DIVERSITY EQUITY AND INCLUSION TRAINING
THIS AGREEMENT (hereinafter the "Agreement") is made and entered into this
the last day executed by the signatories as set forth below, by and between the City of
Sanford, Florida, a Florida municipality, (hereinafter referred to as the "City"), whose
mailing address is 300 North Park Avenue, Sanford, Florida 32771, and All Things
Diverse LLC, a Florida limited liability company, whose principal and mailing address
11250 Old St. Augustine Road, Suite 15-218, Jacksonville, Florida 32257, (hereinafter
referred to as "ATD"). The City and ATD may be collectively referenced herein as the
"parties."
WITNESSETH:
IN CONSIDERATION of the mutual covenants, promises, and representations
contained herein and other good and valuable consideration, the receipt and sufficiency
of which is hereby acknowledged, the parties hereto agree as follows:
Section 1. Recitals. The above statements are true and form a material
part of this Agreement upon which the parties have relied.
Section 2. Authority. Each party hereto represents to the other that it has
undertaken all necessary actions to execute this Agreement, and that it has the legal
authority to enter into this Agreement and to undertake all obligations imposed on it.
The persons executing this Agreement for each party certify that they are authorized to
bind the party fully to the terms of this Agreement.
Section 3. Scope of Agreement; Direction of the Provision of Goods and
services.
(a). This Agreement is for the provision of goods and services set forth in the
attachments hereto and ATD agrees to accomplish the provision of goods and services
specified in the attachments for the compensation set forth in those pricing and other
documents relating to goods and services procured by the City under RFP 23/24-09 for
such other associated goods and services as may be agreed upon by the parties as set
forth in issued work/purchase orders.
(b). It is recognized that ATD shall provide goods and services as directed by
the City under the award of RFP 23/24-09 by the City to ATD relating to the City's
requirements for goods and services pertaining to diversity equity and inclusion training
all of which training shall, without limiting the general obligation of ATD to comply with
controlling law, adhere to the requirements of Section 760.10, Florida Statutes, relating
to unlawful employment practices.
(c). The City's contact/project manager for all purposes under this Agreement
shall be the following:

Section 4. Effective Date and Term of Agreement. This Agreement
shall take effect on the date that this Agreement is fully executed by the parties hereto.
It is anticipated an agreement will be awarded for a one year to begin upon approval
and execution by the City. The decision to renew or extend the agreement shall be at

the discretion of the City. The City may consider an adjustment to price based on
Consumer Price Index (CPI), if applicable, as published by the U.S. Bureau of Labor
Statistics. It is ATD's, responsibility to request in writing any pricing adjustment request
under this provision. No goods and services or actions have been provided prior to the
execution of this Agreement that would entitle ATD for any compensation therefor. ATD
shall afford "Most Favored Nation" pricing to the City and, to the extent necessary for
the City to comply with controlling law or the conditions of grants or funding from other
governmental agencies or entities, agree to contract terms and conditions required from
or by said grants or funding sources. Without in any way limiting the provisions of the
following Section, ATD agrees to perform consistent with those provisions of controlling
law as if mandatory contractual provisions of grantor agencies or entities were a part of
this Agreement.
Section 5. Compensation. The parties agree to compensation as set forth
in the pricing response of ATD to City RFP 23/24-09 relating to the City's requirements
for diversity equity and inclusion training goods and services and as set forth in issued
work/purchase orders pertaining to the City's requirements for such goods or services.
Section 6. Standard Contractual Terms and Conditions.
(a). All "Standard Contractual Terms and Conditions", as provided on the
City's website as shown at: www.SanfordFL.gov, apply to this Agreement are binding
upon ATD and are hereby incorporated herein by reference. Such Terms and
Conditions may be found and printed out/memorialized at the City's website. The parties
shall also be bound by the purchasing policies and procedures of the City as well as the
controlling provisions of Florida law. Work orders shall be used, in accordance

therewith, in the implementation of this Agreement to the extent deemed necessary by
the City in its sole and absolute discretion.
(b). ATD shall obtain or possess and continuously maintain the following
insurance coverage, from a company or companies, with a Best Rating of A- or better,
authorized to do business in the State of Florida and in a form acceptable to the City
and with only such terms and conditions as may be acceptable to the City unless the bid
documents exclude or include certain types of insurance coverage or the level of
coverage:
(1). Workers Compensation: Certificates of exemptions are not
acceptable in lieu of workers compensation insurance. employers liability
$1,000,000.00; each accident $1,000,000.00; disease $1,000,000.00.
(2). Commercial General Liability (CGL): Shall include, at a minimum,
bodily injury liability, property damage liability; personal injury liability and
advertising injury liability coverages shall include premises/operations;
products/completed operations; contractual liability; independent
contractors, explosion; collapse; underground.
(i). Coverage must be provided for sexual harassment, abuse and
molestation.
(ii). CGL- $2,000,000.00 per occurrence; $3,000,000.00. general
aggregate.
(3). Comprehensive Auto Liability (CAL). Combined Single Limit (CSL),
shall include "any auto" or shall include all of the following: owned, leased,

hired, non -owned autos, and scheduled autos: CAL- $1,000,000.00
Combined Single Limit.
(4). Professional Liability (when required): $1,000,000.00 minimum.
(5). Builder's Risk (Not required). Shall include theft, sinkholes, off site
storage, transit, installation and equipment breakdown. Permission to
occupy shall be included and the policy shall be endorsed to cover the
interest of all parties, including the City, and all contractors and
subcontractors: 100% of completed value of additions and structures.
(6). Garage Keepers (Not required): $3,000,000.00 aggregate: No per
vehicle maximum preferred.
(7). Garage Liability (Not required):
(i). $3,000,000.00 Combined Single Limit.
(ii). $3,000,000.00 General Aggregated.
(8). Cyber Security: Errors and Omissions Insurance Coverage
(Professional Liability) is to be included: Minimum of 2 years Extended
Reporting Period (ERP or TAIL) coverage (Not required): $5,000,000.00
minimum.
(9). Umbrella Policy: (Follow Form only) can supplement the underlying
general and auto policy to reach the cover amount in the City requires.
(c). All insurance other than Workers Compensation to be maintained by ATD
shall specifically include the City as an additional insured.
(d). For additional insurance requirements reference is made to the
requirements shown in the City's "Standard Contractual Terms and Conditions," as
provided on the City's website, which website can be reached and accessed, as well as
said terms and conditions reviewed, at: www.SanfordFL.gov.
Section 7. ATD's Mandatory Compliance with Chapter 119, Florida
Statutes, and Public Records Requests.
(a). In order to comply with Section 119.0701, Florida Statutes, public records
laws, ATD must:
(1). Keep and maintain public records that ordinarily and necessarily
would be required by the City in order to provide or perform services.
(2). Provide the public with access to public records on the same terms
and conditions that the City would provide the records and at a cost that
does not exceed the cost provided in Chapter 119, Florida Statutes, or as
otherwise provided by law.
(3). Ensure that public records that are exempt or confidential and
exempt from public records disclosure requirements are not disclosed
except as authorized by law.
(4). Meet all requirements for retaining public records and transfer, at
no cost, to the City all public records in possession of ATD upon
termination of this Agreement and destroy any duplicate public records
that are exempt or confidential and exempt from public records disclosure
requirements. All records stored electronically must be provided to the City
in a format that is compatible with the information technology systems of
the City.
(b). If ATD does not comply with a public records request, the City shall
enforce all requirements and provisions of controlling law in accordance with this
Agreement.
(c). Failure by ATD to grant such public access and comply with public records
requests shall be grounds for immediate unilateral cancellation of this Agreement by the
City. ATD shall promptly provide the City with a copy of any request to inspect or copy
public records in possession of ATD and shall promptly provide the City with a copy of
ATD's response to each such request.
(d). IF ATD (THE CONTRACTOR/VENDOR) HAS QUESTIONS
REGARDING THE APPLICATION OF CHAPTER 119, FLORIDA
STATUTES, TO ATD (THE CONTRACTOR'S (VENDOR'S)) DUTY TO
PROVIDE PUBLIC RECORDS RELATING TO THIS AGREEMENT,

Section 8. Time is of the Essence. Time is hereby declared of the essence
as to the lawful performance of all duties and obligations set forth in this Agreement.
Section 9. Entire Agreement/Modification. This Agreement, together
with all "Standard Contractual Terms and Conditions", as provided on the City's website
and the attachments hereto (the documents relative to the procurement activity of the
City leading to the award of this Agreement including, but not limited to, ATD's
Response to City RFP 23124-09 by the City to ATD relating to the City's requirements
for goods and services pertaining to diversity equity and inclusion training constitutes
the entire integrated agreement between the City and ATD and supersedes and
controls over any and all prior agreements, understandings, representations,
correspondence and statements whether written or oral in connection therewith and all
the terms and provisions contained herein constitute the full and complete agreement
between the parties hereto to the date hereof. This Agreement may only be amended,
supplemented or modified by a formal written amendment of equal dignity herewith. In
the event that ATD issues a purchase order, memorandum, letter, or any other
instrument addressing the services to be provided and performed pursuant to this
Agreement, it is hereby specifically agreed and understood that any such purchase
order, memorandum, letter, or other instrument shall have no effect on this Agreement
unless agreed to by the City, specifically and in writing in a document of equal dignity
herewith, and any and all terms, provisions, and conditions contained therein, whether
printed or written or referenced on a Web site or otherwise, shall in no way modify the
covenants, terms, and provisions of this Agreement and shall have no force or effect
thereon.
Section 10. Severability. If any term, provision or condition contained in
this Agreement shall, to any extent, be held invalid or unenforceable, the remainder of
this Agreement, or the application of such term, provision or condition to persons or
circumstances other than those in respect of which it is invalid or unenforceable, shall
not be affected thereby, and each term, provision and condition of this Agreement shall
be valid and enforceable to the fullest extent permitted by law when consistent with
equity and the public interest.
Section 11. Waiver. The failure of the City to insist in any instance upon
the strict performance of any provision of this Agreement, or to exercise any right or
privilege granted to the City hereunder shall not constitute or be construed as a waiver
of any such provision or right and the same shall continue in force. By eexcution of this
Agreement; the City reserves any and all rights and remedies available to it and waives
none of the same to any extent.
Section 12. Captions. The section headings and captions of this Agreement
are for convenience and reference only and in no way define, limit, describe the scope
or intent of this Agreement or any part thereof, or in any way affect this Agreement or
construe any provision of this Agreement.
Section 13. Counterparts. This Agreement may be executed in any
number of counterparts, each of which shall be deemed an original, but all of which,
taken together, shall constitute one and the same document.
Section 14. Binding Effect. This Agreement shall be binding upon and
inure to the benefit of the successors in interest, transferees and assigns of the parties.
Each party hereto represents to the other that it has undertaken all necessary actions to
execute this Agreement, and that it has the legal authority to enter into this Agreement
and to undertake all obligations imposed on it. The signatories hereof represent that
they have the requisite and legal authority to execute this Agreement and bind the
respective parties herein.
Section 15. Remedies. The rights and remedies of the parties, provided for
under this Agreement, are in addition to any other rights and remedies provided by law
or otherwise necessary in the public interest.
Section 16. Governing law, Venue and Interpretation. This Agreement is
to be governed by the laws of the State of Florida. Venue for any legal proceeding
related to this Agreement shall be in the Eighteenth Judicial Circuit Court in and for
Seminole County, Florida. This Agreement is the result of bona fide arms length
negotiations between the City and ATD and all parties have contributed substantially
and materially to the preparation of the Agreement. Accordingly, this Agreement shall
not be construed or interpreted more strictly against any one party. than against any
other party and all provisions shall be applied to fulfill the public interest.
IN WITNESS WHEREOF, the City and ATD have executed this instrument for
the purpose herein expressed and ATD represents and affirms that the signatories
below have full and lawful authority to bind ATD in every respect.

SYNOPSIS:
Approval for the procurement under RFP 23/24-09 to All Things Diverse LLC for diversity, equity
and inclusion training and related activities is requested.
FISCAL/STAFFING STATEMENT:
Funding is budgeted and available in the City Manager contingency fund FY 23/24 for diversity,
equity and inclusion training and related activities.
BACKGROUND:
The City processed a solicitation (RFP 23/24-09) for diversity, equity and inclusion training and
related activities. The City received four proposals from the following entities:
(1).
Chester Wilson Consulting Firm.
(2).
All Things Diverse LLC.
(3).
CCS Learning Academy.
(4).
Elevate USA, Inc.
Only All Things Diverse LLC's proposal was considered responsive and was, then, evaluated, and
scored by the selection committee. The remaining three proposals were considered non-responsive.
The selection committee decided to negotiate and award the contract to All Things Diverse LLC
of Jacksonville whose sole office is Tammy L. Hodo.
LEGAL REVIEW:
The Assistant City Attorney has reviewed and has no legal objection to the procurement being
implemented, as proposed, subject to compliance with controlling State law.
RECOMMENDATION:
City staff recommends that the City Commission award the procurement to All Things Diverse
LLC in the amount of $ 79,911.74.
SUGGESTED MOTION:
"I move to award the subject solicitation, as proposed, to All Things Diverse LLC".

the multifaceted needs of Sanford's diverse workforce and the nuanced challenges of fostering an
inclusive government environment.
Dr. Tammy L. Hodo, an authority in DEI, wields two decades of applied knowledge to architect
courses that address the root and branch of diversity issues. She is particularly adept at creating content
that facilitates lasting behavioral change, aligning perfectly with Sanford's progressive vision.
Amy Sherman, LMHC, bridges cultural understanding and emotional intelligence, equipping her to
navigate the complex emotional landscapes of DEI training. Her expertise will foster resilience and
empathy among City personnel, enabling them to engage constructively in Sanford's diverse community
context.
Ada Hammond, Esq., offers a rare blend of legal acumen and DEI sensitivity, bringing a

Judith A. Leibowitz specializes in the human aspects of organizational change. With her guidance,

Our project approach is rooted in a deep understanding of Sanford's historical context, including the
significance of Goldsborough, Treyvon Martin, and the city's ongoing efforts to heal and progress from
past racial tensions. We integrate this awareness into our training, ensuring that the City of Sanford's
DEI program is not only current but also conscious of the past and future.
F. Expanded Details About Our Proposed Project Approach
Before conducting the course, we will provide a pre -survey, which will allow us to gauge the knowledge
held by potential attendees surrounding DEI terminology and application. We will develop a survey tool
to gauge the efficacy of our training and the progress of the initiative. A pre -survey will be conducted
by us to gain an understanding of where most employees are on their journey in Diversity, Equity, and
Inclusion. We will design a post-test that will measure the understanding of concepts, retention of
knowledge and implementation of changes in organizational culture based on knowledge learned during
the Diversity, Equity, and Inclusion Training. The post -training assessment will mirror the pre -training
survey, which allows for a longitudinal study, which measures changes in the target population at the
individual level over time.
Our survey methodology will be:
• To design the survey, we will: develop pre -training survey questions that directly link to the
stated objectives by the City for the training, as a starting point. We will provide our
communication guide and template to serve as a basis for a comprehensive communication
strategy. We can also provide personalization. Options in this step include passwords for those
that require hard -copy (paper) survey completion; instructions for IT to ensure our emails are not
diverted due to SPAM filters or network firewalls; program the survey in Spanish and English.
• To administer the survey, we will: program and test the survey in AlchemerTM, our online survey
platform. Send an email invitation with a secure survey link to Sanford employees and provide a
Word file with paper invitations for those who do not have or use City email addresses. All
employees will be able to access the survey through desktop computers, mobile devices, and

smartphones. Provide an email address for employees to contact us with technical problems.
Monitor and report on response rates during the survey period, and answer employee technical
questions via email.
• To provide the results, we will: deliver a summary of the findings report that includes City of
Sanford -wide summary scores. This summary will be easy to understand, interpret and
communicate.
All Things Diverse (ATD) will provide Diversity, Equity, and Inclusion training to the City of Sanford
employees at all levels. Each training will be three hours in length, and require a computer, PowerPoint
presentation (which we will develop), classroom, flipcharts, and screen to display presentation.
Beginning with the key concepts/lexicon (building blocks) of diversity our expert trainers will walk
attendees through the historical and contemporary understanding and value of diversity, equity, and
inclusion (DEI). Dr. Tammy L. Hodo will develop the course content to include interactive activities,
and the participant guide. Ms. Ada Hammond, Mrs. Amy Sherman, and Ms. Judith Leibowitz along with
Dr. Hodo will train all 550 employees.
The training modules will cover the many dimensions (terminology) of diversity from primary, such as
age, race, ethnicity, sexual orientation, and religion to secondary, such as leadership, communication,
and work habits. DEI is more than black and white but includes other variables that make up the whole
person such as marital status, educational level, etc. We will then proceed to discuss implicit bias,
which is the reality that everyone has biases but is not necessarily aware of them. Discussing implicit
bias, which is like unconscious bias but recognizes there are levels to bias, we will strategically show
attendees the historical trajectory of how certain groups (e.g. Irish, Italian, Polish) gained inclusion and a
sense of belonging in America. By learning the historical aspects of exclusion of certain groups,
attendees can recognize how fluid the construct of race and gender have been in our nation.
Training City of Sanford employees in terminology and practical knowledge of the value that DEI
provides to the workforce will allow them to be effective leaders, employees, and stewards.
Understanding the differences between interpersonal, institutional, and structural racism is also
important. Being able to define and differentiate between equity and equality. Gaining insight into how
different people experience things differently due to historical policies, socioeconomic status, race,
ethnicity, education, etc. allows employees to see and gain respect for diversity. Attendees will gain an
understanding of Diversity, Equity, and Inclusion (DEI) as well as how implicit bias impacts our
interactions with others. All attendees will gain an understanding of the value, scope, and norms of
cultural competencies in the workplace.
Employees should be able to bring their authentic self to work, which allows them to be more productive
and flourish. Not only do employees need to bring their authentic self to work but to be successful in
our multicultural global world employees must have the skillset to work and interact with people from a

wide variety of diverse backgrounds. Implicit bias can and does negatively impact certain groups
(marginalized) in the workforce. Oftentimes the person saying or doing something hurtful is not even
aware (unconscious) of the harm they have done to the recipient. Understanding the science behind
implicit biases, uncovering our own biases, and developing mechanisms to recognize when we have
committed a bias against another is the beginning to change.
If the City of Sanford wants to attract and retain a diverse group of employees, they must begin to
educate the masses about the relevance of DEI. Ideally, the workforce should mirror as closely as
possible the community they serve. Too often leadership within organizations does not mirror the
communities they serve, which can cause employees to question the value the organization puts on
diversity.
We will move from general concepts of diversity, such as recognizing that diversity is having a diverse
group of people, inclusion is not only having the diverse people/outlooks/experiences but also having
those diverse people in positions of authority. Inclusion is not only having a seat at the table but having
the ability to provide input, which is then valued and considered as much as everyone else's at the table.
Inclusion requires that we recognize that in the history of our country some people have been excluded
e.g., women, people of color, different religions, etc. Recognizing the value each employee brings into
the workplace is part of inclusion. Equity is about justness and fairness while equality is assuming we
are all starting at the same vantage point, which is not the case in America due to past/current policies
and practices.
Continued training on DEI concepts and methods will allow attendees to understand how dynamic the
DEI field continues to be. We will ensure that we provide numerous resources to employees to assist
them with any questions they may have about DEI. We can take real world experiences within the City
of Sanford and create different scenarios and walk attendees through handling the issues that may arise.
Within three hours we will have opened lines of communication, discussed methods to have courageous
conversations and exposed attendees to diverse concepts. We will provide attendees with the tools they
need to be successful in the workplace and as they interact with people from different cultural
backgrounds.
After taking the training attendees will be able to:

Participants will explore the value of multiculturalism within our society and understand the history of
our Country as one of indigenous populations and immigrants. Understanding and using the correct
lexicon (language) when speaking about the diversity of our country is imperative as it creates a greater
understanding and respect for different cultures, sexual identities, and expressions. We often hear terms
such as equality and equity used interchangeability, but they do not mean the same thing. We must
begin by ensuring that we are all speaking the same language. To create an environment of inclusion
requires us to address past issues of discrimination and harassment that have taken place within our
Country e.g., housing covenants, Executive Order 10450 -which banned the hiring of those who identify
in the LGBTQI community from working for the federal government, Chinese Exclusion Act, which
was the first racialized discriminatory immigrant law, the three Women Rights Movements, with the
third being the only one that has been inclusive of women of color and transwomen. Upon completing
the training, we will provide all attendees with a certificate of completion within 14 days at their email
address. Not only will attendees take a post survey to gauge if they retained the information taught in the
course, but we will also provide the City with a link to an anonymous survey that employees will be able
to provide feedback about the experience with the course content and instructor/trainer.
As a global society it is imperative that we are culturally competent when working and engaging with
people outside of our groups. America continues to be hyper -segregated based on race, which is a social
construct, but has real world implications as it continues to impact life changes and experiences. Due to
the neighborhood school model many children today are attending schools that are more racially
segregated than their parents. America has a variety of cultures, customs, and traditions because we are a
nation of immigrants excluding the indigenous population, which was here before Europeans arrived.
Cultural Relativism is examining a culture through the lens of that culture, while Ethnocentrism is
measuring and judging other cultures and customs based on one's own. We want everyone to display
cultural relativism when looking at other cultures/groups that they do not belong to as it helps people to
understand or appreciate the differences that cultures bring into society and the workplace. When
working in large organizations we have people who have different lived experiences and perspectives
which can cause conflict when working with others outside of one's culture. We must learn to meet
people where they are and understand that just because someone's culture or customs are different from
our own does not make them dysfunctional or wrong.
The public sector of the city is important to recognize and be cognizant of due to the different working
parts that interact to make the City function. As we go about our work, we are aware that we will be
dealing with people in a variety of positions that engage with the public in different ways, but the most
important aspect is for people to be culturally competent when engaging with people who they may not

typically engage with day-to-day basis. Diversity in the workplace is imperative as we live in a global
society and engage with people outside of "our group" often. Studies continuously show that a diverse
workforce outperforms others, decisions are made faster, less meetings are necessary and productivity
increases. Studies show that 67% of job applicants look at the diversity of an organization when
considering employee opportunities'. In an article published by Harvard Business Review the authors
found that women control $20 trillion in spending power in 20092. We can safely estimate that women's
spending power has increased since 2009.
Participants will gain tools such as strategies to assist them in recognizing their implicit/unconscious
behavior towards others and steps to reduce bias such as stereotype replacement, which helps
participants develop ways to recognize when they have stereotyped someone based on variables beyond
their control. Increased interaction and engagement with people outside of "one's" group will assist
with decreasing biases and discrimination. As part of this contract, we understand that we should be
available for one year of support services.
While working with the City of Tampa Human Resources they developed a workbook that contains the
slides and activities we conduct during our training sessions. We can develop an similar electronic
participant guide for all attendees to assist them in following along with the course. The participant
guide will be electronically provided to attendees via our partnership with Human Resources.
We understand there is a long history of racial issues in Sanford, beginning with the absorption of
several black communities to include Goldsborough, which was incorporated in 1891. As one of the
earliest black towns in the state of Florida, Goldsborough was a significant and safe place for African
Americans within 26 years after the end of the Civil War and at the beginning of the Black Code laws
(Jim Crow). With the murder of Treyvon Martin in 2012 and the subsequent acquittal of George
Zimmerman, racial tensions continue to be high.

HOW WE ESTIMATED YOUR PREMIUM
Your premium depends on several factors, aside from your coverage choices above. Two key factors are
your class code and your rate. A class code is a standardized way to describe your employees' jobs. We
do this because each type of job has inherently different risks.
The class code determines the rate, which is the amount you pay for every $100 of your payroll. We
multiply that rate by your premium basis. That's your best guess at the total amount you'll pay those
employees during the policy year.
At the end of the year, we'll review your premium basis together to make sure it was correct. This is called
a "premium audit-" (See "How we calculate your final premium" for more information about this.)
Your premium calculations also include payroll -based factors. These include, but are not limited to, state
surcharges, catastrophe, minimum premium, experience modification, and terrorism.

In order to have a drug-free workplace program.. a business shall:
A. Publish a statement notifying employees that the unlawful manufacture. distribution, dispensing, possession, or use of a
controlled substance is prohibited in the workplace and specifying the actions that will he taken against employees forviolations

exceptions regarding the personal privacy of individuals, and VA policy similarly
provides limitations on the release of individuals records.
If All Things Diverse LLC receives a negative size determination from the U.S.
Small Business Administration (SBA), CVE must act in accordance with 38 CFR §
74.2(e). Also note, if at any time All Things Diverse LLC discovers that it fails to meet
the size standards for any NAICS Code(s) listed on its VIP profile, CVE requires such
NAICS Code(s) be removed within five (5) business days. If these NAICS Codes are not
removed within the allotted five (5) business days, CVE may request SBA conduct a

The Affiant identified below attests and agrees to the following:
1. That the Contractor is currently in compliance with and throughout the term of the above identified
project and will remain in compliance with all controlling law requiring the use of the Department of
Homeland Security's Status Verification ("E-Venfy") System to ensure that all employees of the
Contractor and the Contractor's subcontractors performing work under the above -listed Contract are
legally permitted to work in the United States.
2. Each Contractor that performs work under the Project referenced above shall provide the City of
Sanford, Florida, a copy of the "Edit Company Profile" screen and any other information required by the
City proving, to the satisfaction of the City, enrollment in the E -Verify Program and compliance with
controlling law.
3. The Contractor will register and participate in the work status verification for all newly hired employees
of the Contractor and for all subcontractors performing work on the above-named Contract.
4. The Contractor agrees to maintain records of its compliance with the verification requirements as
outlined in this Affidavit and, upon request of the any authority having jurisdiction over the Project,
including, but not limited to, the United States government and the State of Florida, as well as any and
all law enforcement agencies of whatever jurisdiction, type of nature, and to provide a copy of each
such verification to that authority as well as the City.
5. That all persons assigned by the Contractor or its subcontractors to perform work under the above
identified Project will meet the employment eligibility requirements as established by the Federal
Government and the government of the State of Florida_
6. That the Contractor understands and agrees that its failure to comply with the verification requirements
as set forth herein or its failure to ensure that all employees and subcontracts performing work under
the above -identified Project are legally authorized to work in the United States and the State of Florida
constitute a breach of contract for which the City may immediately terminate the Contract with the City
without notice and without penalty. The Contractor further understands and agrees that in the event of
such termination, the Contractor shall be liable to the City for any and all costs incurred by the City, in

Diversity, Equity, and Inclusion are often used interchangeably and whiie similar, they have
unique qualities and differences. When you speak about anything surrounding diversity, equity
and inclusion, it's best to use the correct terminology.
Use this simple process to define terms.
1. Learn about the concept
Reflect and consider how it applies
Look for ways to put the concept into practice.
Diversity
We must recognize diversity in all its
forms. People are different with varied
perspectives and life experiences. Some
variables that impact diversity are ethnicity,
socio-economic status, sexual identity,
orientation, religion, race, age, ability,
perspective, national origin —as well as hair
color, eye color, where people were raised,
and so forth. Many people in Florida
migrated here from somewhere else and
brought with them their customs, culture,
and ideas.
Diversity exists in disabilities but are not
always observable. Everything doesn't
present as it is and it's importantthatwe
treat everyone the same.
Equity and Equality: Are they the same'? We
probably have heard these words being used
interchangeability, but they are not the same.
Equity is recognizing the qualities of justness,
fairness, impartiality. We must treat people
according to their circumstances, which often
has to do with historical as well as contemporary
policies and practices. Executive Order 10450
banned gay men and lesbians from working for
any agency of the federal government; housing
covenants prevented minority service members
from being able to buy houses. Japanese -
Americans were thrown into internment camps,
and women were not able to get credit without
the approval of their husband until the 70s in
some states, etc.

Inclusion
• Racial formation -a historical process by which
Inclusion is more than having a seat at the table. It

Americans, Arab Americans; Filipinos; Hawaiians,
and others. The construct of race is dynamic and it
changes with the political climate.
Ethnicity is represented by cultural expression and
identification such as customs, language, food.
Examples include Hispanics, Latinx, which in turn
includes Mexican Americans, Puerto Ricans, Cubans.
Ethnicity includes White ethnic groups too such as
Irish Americans, Polish Americans, and Norwegian
Americans. We are all ethnic beings.
Race is not real as there is no biological difference
The Social Construct of Race
• Race -is a social construct. It has power because of
the social meaning people place on it.
• Racism -is a doctrine of racial supremacy that sees
one race as superior to another.
Due to the social construction of race, we have seen
people who were not seen as part of the dominant
group being ostracized. Some European ethnic
groups such as Polish, Irish, and Italian were not
welcome when they initially came to America.
Issues arose out of those historically oppressed
sometimes becoming the oppressor of others due to
the social construct of race.
Privilege
Behind every privilege is an imbalance. It's invisible
to those who possess it and ever-present for those
who don't.
Privilege is a benefit that belongs to people
because they fit into a specific social group or have
certain dimensions to their identity. You can have
(or lack) privilege because of your race, gender,
sexual orientation, ability, religion, wealth, and
class, among many other characteristics. Having
privilege means having an advantage that is out of
your control and that you didn't ask for. You may
not even notice it until you educate yourself about
its existence. Privilege and the lack of privilege are
often how power is distributed.
Ultimately, privilege is not a concept designed to
make people feel guilty or to diminish their
achievements. Instead, waking up to how you may
have certain privileges is an essential first step
towards being able to decisively act, in small and
large ways, to use your privilege and make the
systems we were born into fairer.

Terms and Meaning
■ Prejudice is a negative attitude toward an entire category of people. I don't like XXXXX
because I had one bad experience with a person in that group.
• Discrimination is the denial of opportunities and equal rights to individuals and groups as a
result of prejudice or for other arbitrary reasons. This is an action such as not hiring someone
because I am prejudice against the group they belong to, Even though the person is the 'best
qualified for the position I decide (action) not to give them the job due to my prejudice.
■ Stereotypes are unreliable generalizations about all members of a group e.g,, all short people
are not very smart.
• Bigotry is intolerant prejudice which glorifies one's own group and denigrates members of
other groups.
■ Segregation is the physical separation of two groups in residence, workplace, and social
functions.
■ Intersectionality refers to the overlapping and interdependent system of advantage and
disadvantage that positions people in society based on race, class, gender, and other
characteristics
■ Social Justice is a vision of society in which the distribution of resources is equitable, and all
members are physically and psychologically safe and secure.
■ Homophobia is the fear of and prejudice towards homosexuals.
■ Affirmative Action is the positive effort to recruit subordinate -group members, including
women, for jobs, promotions, and educational opportunities.
• Reverse racism is an emotional term and belief that the government actions cause better -
qualified white men to be bypassed in favor of women and minority men, which is illegal!
• Glass ceiling barriers that block the promotion of qualified workers because of gender or
minority -group membership.
• Sexism is prejudice or discrimination based on gender.
■ Xenophobia is dislike or prejudice against people from other countries. This continues today
with different groups of immigrants.
• Islamophobia is a range of negative feelings towards Muslims and their religion,
• Ally is a verb and an ongoing process of learning about the experiences of oppressed groups
and supporting them.

Cultural relativism vs. Ethnocentrism Institutional Racism
Cultural relativism is viewing other
cultures through the lens of that culture
and respecting the differences in a non-
judgmental way. Ethnocentrism is making
judgments about other societies or groups
based off one's cultural bias and/or
beliefs. In simple terms it is using your
own culture as a frame of reference to
judge other cultures, practices and
behaviors.
The World needs all types of Diversity. there
are a lot of variables that make us diverse,
even things such as when we were raised
(1940s vs. 1990), location of upbringing
(Midwest, south, etc.), physical and
cognitive abilities, political affiliation,
etc. These are just a few examples that
often appear to be more obvious than
others.
Historically we have had different policies that
have negatively impacted certain groups such as
• Our Indigenous Population - Boarding schools
used to strip our indigenous population of their
culture, customs and language.
• Immigration Policies - National Origins Act in
1924 establishing a quota system to limit the
number of immigrants entering the United
States, especially from certain countries and
typically those that are perceived to have
people that don't appear as the dominant
Eurocentric group.
• Women's Fight for Rights - Women were/are
not considered equal and continue to struggle
in some workplaces due to discriminatory
behavior and antiquated ideas about what
women should and shouldn't be doing.
■ Housing Covenants and Redlining - federal
government policies that hindered some
groups from being able to purchase homes
with their GI Bill due to the social construct of
race and, oftentimes, religion.
■ Executive Order 10450 signed by President
Eisenhower banning homosexuals from
working for the federal government or any of
its private contractors.
Protected Classes
Groups of people who are legally protected
from being harmed or harassed by laws,
practices, and policies that discriminate
against them due to a shared characteristic.
The City of Tampa outlines policies and
protections around protected classes and can
be found in the Personnel Manual, 131.1 and
B1.2 (on iNet). It is the responsibility of each
employee to understand these sections and
know where to find them.

Communication Differences
The five communication styles discussed in this course are assertive, aggressive, passive, passive-
aggressive and manipulative.
Assertive
Assertive: Honest, direct, self-confident, respectful, non -blaming, clear, positive
Aggressive
Shouting, yelling, demanding, commanding, blaming, critical, hostile, verbally abusive
Passive
Communication -emotionally dishonest, indirect, inhibited, self-denying
Passive — Aggressive
Self enhancing at the expense of others, emotionally dishonest, self-denying at first, evasive
techniques, denial, distortion, silence.
Manipulative
The desire to get things to happen the way we want them to. Is a way to exploit, deceive,
blame, exaggerate, and influence others to do things a certain way. It is the ultimate
dysfunctional way to communication.
Microaggressions
Microaggressions happen daily and come in the form of verbal and non-verbal attacks that
are demeaning to the receiver, although the person saying or doing the act may not view it
that way. It's been described as a thousand little jabs.
Microaggression Examples

There are many aspects of bias to include micro -inequities, micro -invalidations, micro -assaults and
microaggressions. The four major units of socialization are family, peers, the media and school.
This is how we develop biases, which go hand in hand with microaggressions and all other aspects
of micro issues (assaults, inequities, invalidation).
Micro -inequities
A few examples of micro -inequities are:
■ Constantly mispronouncing someone's name
■ Interrupting, talking over, or ignoring women, people with disabilities, people of color,
LG BTQ+, etc..
■ Calling women "honey", "baby", "sweetheart", etc.
■ Assigning tasks according to stereotyped roles (e.g., women as note -takers)
■ Asking someone "Where are you really from?"
■ Confusing someone's ethnicity for another with a dismissive attitude
Ways to combat microinequities in the workplace can include:
■ Being more aware of one's actions and/or words
■ Recognizing your unconscious biases - Take the Implicit Association Test
■ Working together on teams as equals, in pursuit of common goal
■ Treating everyone as individuals rather than as members of groups
■ Acknowledging microinequities when they happen
■ Avoiding the Bystander Effect - Speak Up!
Microinvalidation
Microinvalidation is attempting to invalidate the experiences of others. We frequently see this
take place and itshows a lack of empathy and understanding of different historical truths about
the experiences of some groups. We all have different lived experiences, and we should not try
to force our narrative upon others or use comments that negate or nullify the feelings,
experiences and thoughts of people of color such as:
• "We are all human beings"
• "Don't be so oversensitive"
• "I grew up low-income and I was able to pull myself up by my bootstraps"
• Mistaking the identity of people of the same race
• Staying silent when something should be addressed
• Saying "I don't see color." (It can be difficult for others to process such a statement as logical.
If you strip skin color from a person, you essentially omit from that person a major part of
their identity, their family, culture and heritage. By "not seeing color, " you aren't seeing the
person, let alone the person as a whole,)
Remember, every employee within the City of Tampa has the responsibility of knowing and
understanding City policies regarding discrimination and harassment. (Personnel Manuel B1.1,
and B1.2.). When you see something take place, we hope that you will notify your supervisor.

Implicit bias
If you are human, you have biases. Bias is natural because our mind seeks ways to deal with all the
stimuli we are exposed to, so our brain takes shortcuts. Our brain places people, places and things into
categories as a shortcut. This worked well in hunting and gathering societies as we needed to know
who friend or foe was, but it doesn't serve us well now because we often rely on over simplified
stereotypes about groups that are not accurate.
Everyone, to include those in marginalized
communities, possesses implicit biases, as it
is pervasive, but we must learn to recognize
how it can affect our interactions, decisions
and responses.
Implicit bias influences our interactions and
attitudes towards those in the "out group"
without us even recognizing or being
cognizant of it.
The associations/generalizations we have
developed throughout our lives cause us to
have beliefs/ideals about other
people/groups based on characteristics
outside of their control such as race,
ethnicity, age, sexuality, etc. In-group and
out-group associations impact our biases.

The three-step process to counteracting bias behavior
Manage your feelings of defensiveness and avoiding reacting with "but, I didn't mean it that way!"
Listen intently to what happened and reflect on what you heard. Try to understand from their vantage
point.
Take responsibility and try to do it differently next time. This is about civility and manners; not political
correctness.

The objective of this Diversity Profile Activity is to help you take stock of the multicultural diversity in your life.
It should help you get a clear picture of how diverse or homogenous your surroundings are and assist you in
identifying ways to improve your exposure to multiculturalism on a daily basis. This matrix can tell you a lot
about your surroundings. Think about who you engage with the most. People typically are comfortable with
those who resemble them, but we must engage with others as we are a multicultural society. How much
