REGULAR MEETING
The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, July 8, 2024, at 7:00 PM, in the Sanford Civic Center, at 401 East Seminole Boulevard,
Sanford, Florida.

6) CONSENT AGENDA [Commission Memo 24-177] — All Administrative Matters
Commissioner Mahany pulled Consent Item 6.0 for further discussion.
A. Approve an increase to Purchase Order #39778 to Municipal Emergency Services
(MES) in the amount of $18,000 for additional firefighter bunker gear, bringing the
new amount to $128,000.
B. Approve a special event permit application, with a noise permit, and an alcohol
permit, for the `DesdeCero Bike Night', from 6 — 11 PM on Saturday, August 10,
2024, located at Decision Tactical at 430 Towne Center Boulevard.
C. Approve a special event permit application, with a noise permit, and an alcohol
permit, for `Gumbo Wars', from 11 AM — 8 PM on Saturday, October 6, 2024, with
road closures from 8 AM — 7 PM.
D. Approve a special event permit application, with a noise permit, and an alcohol
permit, for `Downtown Classic Car Drive -In', from 10 AM — 6 PM on Saturday,
October 26, 2024, with road closures from 7 AM — 8 PM.

Mayor Woodruff explained the Quasi-judicial process for Public Hearing Items.
A. Second reading of Ordinance No. 2024-4788, to rezone 2.96 acres from (A-1)
Agriculture (Seminole County) to (PD) Planned Development (City of Sanford) at
project address 3750 Laura Avenue and 2850 East Lake Mary Boulevard, based on
the consistency with the goals, objectives, and policies of the Comprehensive Plan,
Joint Planning Agreement, and the Lake Mary Corridor Study as recommended by
staff and subject to a development order that includes all recommended conditions

G. Approve Resolution No. 2024-3266, to amend the budget in the amount of
$530,000, to increase the Buildings Protective Inspections account, due to the
original funds being transferred to the improper fund. The total amount of the fund

9) CITY ATTORNEY'S REPORT
10) CITY CLERK'S REPORT
Ms. Houchin, City Clerk, reminded everyone that the Budget Meeting will be in
the Commission Chambers Wednesday, July 10, 2024, at 2 PM.
11) CITY MANAGER'S REPORT
Mr. Bonaparte thanked all the staff who worked on the 4"' of July Event.
12) CITIZEN PARTICIPATION
13) CITY COMMISSION REPORTS
Commissioner Britton asked to meet with Mr. Groot for further information on
Quasi-judicial Information. She would like staff to provide information on the trees that were
removed on Celery Avenue.
Commissioner Britton is getting supplies together for the `Back to School Bash' for
the teachers in the City of Sanford. The most demanding item is copying paper. She has set up a
donation box in the Sanford Information Center. She asked if the City would donate $10,000 so
the event has enough supplies for all who attend. After some discussions the consensus was for
the City to donate $2,200 to the Back to School Bash.
Commissioner Wiggins reminded everyone of his Big Food Give-away, this Friday,
July 19, 2024, at the Allen Chapel, his monthly Community Meeting, his Back -to -School Event
and Basketball League.

Commissioner Wiggins would like to use the District 2 Commission Funds for a
purpose in the following manner: $700 to the City of Sanford Back -to -School Bash, $2,000 for the
District 2 Basketball League, and $575 for the Community Meeting and back -to -school event in
District 2. Commissioner Britton moved to approve the use of the District 2 Commissioner Funds
in the total amount of $3,275. Seconded by Commissioner Wiggins and carried by vote of the
Commission as follows:
