, 2023, through Thursday, January 4, 2024, for their annual

Z. Approve a special event permit application, with a noise permit for `Bo -Key Picnic
in the Park', in Ft. Mellon Park on Saturday, March 9, 2024, from Noon — 4PM,
with a traffic modification of San Juan Avenue, from I" Street to Seminole

After a brief discussion the City Commission approved the City Managers annual
evaluation. Commissioner Wiggins moved to approve the City Manager's evaluation with 5%
COLA, a 2% Merit Increase retroactive to October 1, 2023, with goals to be discussed at a later

12) CITIZEN PARTICIPATION
Trenton and Mario Hicks requested additional barricades and security for their
event scheduled on December 16, 2023 due to an increase in the number of bands that will be
performing, an increase in the number of guests and increased security. After a lengthy
conversation, City staff informed Trenton and Mario Hicks their request is denied, due to that late
notice and the fact there is the Jingle Jam Event that weekend, the City does not have the staff or
materials.

Vice Mayor Britton had no complaints and great events. She would like to discuss
downtown parking and one side parking at a future Work Session. She would like an update on
the vacuum sewer project at the next meeting.
Commissioner Wiggins said the parade was awesome, thanks to the Cormnission
for supporting him.
Commissioner Austin said kudos to Parks for the events, Happy Holidays and great
music at the tree lighting.
Mayor Woodruff said the homeless camps are increasing in Magnolia Square and
will need to discuss later. He would like to discuss parking enforcement, parking too close to the
curbs, and open containers at the January Work Session.
There being no further business, the meeting was adjourned at 9:03 PM.

This form is for use by any person serving at the county, city, or other local level of government on an appointed or elected board, council,
commission, authority, or committee. It applies to members of advisory and non -advisory bodies who are presented with a voting conflict of
interest under Section 112.3143, Florida Statutes.
Your responsibilities under the law when faced with voting on a measure in which you have a conflict of interest will vary greatly depending
on whether you hold an elective or appointive position. For this reason, please pay close attention to the instructions on this form before
completing and filing the form.
INSTRUCTIONS FOR COMPLIANCE WITH SECTION 112.3143, FLORIDA STATUTES
A person holding elective or appointive county, municipal, or other local public office MUST ABSTAIN from voting on a measure which
would inure to his or her special private gain or loss. Each elected or appointed local officer also MUST ABSTAIN from knowingly voting on
a measure which would inure to the special gain or loss of a principal (other than a government agency) by whom he or she is retained
(including the parent, subsidiary, or sibling organization of a principal by which he or she is retained); to the special private gain or loss of a
relative; or to the special private gain or loss of a business associate. Commissioners of community redevelopment agencies (CRAs) under
Sec. 163.356 or 163.357, F.S., and officers of independent special tax districts elected on a one -acre, one -vote basis are not prohibited
from voting in that capacity.
For purposes of this law, a "relative" includes only the officer's father, mother, son, daughter, husband, wife, brother, sister, father-in-law,
mother-in-law, son-in-law, and daughter-in-law. A "business associate" means any person or entity engaged in or carrying on a business
enterprise with the officer as a partner, joint venturer, coowner of property, or corporate shareholder (where the shares of the corporation
are not listed on any national or regional stock exchange).

Item 7C - Amend the future land use from MDR to LDR for 3.17 acres at 3565 Mellonville Avenue. As a nearby
property owner I was significantly involved in the discussions of the design and land use of the larger parcel of
this applicant and suggested that this land use change should be one of the conditions of approval.
If disclosure of specific information would violate confidentiality or privilege pursuant to law or rules governing attorneys, a public officer,
who is also an attorney, may comply with the disclosure requirements of this section by disclosing the nature of the interest in such a way
as to provide the public with notice of the conflict.
