HomeMy WebLinkAbout06-24-2024 WS MinutesCITY COMMISSION MINUTES ;2m:U4.ayq--96 07.oS.a� JUNE 24, 2024 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, June 24, 2024, at 5:00 PM, in the Commission Chambers, 1st Floor, City Hall, at 300 North Park Avenue, Sanford, Florida. Present: Mayor Art Woodruff Vice Mayor Patty Mahany Commissioner Sheens Britton Commissioner Kerry S. Wiggins, Sr. Commissioner Patrick Austin City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert Deputy City Clerk Cathy LoTempio Absent: City Clerk Traci Houchin Mayor Woodruff called the meeting to order at 5:08 PM. 1. Presentation of the 2°d Quarter Financial Report by Cindy Lindsay, Finance Director. Ms. Lindsay provided the 2nd Quarter Financial Report. She said that the City received $1 M in Federal Emergency Management Agency (FEMA) reimbursement, which was a partial reimbursement from Hurricane Ian. She then reviewed the fund balance, Heritage Park, the Sanford Marina funds, and the pension funds. She said the City is in line with the budget. Lastly, she reminded the Commission that the Budget Work Session will be held on July 10, 2024, at 2:00 PM. 2. Regular Meeting Items — additional information • Water Facility Plan by Michael Cannon, Water Resources Engineer. [Commission Memo 24-17] (RM 8.D) CITY COMMISSION MINUTES JUNE 249 2024 WORK SESSION Mr. Cannon provided a brief overview and PowerPoint presentation relating to the Sanford Main Water Treatment Plant (WTP) Improvements Facility Plan. He said that the staff is currently preparing a submittal for State Revenue Funds for the 1.4 Dioxane and PFAS, in the amount of $1.3M, for operational costs. Commissioner Austin asked if the City is seeking reimbursement from the parties that caused this and Mr. Cannon said that the City is seeking reimbursement. The Florida Department of Environmental Protection (FDEP) is also installing additional water wells that may help determine where this began. Mr. Canon said that by the end of the week, the approved Facility Plan will be submitted to FDEP. He provided a project schedule, timeline and a map of the areas that will be affected. • Resolution No. 2024-3257, amending the Utilities Miscellaneous Fees and Charges for water and wastewater. [Commission Memo 24-172] (RM 8.E) Bill Marcous, Utilities Support Services Manager, handed out packets to the Commission with detailed information regarding the rate increases. He said the City has not experienced rate increases in the last 15 years. He said that the rates presented are from the Consumer Price Index. Commissioner Austin asked for more information on the Hydrant Meters. Vice Mayor Mahany questioned the meter testing fee. Vice Mayor Mahany and Commissioner Britton expressed their concerns for the residential water deposit fee. After much discussion, the Commission asked Mr. Marcous to look at surrounding Cities and see what type of fee schedule they have in place and present it at the July 8, 2024 Work Session. Commissioner Britton thanked Mr. Marcous for the details on the handout. She said it helps her to explain to the residents how much goes into replacement projects. Commission Austin agrees that the fees should be increased but maybe not this much. Mayor Woodruff said that he would also like the total number of manual meter reads that are completed in the report. 3. Briefing Items 4.
