BUSINESS OF THE COMMISSION: 5) Minutes: April 8, 2024, Work Session, and Regular Meeting. Commissioner Austin moved to approve the minutes. Approve a procurement in the amount of $178,631.48, to SHI International Corporation for annual Microsoft Government Cloud Community (GCC) Licenses for the IT Department. B. Approve a special event permit application, with a noise permit, for the 'Memorial Day Remembrance Ceremony', from 9 AM — Noon in Veteran's Memorial Park, May 27, 2024, with road closures from 7 AM — Noon. C. Approve a special event permit application, with a noise permit, and an alcohol permit, for 'Cars and Cigars', from Noon — 4 PM on Saturday, June 8, 2024, with road closures from 6:30 AM — 6:30 PM. D. Approve a special event permit application for the 'Annual Family Celebration CITY COMMISSION MINUTES APRIL 22, 2024 REGULAR MEETING Event', from 9 AM — 12:30 PM, on Friday, July 5, 2024, located in Mike Kirby =0 E. Approval of four vehicles from the Public Works and Utilities Department to sell as surplus, to be sent to auction, and sold to highest bidder, to include the following, Fleet Division Vehicle #110, a 2006 Ford F250; Stormwater Vehicle #89, a 2005 Class VIII Truck with combo Vacuum; Plants Division Vehicle 4279, a 2007 Dodge Ram 2500; and the Sewer Division Vehicle #265, a 2008 Class VIII Truck with combo Vacuum. F. Approve a procurement in the amount of $64,940, for the Pine Way water main extension from Cathcart Construction Company — Florida. G. Approve a procurement to U.S. Submergent Technologies LLC of Sarasota, in the amount of $144,375 for the Integrated Fixed Film Activated Sludge (IFAS) basin accumulated material removal at the North Water Reclamation Facility (NWRF) and a budget transfer in the amount of $200,000 (to cover a negative balance in the account and $144,375 for the procurement. H. Approve a procurement of services to Thompson Well & Pump, Inc., in the amount of $64,082 for the remaining fiscal year for the Utilities Plants Division. I. Approve an increase to purchase order #39718, to LMCC Specialty Contractors dba Mims Construction Company in the amount of $101,500, bringing the total amount to $150,000 for additional concrete and asphalt repairs for the Utilities Operations Division. Approve a sole source procurement in the amount of $38,120 for the remaining fiscal year to Thermal Process Systems, Inc. (SS #23/24-112) for ThermAer blower equipment for the odor issues at the North Water Reclamation Facility. [Commission Memo 24-118] Administrative matter Commissioner Austin moved to approve a sole source procurement in the amount of $38,120 for the remaining fiscal year to Thermal Process Systems, Inc. Approve a sole source procurement in the amount $84,000 for the remaining fiscal year, for a total amount not to exceed $175,858, to PSI Technologies for the purchase of Wilo pumps, internal mixed -liquor recirculation, valves, flow meters and level sensors. [Commission Memo 24-119] Administrative matter Commissioner Austin moved to approve a sole source procurement in the amount of $84,000 to PSI Technologies for a total amount not to exceed $175,858. The City of Sanford is a great community. He mentioned Law Day is May 1,2024. Ms. LoTempio, Deputy City Clerk, reminded the Commission they need to appoint a Museum and Community Redevelopment Agency (CRA) board member. Commissioner Austin moved to appoint Gene Kruckemyer to the Sanford Museum Board. Seconded by Commissioner Wiggins and carried by vote of the Commission as follows: Mayor Woodruff Aye Vice Mayor Mahany Aye Commissioner Britton Aye Commissioner Wiggins Aye CITY COMMISSION MINUTES APRIL 22, 2024 REGULAR MEETING Commissioner Austin Aye 11) CITY MANAGER'S REPORT Mr. Bonaparte said tonight's meeting was a nice touch. 12) CITIZEN PARTICIPATION 13) CITY COMMISSION REPORTS Commissioner Britton expressed concerns about the elevations with the new subdivisions on Celery Avenue. She asked Eileen Hinson, Planning Director, to please investigate. She asked if the Public Art Commission would see if the two large electrical boxes at the entrance of the Marina could be part of the Utility Box Wrap Project. Mr. Bonaparte said the boxes are owned by Florida Power and Light. She said last week she went behind the old Wells Fargo building and picked up 14 large empty alcohol bottles. Mr. Bonaparte said staff will look into placing trash cans at the location. She walked along Sanford Avenue and picked up glassware from the planter boxes. She said the traffic on State Road 46, for the Auto Train is out of control. Robert Beall, Parks and Grounds Operations Manager said the Florida Department of Transportation is going to be doing a paver project in that area. She asked if the three businesses that have been affected by the Utilities issues could receive some kind of reimbursement or credit on their utility bills. Mr. Bonaparte said the City hired a contractor to assist with the cleanup when incidents occur. Commissioner Britton expressed her displeasure with the response. She is going back to school and thanked Dr. Lorenz and the Administration Staff at Seminole State College for all their assistance. Commissioner Wiggins reminded everyone of his Community Meeting Thursday, CITY COMMISSION MINUTES APRIL 229 2024 REGULAR MEETING April 25, 2024, at 6PM at the Dr. Velma Williams — Westside Community Center. The Picnic Project will be at 3PM Friday, April 26, 2024, at Bentley Wilson Park for the Food Give-away. He thanked the Young Men of Excellence for all their assistance with community projects. Commissioner Austin asked to be notified when the utility box wraps are occurring in his District. He asked permission to use $500 out of his Commission Funds to use as a public purpose for a donation to the Seminole High School Booster Club. Commissioner Austion moved to approve to use $500 from the District 3 Commission Funds to use as public purpose for the Seminole High School Booster Club. Pastor Murphy passed away and his legacy will go on. This weekend is the St. Johns Art Festival and asked the Commission and the community to please stop by and visit with the artists. Mayor Woodruff would like an update on 1,4 Dioxane. He mentioned that when departments are recognizing their employees for a job well done, he would also like to see the employees to be recognized at a Commission Meeting. The Commission all agreed with Mayor Woodruff and would like to include retirement of employees. There being no further business, the meeting was adjourned at 8:42 PM.
