NOTICE: In addition to the requirements of this permit, there may be additional restrictions dpplicabl"e to this property that may be

Acceptance of permit is verification that I will notify the owner of the property of the requirements of Florida Lien Law, FS 713.
The City of Sanford requires payment of a plan review fee at the time of permit submittal. A copy of the executed contract is required
in order to calculate a plan review charge and will be considered the estimated construction value of the job at the time of submittal.
The actual construction value will be figured based on the current ICC Valuation Table in effect at the time the permit is issued, in
accordance with local ordinance. Should calculated charges figured off the executed contract exceed the actual construction value,
credit will be applied to your permit fees when the permit is issued.

AUTHORITY TO VIOLATE, CANCEL, ALTER OR SET
ASIDE ANY OF THE PROVISIONS OF THE TECHNICAL
CODES, NOR SHALL ISSUANCE OF A PERMIT PREVENT
THE BUILDING OFFICIAL FROM THEREAFTER
REQUIRING A CORRECTION OF ERRORS IN PLANS.
CONSTRUCTION OR VIOLATIONS OF THIS CODE
1. The removal of the porch extension is limited to the scope defined in the attached Certificate
of Appropriateness. Reference picture included with the permit documents.
2. Replacement of siding/existing porch flooring limited to a "repair" only and must follow all
requirements listed in the Certificate of Appropriateness and City of Sanford Development Order
No 16-04.
Final Inspection will be conducted by the Building Department to verify compliance with the
above. On the scheduled day of the final inspection, Christine Dalton will also be notified that
the work has been completed.
Building does not approve any additional work not defined in the Development Order or
Certificate of Appropriateness.

On January 20, 2016, the Historic Preservation Board of the City of Sanford
issued this Development Order issuing a Certificate of Appropriateness relating to and
touching and concerning the following described property: 1100 South Myrtle Avenue,
Seminole County Tax Parcel Identification Number: 25-19-30-5AG-1306-0010.
FINDINGS OF FACT

Project: To remove a rear porch relative to property
located 1100 South Myrtle Avenue.
Requested Development Approval: The Applicant has requested approval to
remove a rear porch.
Additional Findings: The Seminole County Property Appraiser web site lists the
year of construction as 1913 with modification in 1950. The request for approval is to
remove a rear porch on the west elevation. Based on the manner in which the porch is
connected to the building and the difference in construction techniques, the porch
appears to be an extension of a smaller, original porch. The porch is in disrepair and
rather than repair this element of the building .which is likely not historic, removal is
appropriate.
CONCLUSIONS OF LAW
a). Pursuant to Section 8.0 of Schedule "S" of the City's Land Development
Regulations as set forth in the Code of Ordinances of the City of Sanford, the Historic
Preservation Board has reviewed the proposed Certificate of Appropriateness and all
matters relating thereto in accordance with the procedures for altering historic
landmarks or structures within historic districts as set forth in Schedule "S"
b). Schedule "S" provides with regard to the facts of this case as follows:
Porches and porch features that are in good condition or repairable and are in character
with the style and period of the building shall be retained. Porches and porch features
shall be repaired so they match the original in materials, size and configuration. (S-31).
It appears that the area proposed for removal is not original. It is in poor condition and
Will require extensive modifications to be repaired to a safe condition.
c). To the extent that a conclusion of law as set forth herein also constitutes a
factual finding, then such shall be taken to be so as part of this Development Order.
d). The proposed Certificate of Appropriateness is hereby found and
determined to comply with the aforestated requirements
e). Additionally, the Certificate of Appropriateness sought is hereby found and
determined to be consistent with the City of Sanford Comprehensive Plan and
development of the property as proposed would not be consistent with and in
compliance to applicable land development regulations and all other applicable
regulations and ordinances as set forth in the Code of Ordinances of the City of
Sanford.

NOW, THEREFORE, IT IS ORDERED THAT:
1). The aforementioned application for a Certificate of Appropriateness is
APPROVED.
2). This Development Order granting approval of a Certificate of
Appropriateness touches and concerns the aforedescribed property.

the City of Sanford at its meeting of January 20, 2016.

3) The conditions upon this development approval and the commitment made as to this
development approval, all of which have been accepted by and agreed to by the owner of the
property are as follows:

including the requirements of Section 11.0.B. Standards for Building Maintenance;
b) Building permit(s) shall be obtained prior to any work being performed;
c) Obtain a Certificate of Appropriateness from the Historic Preservation Board on January 20, 2016
for removal of rear porch (west elevation);
d) Contingent upon approval and issuance of a Certificate of Appropriateness by the Historic
Preservation Board on January 20, 2016, obtain a building permit for demolition of rear porch by
March 1, 2016. Should the Historic Preservation Board deny the removal of the rear porch,
applicant must submit obtain a Certificate of Appropriateness and building permit for repair of
rear porch by March 1, 2016;
e) Obtain a building permit and complete repairs to wood siding, flooring, and install lattice wood
skirting by March 1, 2016, in compliance with the approved Certificate of Appropriateness
Application (Exhibit A); and
i) Prime and paint house with National Trust for Historic Preservation colors, to be complete by
April 1, 2016 (paint colors must be approved via a Certificate of Appropriateness in advance of
work being performed).
4) This Development Order touches and concerns, the afore described property and the conditions, commitments
and provisions of this Development Order shall perpetually burden, run with and follow the said property and
be a servitude upon and binding upon said property unless released in whole or part by action of the City of
Sanford by virtue of a document of equal dignity herewith. The owner of the said property has expressly
covenanted and agreed to this provision and all other terms and provisions of this Development Order.
5) The terms and provisions of this Order are not severable and in the event any portion of this Order shall be
found to be invalid or illegal then the entire order shall be null and void.

Dear Mr. Aldrich
I have been working on this property per a developmental order 16-04. Removing the porch
was only one condition and I didn't realize I only had 30 days to call for an inspection, Since I
first started on the project I have removed the porch, replaced all rotted siding, replaced the roof,
removed roofing shingles off of the siding, added lattice skirting and have painted. I have
obtained CofA's on all work and permits where needed. I am finished with the exterior which is
why I called for an inspection not realizing that should have been done within 30
days. Everything else was 6 months. Will you please allow me to get this inspection? I want to
call Monica to show her I'm now in compliance and I don't want that permit left open. Please
feel free to call or email me if you have any further questions.
