A. Approval of a procurement for camera upgrades from Miller Electric Company (Miller), in the amount not to exceed $216,000, for the South Water Resource Center (SWRC) security system. B. Approve the donation of $1,000 to Seminole County Victims' Rights Coalition, Inc., Safehouse Survivor Services; as a public purpose, from the Police Department Promotional fund. C. Approval for one fire engine, Vehicle #6, a 2007 Pierce Dash Custom Pumper Fire Truck, VIN #4P I CDO I H77SO0768 8, that is 17 years old with 10,300 engine hours, from the Fire Department for surplus, to be sent to auction and sold to the highest bidder. D. Approval for the Sanford Airport Authority (SAA) to grant an easement to Florida Public Utilities (FPU) for relative City -owned property located at 1200 Red Cleveland Boulevard. E. F. Approval of a special event application, with a noise permit, and an alcohol permit, for the `Battle of the Branches', from 10 AM — 4 PM, on Friday, July 5, 2024, located in the center parking lot of Decision Tactical at 430 Towne Center Circle. G. Approve the special event permit application, with a noise permit, and an alcohol permit, for the `Ultimate Garage Event', from 11 AM — 4 PM on Sunday, July 28, I H. Approve the special event permit application, with a noise permit, and an alcohol permit, for the `All Girls Car Show', from. 11 AM — 6 PM on Sunday, August 11, 2024. I. Approve the special event permit application, with a noise permit, for the' 15th Annual Turkey Day 5K', on Thursday, November 28, 2024, at 8 AM with road closures from 5 AM — 10 AM. J. Approve the special event permit application, with a noise permit, for the `Walk to Cure Diabetes', from 8 — 11 AM, on Saturday, March 1, 2025. K. Approve the special event application, with a noise permit, for the '17 1h Annual St. Vincent de Paul Friends of the Poor Walk', from 9 — 11 AM, on Saturday, March 29, 2025. L. Approve the agreement between the City of Sanford and CareerSource Florida, Inc. for a 12 -week program, to provide young adults to work with the City on a temporary basis. A. First reading of Ordinance No. 4788, to rezone 2.96 acres from (A-1) Agriculture (Seminole County) to (PD) Planned Development (City of Sanford) at project address 3750 Laura Avenue and 2850 East Lake Mary Boulevard, based on the consistency with the goals, objectives, and policies of the Comprehensive Plan, Joint Planning Agreement, and the Lake Mary Corridor Study as recommended by staff and subject to a development order that includes all recommended conditions and standards; Owner, SFB Air Park, LLC. First reading of Ordinance No. 2024-4793, to rezone 5.77 acres from Agriculture (AG) and Restricted Commercial (RC -1) to Planned Development (PD) located at 6498 Ronald Reagan Boulevard; Owners, Christian Sharing Center Inc., and Dale & Company LLC. [Commission Memo 24--11067] — Quasi Judicial matter. Eileen Hinson, Planning Director and the applicant Daniel Ryan were sworn in by Mayor Woodruff. Several residents spoke against this item. After lengthy discussions, Vice Mayor Mahany moved to continue this item to July 22, 2024. Approve Resolution No. 2024-3254, to amend the budget in the amount of $5,000,000 to reallocate funds from multiple Utilities Capital accounts to fund the Goldsboro Hydrant and Infrastructure Project. Approve Resolution No. 2024-3256, relating to the Sanford Main Water Treatment Plant (WTP) Improvements Facility Plan to obtain the State Revolving Fund construction loan funding from the Florida Department of Environmental Protection (FDEP) and approve Resolution No. 2024-3261, amending the budget in the amount of $48,700,000, for the abatement of 1,4 Dioxane and PFOS/PFAS in the water supply. [Commission Memo 24-171 ] — Administrative matter. Commissioner 'Wigging moved to approve Resolution No. 2024-3256 and Resolution No. 2024-3261. Approve Resolution No. 2024-3258, amending the Streets Division of Public Works and Utilities, in the amount of $200,000 from the Tree Mitigation Fund, and the procurement of services from A Budget Tree Service, Inc. for Citywide tree mitigation. Approve Resolution No. 2024-3259, to amend the Public Art Commission (PAC) budget, in the total amount of $69,380; $15,980 for the public artwork from Leopold Gallery, LLC, and $53,400 for the public artwork from BB Murals LLC, from the Community Redevelopment Agency (CRA) budget. Approve Resolution No. 2024-3260, to amend the Classification and Pay Plan in the amount of $12,500, to add 0.25 Full -Time Equivalent to a 0.50 Part -Time Maintenance Worker in the Recreation Department. The Commission expressed they were pleased with this news. 12) CITIZEN PARTICIPATION 13) CITY COMMISSION REPORTS Commissioner Britton said she saw reasons for denial of Item 7.C-2. She congratulated Commissioner Austin for running unopposed for District 3 Commissioner, he wears his heart on his sleeve, is compassionate, and she is looking forward to sitting next to him at the Dias for the next two years. Commissioner Britton moved to approve using $4,823 from the District 1 CITY COMMISSION MINUTES JUNE 249 2024 REGULAR MEETING Commissioner fund for a public purpose for the Teachers Back to School event. Seconded by Commissioner Austin and carried by vote of the Commission as follows: Mayor Woodruff Aye Vice Mayor Mahany Aye Commissioner Britton Aye Commissioner Wiggins Aye Commissioner Austin Aye Commissioner Britton expressed the need to meet with the Community Redevelopment Agency (CRA) regarding a list of what happens after the CRA sunsets. Commissioner Wiggins reminded everyone of his Community meeting this Thursday, June 27, 2024, at 6 PM at the Westside Community Center. He will be having the food give-away at Academy Manor Park. On July• 12, 2024, at 10 AM he will host the big food give- away at Allen Chapel AME Church in Goldsboro. He congratulated Commissioner Austin. Commissioner Austin said the National League of Cities Conference is in November in Tampa. Mayor Woodruff said Commissioner Austin has volunteered to be the voting delegate at the Florida League of Cities. There being no further business, the meeting was adjourned at 8:57 PM.
