Dear Bob,
The roof structure of the Old Navy has been designed to safely support the specified roof top units at locations
as shown on the roof framing plan of structural drawings dated 8-9-95. However, the roof structure of the
retail "A", as noted on the structural drawings, has not been designed to carry any units. As we have agreed
earlier the contractor is to submit unit size, location and weight to our office so that we can mark-up steel shop
drawings to indicate increased joist sizes at unit locations.

Operation:
A fusible alloy is sealed
into a bronze center strut by a stainless
steel ball. When the alloy meits
at its rated temperature, the ball is
forced upward into the center strut. releasing
the two ejectors and operating
the sprinkler. Unlike most other

exposed to atmospheric conditions

NFPA 13 Standards. Deviations from
these requirements and standards or
any alteration to the sprinkler itself
will void any warranty made by

properly sized to insure the minimum
required flow rate at the sprinkler.

It is advisable to have sprinkler
systems inspected regularly by a
qualified inspection service. Length of
time between such inspections can
vary due to accessibility, ambient
atmosphere, water supply, and site
activity.
Do not attempt to re -assemble or
otherwise reuse a sprinkler that has
operated. Replace any sprinkler
exhibiting corrosion or damage;
always use new sprinklers of the same
type and temperature rating as
replacements.

Because the discharge pattern is
critical to protection of life and
property, nothing should be hung or
attached to the sprinkler unit that
would disrupt the pattern. Such
obstructions must be removed. In the
event that construction has altered the
original configuration, additional
sprinklers should be installed to
maintain 'the 'protection level.
Do not attempt to replace sprinklers
without first removing the -fire
protection system from service. Be
certain to secure permission from all
Authorities Having Jurisdiction, and
notify all personnel who may be
affected during system shutdown. A
fire watch during maintenance periods
is a recommended precaution.

Drain water and relieve pressure in the

be returned to service immediately.
Inspect the entire system for damage
and replace or repair as necessary.
Sprinklers that did nct ooerate but
were subjected to corrosive elements
of combustion or excessive
temoeratures should be insoected,
and replaced if need be. The authority

replacement requirements and

GENERAL INFORMATION
The Model VSR-F is a vane type waterflow switch for use on
wet sprinkler systems. It is UL Listed and FM approved for
use on steel oioe; schedules 10 through 40 sizes 2' thru 3'.
LPC approved sizes are 2 1/2' through 8'.
The unit may also be used as a sectional waterflow detector on
large systems.
The unit contains two single pole, double throw, snap action
switches and an adjustable pneumatic retard. The switches
are actuated when a flow of 10 gallons per minute or more
occurs downstream of the device. The flow condition must
exist for a period of time necessary to overcome the selected
retard period.
ENCLOSURE: The unit is enclosed in a general Purpose,
cast aluminum Rousing. The cover is held in place with two
tamper resistant screws which require a special key for ra-
moval. A field installable cover tamper switch is available as
an option which may be used to indicate unauthorized removal
of the cover. See Bulletin 763 for installation instructions of
this switch.

These devices may be mounted on a horizontal or vertical pipe.
On horizontal pipe they should be installed on the top side of the
pipe where they will be accessible. The units should not be
installed within 6 inches of a fitting which changes the direction
of the waterflow or within 24 inches of a valve or drain.
Drain the system and drill a hole in the pipe using a circular saw
in a slow speed drill. The 2' and 2 1/2' devices require a hole
with a min. dia. of 1 1 /8' to a max. dia. of 1 3/16'. All other sizes
require a hole with a min. dia. of 1 7/8' to a max. dia. of 2 1/16'.
Clean the inside pipe of all growth or other material for a dis-
tance equal to the oioe diameter on either side of the hole.
Roil the vane so that it may be inserted into the hole: do not
bend or crease it Insert the vanes so that the arrow an the
saddle points in the direction of the waterflow. Install the saddle
strap and tighten nuts aitemately to an -eventual 50 ft-lbs.::
torque. See Fig. 2. The vane must not rub the inside cf the

APPLICATION
The WILKINS Model 950DA Backflow
Preventer has been designed for installation in
potable water lines where a potential health
hazard does not exist.
WILKINS' low head loss makes the device
most suitable where system pressures are low
or where it is important to hold pressure loss to
a minimum.
NOTICE
Proper performance is dependent upon the
user adhering to recommended installation
procedures and by having licensed, qualified
personnel perform regular, periodic inspection
and maintenance. For proper installation,
consult WILKINS' installation and maintenance
manual and prevailing governmental and local
codes.
Two shut-off valves and four test cocks are
provided for testing and maintenance. All
Model 950 Double Check Detector Assembly
Backflow Preventers can be disassembled and
repaired without removing the device from the
line.
Damage to the device could result wherever
water hammer and/or thermal expansion could
cause excessive line pressure. Where this
could occur, a spring check, shock arrestors

PURPOSE
The WILKINS Model 950 DA Backflow Preventer
prevents contamination of the potable water supply by
backflow from fire protection systems, and detects
costly leaks or unauthorized water usage.
The by-pass line assembly consists of a water meter in
series with WILKINS Model950 Doublecheck Backflow
Preventer.

Geotechnical and Environmental Consultants, Inc. (GEC) is pleased to present this Report of our
Preliminary Geotechnical Investigation for the above -referenced project. This study was
performed in general accordance with our Proposal No. 758G dated January 25, 1994. In
addition, you authorized two additional Standard Penetration Test (SPIT) borings in Outparcel "E"
in a telephone conversation on March 24, 1994. The purposes of this preliminary study were to
explore subsurface conditions at the site and to use the data obtained to develop preliminary
geotechnical recommendations regarding the proposed site development. GEC is presently
completing environmental studies for this site.
In summary, based on the results of the preliminary geotechnical investigation, the site generally
appears suitable for support of the proposed structures on conventional shallow foundations,
assuming no unusually high column loads are anticipated for this project. It appears that routine
site preparation including clearing of surface vegetation, subgrade proofrolling, and structural fill
compaction will be required for support of pavements and structures. Removal of subsurface
irrigation/drainage systems which are present will also be required. Due to the relatively high
groundwater levels encountered in the hand auger borings performed in the proposed retention
pond areas, it appears that the ponds should be designed as wet detention facilities with bleed -
down devices to recover stormwater volume to meet the regulatory requirements.

SITE AND PROJECT DESCRIPTION
The subject site is located in Section 29, Township 19 South, Range 30 East, Seminole County,
Florida. More specifically, the site is located on the south side of State Road 46, east of
Interstate Highway 4 near the southeast corner of the intersection of State Road 46 and Oregon
Avenue near Sanford, Florida. The site is approximately 29.8 acres in size and has historically
been used for agricultural use (vegetable farming), and is currently being used for cattle pasture
land. A subsurface irrigation/drainage system is present on the site. The extent of this system
is not known. In general, surface topography slopes gently from the southwest to the northeast.
There are currently two structures on site, including an abandoned residential structure along
State Road 46 and a metal frame storage structure located near the southern end of the property.
The site is adjacent to the Seminole Town Center, a large regional shopping mall currently under
construction. Plans for the subject site include construction of a shopping center with possible
anchor tenants Service Merchandise and Toys-R-Us. Final site grades have not been established
at this preliminary stage of the project. Figures 1 and 2 in the Appendix shows the site location
and surrounding area.
PRELIMINARY SUBSURFACE EXPLORATION
For this preliminary study, GEC explored subsurface conditions at the site by drilling eight
Standard Penetration Test (SPT) borings (B-1 through B-8) to depths of 20 to 25 feet below
ground surface within the proposed preliminary building footprints. In addition, fifteen, 5 foot
deep hand auger borings were performed throughout the proposed parking and stormwater
retention areas. The approximate locations of these borings are shown on Figure 2. The
borings were located in the field by estimating distances from prominent site features and
estimating right angles since field survey control was not available for this preliminary study.
Therefore, boring locations shown on Figure 2 should be considered approximate.
Our drilling crew performed Standard Penetration Tests continuously in the SPT borings to a
depth of 10 feet and at 5 foot depth intervals thereafter. A GEC Engineering Technician
supervised the drilling operations and examined and visually classified the soil samples.
Representative portions of each sample were packaged and sealed for transportation to our
laboratory for further examination and visual classification by a geotechnical engineer. Water
levels were measured in the boreholes at the time of drilling and again after at least 24 hours
to evaluate the depth to groundwater.

GENERAL SUBSURFACE CONDITIONS
Subsurface conditions encountered in the SPT and hand auger borings are shown on Figures 3
through 5 in the Appendix. The descriptions of the soils encountered in the borings are based
on visual examination and are accompanied by the Unified Soil Classification Symbol (SP-SM,
etc.). Stratification boundaries between soil types should be considered approximate since the
actual transition is often gradual. Furthermore, other subsurface conditions and soil types may
exist at areas other than those explored by the borings performed for this preliminary study.
The borings performed for this preliminary study typically encountered sands with varying
amounts of silt and clay to the boring termination depths of 20 to 25 feet below ground surface.
No significant amounts of muck or highly organic soils were encountered at the boring locations.
One notable exception to this profile was the existence of a sandy clay (CL) layer encountered
approximately at depths of 8 to 10 feet at Borings B-6, B-7, and B-8.
In general, the relative density of the soils ranged from loose to medium -dense throughout the
soil profile. However, in some of the borings (B-1, B-2, and B-4), a very loose zone was
encountered at depths of 15 and 20 feet below ground surface. This very loose zone was found
at Boring B-5 at the 20 foot depth. Please refer to Figures 3 and 4 in the Appendix to obtain
more specific information regarding subsurface conditions at the SPT boring locations.
Groundwater was encountered in the borings at depths ranging from about 1.2 to 4.5 feet below
existing ground surface, depending on topography and proximity to drainage features. We note
that these groundwater levels may be influenced by many things including an extensive irrigation
system which is still in place on the subject property, a large drainage canal which traverses the
site, and on -going dewatering from construction at the adjacent Seminole Town Center mall.
At this site, in the predevelopment condition, average seasonal high groundwater levels are
estimated to be approximately 1 foot below existing ground surface.
SOIL SURVEY REVIEW
GEC reviewed information contained in the USDA Soil Conservation Service (SCS) Soil Survey
of Seminole County, Florida, regarding surficial soil types on this property (see Figure 1). The
predominant soil type indicated by the Soil Survey on the subject site are the Myakka and
EauGallie fine sands. These soils are nearly level and poorly drained sandy soils and are
typically found on broad plains on the flatwoods. The soils are characterized by being sandy
to a depth of approximately 80 inches. No surficial organic soils on the subject site were
indicated by the Soil Survey. During most years, these soils have a seasonal high water table
within 12 inches of the ground surface for one to four months of the year, per the SCS Soil
Survey.

CENTRAL FLORIDA GEOLOGY
Central Florida geologic conditions can generally be described in terms of three basic
sedimentary layers. The near -surface layer is primarily composed of sands containing varying
amounts of silt and clay. These sands are typically underlain by a layer of clay, clayey sand,
phosphate and limestone which is locally referred to as the Hawthorn formation. The third layer
underlies the Hawthorn formation and is composed of limestone. The thickness of these three
strata varies throughout Central Florida. In general, the surficial sands typically extend to
depths of 40 to 70 feet while the Hawthorn formation ranges from nearly absent in some
locations to thicknesses greater than 100 feet.
The groundwater hydrogeology of Central Florida can be described in terms of the nature and
relationship of the three basic geologic strata. The near -surface sand stratum is fairly permeable
and comprises the water table (unconfined) aquifer. The limestone formation, known as the
Floridan Aquifer, is highly permeable due to the presence of large interconnected channels and
cavities throughout the rock. The Floridan Aquifer is the primary source of drinking water in
Central Florida. These two permeable strata are usually separated by the relatively low
permeability clays of the Hawthorn formation. The amount of groundwater flow between the
two aquifer systems is dependent on the thickness and consistency of the Hawthorn clay
confining beds which, as previously stated, varies widely throughout Central Florida.
SINKHOLE RISK
The geology and hydrogeology described above can be conducive to collapses of the ground
surface resulting in circular depressions known as "sinkholes." Sinkholes usually occur in
Central Florida due to the downward movement of the near surface sands through openings in
the Hawthorn formation into the limestone cavities. This process can be likened to the
movement of sand through an hourglass. Sinkholes are most likely to occur in areas where the
Hawthorn formation is thin or absent, allowing free downward movement of sands into the
limestone. Groundwater also flows freely from the surficial aquifer into the Floridan aquifer
when the Hawthorn formation is thin or breached, and this phenomenon is called recharge.
Therefore, high recharge areas are typically prone to sinkhole activity. The Sanford area is
generally considered a low recharge area to the Floridan Aquifer and, therefore, is a relatively
low sinkhole risk area when compared to the background risk in Central Florida.
PRELFAINARY CONCLUSIONS AND RECOMMENDATIONS
The following preliminary conclusions and recommendations are based on the project
characteristics previously described, the data obtained during this preliminary study, and our
experience with similar subsurface conditions on construction projects. We note that the
preliminary conclusions contained herein are not to be used for final design purposes as a more

detailed subsurface exploration will need to be undertaken once final building locations and
grades have been established.
On the basis of the soil conditions encountered in the borings for this preliminary study, it
appears that the proposed Gateway Plaza shopping center can be constructed on a system of
conventional shallow foundations. During the routine site preparation phase of the project, the
existing drainfield irrigation system should be removed in its entirety. We note that there is a
very loose zone at several of the boring locations at depths of approximately 15 to 20 feet below
ground surface. However, based on typical footing sizes for buildings of this size, the loads
from these footings will probably not stress this loose zone and, therefore, would not be
considered a significant contributor to building settlement. Furthermore, we are assuming at
least 2 to 3 feet of fill will be placed on site and heavily proofrolled prior to foundation
construction to bring the site to final site grade. This will help to pre -settle loose soils prior to
foundation construction. Upon routine site preparation and fill placement, net soil bearing
pressures on the order of 3,000 pounds per square foot (psf) would be appropriate for
preliminary design of shallow foundation systems.
Once preliminary foundation design plans become available, GEC will need to perform a final
geotechnical investigation and analysis including evaluation of total and differential settlements
for shallow foundations. If unusually high column loads are anticipated from this project, then
special site preparation techniques may need to be employed in the areas where the very loose
soil zones exist.
It appears that typical pavement sections using either a limerock or soil cement base should be
adequate for pavements at this site upon routine site preparation. As stated previously, we
recommend locating and removing the existing drainfield irrigation system prior to construction.
Depending on final grades and seasonal high groundwater levels, underdrains may be necessary
to maintain a minimum 1 foot separation between the bottom of the base course and the seasonal
high groundwater level. However, no highly organic soils were found in our shallow hand auger
borings performed in the parking areas and it does not appear that special site preparation
techniques will need to be employed for construction of typical pavement sections.
Based on the relatively high groundwater levels encountered for this study, it does not appear
that stormwater recovery through natural infiltration will be feasible to meet regulatory
requirements. For that reason, wet detention facilities incorporating bleed -down devices will
be necessary to adequately recover stormwater volumes. However, once final stormwater
system design information becomes available, we would be happy to provide testing and analyses
necessary for the design team.
