HomeMy WebLinkAbout05-13-2024 WS MinutesCITY COMMISSION MINUTES MAY 139 2024 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, May 13, 2024, at 4:00 PM, in the Commission Chambers, I" Floor, City Hall, at 300 North Park Avenue, Sanford, Florida. Present: Mayor Art Woodruff Vice Mayor Patty Mahany Commissioner Sheena Britton Commissioner Kerry S. Wiggins, Sr. Commissioner Patrick Austin City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert City Clerk Traci Houchin Absent: Deputy City Clerk Cathy LoTempio Mayor Woodruff called the meeting to order at 4:04 PM. 1. Presentation: Proposal regarding the Goldsboro Museum and Front Porch by representatives of the Goldsboro Museum and Goldsboro Front Porch (Organization). Posha Baker provided a presentation for the new design build and construction budget numbers for both buildings as well as the new Historic Goldsboro Square. Front Porch is the organization that Jeb Bush put into place while he was Governor. He said these are the communities that need additional resources to build these communities back up. Ms. Baker said the organization is utilizing the $500K grant that was received from President Biden that would build the Goldsboro Museum. In 2010, Mayor Woodruff asked the organization how many people have visited the Goldsboro Museum. Ms. Baker said approximately 45K people have visited the website and CITY COMMISSION MINUTES MAY 139 2024 WORK SESSION received personal tours. She reviewed the total budget numbers of $800K for the total project: $500K from the organization's grant and $300K from the City. Mayor Woodruff and Commissioner Austin asked to discuss the financials for the Goldsboro Museum. Ms. Baker described the financials including reoccurring donations, contributions, investments, and tax returns. After brief discussions, Mayor Woodruff clarified the City would provide the organization with $300K as a 50-year interest free loan. Commissioner Britton asked why the City is requiring the organization to pay back the loan, if after the loan is paid off the organization would not own the buildings. Mayor Woodruff said it would be in a lease agreement that the City would maintain the buildings and carry the insurance. Francis Oliver, Founder of the Goldsboro Historical Society, said the organization currently pays the City $1 and the insurance. Commissioner Austin mentioned that the City needs to work out who owns the land and buildings after the 50 years for the $300K. This information should be included in the lease. Ms. Baker stated the organization receives a portion of the $1M from the State Statute that is split amongst 30 plus black museums/organizations. Ms. Baker suggested that once the $300K is paid off, that the buildings and the land should belong to the Front Porch and Museum. After lengthy discussions, Mayor Woodruff said Ms. Baker should reach out to the State to verify the grant will be approved with the City constructing the buildings on City owned land. After the approval has been confirmed Mayor Woodruff CITY COMMISSION MINUTES MAY 139 2024 WORK SESSION suggested that Ms. Baker, the organization, City staff and Legal need to meet and discuss to come up with a checklist. 2. 1" Quarter Financial Report by Cindy Lindsay, Finance Director. [Commission Memo 24-140] Ms. Lindsay provided the lst Quarter Financial Report. The State passed a law encouraging Cities very firmly to set a policy just for hurricanes. She suggested the City should set aside $4-5M for hurricanes. Ms. Lindsay said if FEMA approves everything the City should get a 75% reimbursement. Mayfair has made about $119K over the 1st Quarter and the Marina has made about $108K in the 1 St Quarter. 3. 1,4 Dioxane Update by Bill Marcous, Utility Support Services Manager. Mr. Marcous introduced Michael Cannon, Water Resource Engineer, who is working with the 1,4 dioxane. Mr. Cannon said the City water quality is in good shape. On January 10, 2024, the City executed a forgivable agreement with the Florida Department of Environmental Protection (FDEP), where the City will be 100% refundable for the design and permitting of the water treatment plant improvements. The City entered into an agreement with Carollo Engineer for preparing a water facility plan and a business plan for the water treatment plant improvements. Currently the City is on schedule to receive the draft facility plan at the end of May from Carollo Engineers and planning on presenting this to the Commission for approval on June 24, 2024. The next FDEP Loan consideration meeting is on August 14, 2024. That is when the City will submit the water facilities plan. This must be submitted to FDEP 45 days prior to a public CITY COMMISSION MINUTES MAY 139 2024 WORK SESSION meeting. Mr. Cannon said FDEP may only approve the plan at the August meeting and then approve the loan at the November meeting. Mr. Marcous said Utilities has a few ongoing and new public outreach efforts. One is notification that is currently in the Utility bill, is on reference to a lab error the City had on bromide testing. These tests are done monthly and have been fine, until the lab had a delayed test, which must be publicly noted to the customers. The next item will be a letter from the Mayor announcing the Utilities Department will be starting the mass water meter exchange program beginning with the commercial customers. The next event is in June. Vice Mayor Mahany mentioned that she wants to meet 'with Mr. Bonaparte and Mr. Marcous regarding very high water bills that customers have been receiving. She said a resident in District 4 had a $25,000 Utility Bill that was automatically deducted from his account as he was enrolled in auto pay. After discussions, the Commission suggested the Utilities Department notify all the residents that are enrolled in autopay that the department is experiencing some errors with the system. 4. City Manager Comments Mr. Bonaparte asked for the Commission to approve the City permission to spend $475 for a public purpose for the Goldsboro Front Porch Annual Awards CITY COMMISSION MINUTES MAY 13, 2024 WORK SESSION Banquet and Fundraiser table that would seat eight individuals on May 18, 2024 at 6PM at tonight's meeting. Commissioner Britton requested the City update the hold message as it still has a COVID message on it. She keeps hearing from the residents that the audio is not good on YouTube. She asked the Recreation Department to look into ordering some additional chairs for the Welcome Center for the Seniors that are a little bit larger with aims on the chairs for the seniors with walkers and wheelchairs to be able to stand up and sit down easier. She will be requesting approval to use some of her Commissioner funds for a public purpose for the Historic Trust Calendars and the Garden Tour at tonight's meeting. Commissioner Austin said there are several residents that have tents and RVs on their properties and nothing is being done about this. The homeless people are setting fires in his district and these properties need to be cleaned up. Mr. Bonaparte asked the Police Chief, the Attorney and Code Enforcement to please investigate this. Vice Mayor Mahany will be requesting to use $1,000 from her Commissioner funds to donate as a public purpose for the Cat Show. She thanked the Young Men of Excellence for the great job assisting with the Cat Show. Mayor Woodruff said he has been receiving complaints regarding the bike rider singer on the Riverwalk. Chief Smith said the Police Department has investigated this and the gentleman is not breaking any laws and he has been spoken to by officers CITY COMMISSION MINUTES May 139 2024 WORK SESSION regarding how loud he is. Commissioner Britton said she has spoken with the resident, and he is very pleasant. There being no further business, the meeting was adjourned at 5:49 PM. (CL)
