I just finished looking over the re -submitted plans and they're not addressing the majority of my comments or conversations I have had with the owner. The single largest issue with this home is the unpermitted work — which includes enclosing the garage and converting it into living space, removing the garage door and building an exterior wall, the bathroom attached to that living space, and the addition to the rear of the home; not to mention the plumbing, electrical and hvac in those areas. Even though all of those areas are currently existing, we have no record of permits or inspections on the work performed to convert those areas. The plans you re -submitted are essentially the same as what you initially submitted. I see the electrical plan shows the electric layout for the entire house but no notations as to what is existing and what is new. I specifically asked in my plan review comments to indicate what is existing and what is new. There is still the issue of the addition — I have no clue what type of foundation is there, what type of wall framing or exterior wall covering is there, how the roof structurally built... I also have no idea how the front wall was built — where the garage door was... Yes, I did see your signed/sealed affidavit but unfortunately it is too vague to accept. Affidavits need to specifically address the areas you are approving, not list random types of work (framing, insulation, etc.) There is no way for me to know what areas you are approving. Then I see some windows are going to be changed — we need Florida Product Approval for those windows. At this point, I am at a loss. I am doing what I can to help the owner get an approved permit but I have to verify code compliance. The only solution at this point I can think of is this... 1. Keep the plans as is 2. Provide Florida Product Approval for the new windows. 3. Provide a signed/sealed affidavit that states the following (exactly as written) "I have personally inspected all components of the rear addition, the conversion of the garage to living space including the exterior wall, the new bathroom, and all associated electrical, plumbing and mechanical. Based upon my inspection, I have determined that all work was completed according to the minimum requirements of the 2014 Florida Building Code and the 2011 National Electric Code. " If you provide the Florida Product Approval for the windows and an affidavit with that exact wording, I will approve the permit for issue. Building will perform an inspection on the windows only. At this point I see no other alternative, other than enforcing the Florida Building Code section where we can require all unpermitted work to be removed, rebuilt and inspected.
