Yes a permit is required. After reviewing the pictures, it is evident the stairs require a hand rail and guards on the open side of the stairs. The railings/guards on the top landing appear to have been completely rebuilt, which always requires a permit. Anytime something is altered, it is required to meet minimum safety requirements — even if the work is maintenance of replacing treads or pickets. If the stairs and landing currently meet minimum safety requirements and the only work done is replacing some treads, flooring or a few pickets, then a permit would not be required. I do not recall having any conversations regarding these particular stairs — most importantly, the C of A application does not have my signature on it stating no permit is required. I actually have the C of A sitting on my desk and will be signed off stating that a permit is required. The information required to be submitted is as follows: 2 copies of drawings showing the stairs and landing height of the landing from grade measurements of stair railing and landing railing/guards (height, picket spacing, etc) materials (wood) that will be used or have been used to construct the required railing & guards A review will be conducted to verify code compliance and any changes that need to be made to meet code will be noted. 2.
