HomeMy WebLinkAbout06-10-2024 WS MinutessI CITY COMMISSION MINUTES aL4 JUNE 109 2024 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, June 10, 2024, at 5:00 PM, in the Commission Chambers, lst Floor, City Hall, at 300 North Park Avenue, Sanford, Florida. Present: Mayor Art Woodruff Vice Mayor Patty Mahany Commissioner Sheena Britton Commissioner Kerry S. Wiggins, Sr. Commissioner Patrick Austin City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert City Clerk Traci Houchin Deputy City Clerk Cathy LoTempio Mayor Woodruff called the meeting to order at 5:04 PM. 1. Discussion RE: Pilot Program Backyard Chickens, by Tony Raimondo, Director of Development Services. Mr. Raimondo provided a brief power point presentation. He said that Code Enforcement currently has eight open cases. He provided information on how other Cities handle chickens. Most of them only allow a total of four hens, no roosters, and the resident must provide feed and manure storage. Mr. Raimondo's recommendations are only occupied single-family homes with lots of 9,000 square feet, a maximum of four hens, no roosters, no commercial purposes, all coops must be covered, ventilated and secure, the yard must be fenced in and inspected by City staff. He said that if the City Commission would like to move forward, a pilot program could be implemented. Vice Mayor Mahany expressed concern with the fact that chickens can fly, however, she liked the idea of a pilot program along with a training course. He said there are many residents who already have chickens and advertise fresh eggs for sale. Mayor Woodruff asked staff to find out what percentage of properties are 9,000 square feet. Vice Mayor Mahany said that she would like to ask the residents in District 4 what their thoughts are on this program before moving forward. Commissioner Britton agreed with Vice Mayor Mahany regarding District 1. The consensus of the Commission is to bring this discussion back to the July 8, 2024, Work Session. Mr. Raimondo asked Vice Mayor Mahany if she noticed an improvement in the amount of trash by the mall. Vice Mayor Mahany said yes, however the landscaping has not improved. 2. Discussion RE: Rules of the Commission, by Assistant City Attorney Lonnie Groot. Mr. Groot said the Rules of the Commission have been revised to include the updated Quasi-judicial process. Commissioner Britton asked Mr. Groot to define the swearing process. Mr. Groot said the swearing in process only occurs on Quasi-judicial items. Anyone that is considered a party, such as: planners, applicants or engineers who want to speak on the item must be sworn in. A sworn testimony has a higher level of value than an unsworn testimony. Commissioner Austin asked how people know this. He is concerned that the City is not communicating this information to the public. Mr. CITY COMMISSION MINUTES JUNE 109 2024 WORK SESSION Colbert concurred with Mr. Groot's statement, stating this is a new process from the State and it only pertains to Quasi -Judicial matters. Mayor Woodruff asked Eileen Hinson, Planning Director, if the applicant receives information regarding this process. Ms. Hinson said not at this time. 3. Presentation of the Sanford Airport Authority Financial Statements Years ending September 30, 2023, and 2022. Gino Martinez, Sanford Airport Authority, Chief Financial Officer, and Vice President said he is available if the Commission has any questions and introduced Joel Knopp from MSL. Mr. Knopp provided the presentation of the Sanford Airport Authority's Financial Statements. He said there were no controlled findings, and all reports are clean. 4. Regular Meeting Items — additional information. Mr. Bonaparte informed the Commission of the add -on item for Utilities regarding the fine from the Florida Department of Environmental Protection. Brynt Johnson, Director of Public Works and Utilities provided additional information regarding the fine. The full fine is $800,000 with the cash amount of $127,763.35, and the remaining fees will be provided with in -kind services. Mr. Bonaparte informed the Commission there is a memo on the Consent Agenda regarding the Seminole County One Cent Sales Tax Agreement. 5. Briefing Items. CITY COMMISSION MINUTES JUNE 109 2024 WORK SESSION Mr. Johnson provided an update on the Vacuum Sewer Project. The City is waiting for the materials to be delivered in the next 10-12 weeks. There is a high demand for the items to complete this project. Commissioner Britton wanted to be sure the Utilities Department is prepared for a rainy weekend. Mr. Johnson said he is in constant contact with the downtown businesses. Christina Hollerbach, Owner of Hollerbach's thanked Mr. Johnson for all he is doing. She said she is very pleased with Mr. Johnson's communication with the businesses. 6. City Manager Comments. Commissioner Britton expressed how proud she is of Public Works and what a great job Mr. Johnson and his staff did celebrating the National Public Works Association Week. It was the best she had ever seen. Mayor Woodruff reminded the Commission to be conscious of what they say during the appeal at tonight's meeting.
