REGULAR MEETING
The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, February 14, 2022, at 7:00 PM, in the City Commission Chambers, City Hall, and 300
North Park Avenue, Sanford, Florida.

6) CONSENT AGENDA [Commission Memo 22-046]
A. Approve an Interlocal Agreement with Seminole County and the Sanford Airport
Authority (SAA) to ensure compliance with Chapters 333, Florida Statutes,
amending Schedule `R' of the City's Land Development Regulations (LDRs).
B. Approve the procurement of various AIRVAC brand vacuum sewer system parts
and materials provided throughout the current fiscal year by Aqseptence Group
Inc., in the amount of, $75,000.
C. Approve the purchase of retirement service weapon Sig Sauer P320 9MM, Serial
Number 58J244054, for retired law enforcement Officer Thomas Bernosky at a cost
of $173.11.
D. Approve the special event permit, with a noise permit, for `Severe Weather
Awareness Touch -A -Truck Public Outreach', from 10 AM — 2 PM with street
closures from 8 AM — 3 PM on Saturday, March 5, 2022.
E. Approve the procurement of services through the Florida Department of
Transportation and City of Sanford's Utility Work Agreement, for the relocation of
a 16" main water line Highway US 17/92 in the amount of, $51,068.46 for the
Utilities Water Department.
F. Approval to submit the Community Development Block Grant Program One Year
2021-2022 Annual Action Plan to the Department of Housing and Urban

After a lengthy discussion, Commissioner Mahany moved to adopt Ordinance
No. 4667, with the additional conditions - The applicant shall provide a 6' masonry wall
along the private property and on both roads, work with Seminole County on installing
speed tables on Kentucky Street, and in addition to the lots called out by the Planning and
Zoning Commission — one story lots shall be provided on lots 12 through 18 and 128
through 136. Seconded by Commissioner Britton and carried by vote of the Commission

Norton Bonaparte, City Manager, thanked the Clerk's Office for the Valentine's
Day Chocolates and reminded the Commission to make a motion for the City to donate $1 K for a
sponsorship to the Cat Show.
12) CITIZEN PARTICIPATION
James Davis, resident, said the community is concerned about the redistricting of
the Commission Districts. He has started up a Citizen's Task Force. He requested a meeting date
for when the Commission will begin discussions on redistricting. Mayor Woodruff said this would
begin discussion at the March 28, 2022 Work Session. He said, typically at a Work Session the
Commission does not accept input from the citizens. Citizens Participation is at the end of the
Regular Meeting.

Commissioner Mahany moved for the City to approve the donation of $ 1 K for a
sponsorship to the Cat Show of the Palm Beaches. Seconded by Vice Mayor Austin and carried

Vice Mayor Austin wished everyone a Happy Valentine's Day.
Commissioner Wiggins thanked the veteran gentlemen from the `Young Men of
Excellence' for all of their assistance with the Historic Goldsboro Sign Topper installation and
their assistance with many other projects over the years. He said it brings him joy to see these

young men become successful and giving back to the community. He said there would be a Black
History Program this Thursday at 6:30 PM at the Velma Williams Community Center.
Commissioner Mahany said there was a young man from the `Promised to
Distinction to Excellence', found a wallet at Idyllwilde Elementary School and returned it to the
office, even though his friends were telling him to keep it. The school is celebrating him now and
it is nice to see such a young man be good a role model.
Mayor Woodruff said one of the Young Men of Excellence, Malik, had walked out
into the parking lot with him after a meeting, telling him what his plans are going to be when he
returns and asked him about being the Mayor.
Commissioner Britton said the Historic Georgetown Sign Toppers look great and
thanked the Young Men of Excellence, the Young Women of Excellence and the Mayor's Youth
Council for all of their assistance.
Commissioner Britton asked for an update on the Westside Sports Complex. She
expressed concerned about the Diversity and Inclusion Committee. She has not seen or heard
anything or seen any meetings. Commissioner Britton asked if the City donated funds to this
committee.
Mr. Bonaparte said the City has given money to Valencia for the training of
Diversity and Inclusion Committee as well as facilitating the meetings. He said there is a meeting
this coming week and all of the meetings would be published. He said Mr. Thomas could not
provide a report on the property at the Work Session due to the time.

the property and waiting on another survey of the property. Commissioner Britton concerned there
are many surveys being conducted.
Commissioner Britton asked for update on the Choice Neighborhood Initiative. Mr.
Bonaparte the Sanford Housing Authority is in charge of the meetings.
Commissioner Britton said the `Love your Shorts Film Festival' was this past
weekend and it was great. She welcomed to the neighborhood to `The Yardery', a new business
off Sanford Avenue and said Happy Valentine's Day!
Mayor Woodruff asked if the City would install a new electronic speed sign on
Sanford Avenue. Vice Mayor Austin said he thought the City was going to move them around.
Bilal Iftikhar, Public Works and Utilities Director, said the City is leaving the one in Hidden Lakes
and he would order a few more and place some on the upcoming budget prep.
Mayor Woodruff asked which Commissioner was overseeing the Proclamation for
the MLK Committee. Commissioner Britton said she was overseeing it.
Mayor Woodruff said, the 10 Year Anniversary of Treyvon Martin's death is
coming up and the Race, Equity, Equality and Inclusion (REEI) Committee asked if the City would
place a marker in Ft. Mellon Park where the parades and events took place during this time.
Commissioner Britton asked Mr. Bonaparte to relay to the Committee to make sure it is mentioned
how the City of Sanford as a whole, handled the events and that the City of Sanford was the only
City that had peaceful protests, parades and events. There were no arrests, lootings or fires.
The Commission asked if there was a problem with the air conditioning as the last
few meetings have been very warm.
