Acceptance of permit is verification that I will notify the owner of the property of the requirements of Florida Lien Law, FS 713.
The City of Sanford requires payment of a plan review fee at the time of permit submittal. A copy of the executed contract is required
in order to calculate a plan review charge and will be considered the estimated construction value of the job at the time of submittal.
The actual construction value will be figured based on the current ICC Valuation Table in effect at the time the permit is issued, in
accordance with local ordinance. Should calculated charges figured off the executed contract exceed the actual construction value,
credit will be applied to your permit fees when the permit is issued.

HISTORIC PRESERVATION BOARD OF THE CITY OF SANFORD DEVELOPMENT
ORDER RELATING TO 514 SOUTH PALMETTO AVENUE AND ISSUING
CERTIFICATE OF APPROPRIATENESS
On March 16, 2016, the Historic Preservation Board of the City of Sanford
issued this Development Order issuing a Certificate of Appropriateness relating to and
touching and concerning the following described property: 514 South Palmetto Avenue,
Seminole County Tax Parcel Identification Number: 25-19-30-5AG-0702-0040.
FINDINGS OF FACT

Project: To install 3 chamfered posts to mimic 1912 photos of porch
on the real property located 514 South Palmetto Avenue.
Requested Development Approval: To install 3 chamfered posts to mimic 1912
photos of porch on the real property located 514 South Palmetto Avenue.
Additional Findings: The Seminole County Property Appraiser website lists the
year of construction as 1920 although there is evidence that the date of construction is
1910 and a 1912 photograph exists. The appearance of the original porch columns is
unknown. The applicant has provided historical photos of the building, but they are of
poor quality and the original design is unclear. The proposed porch columns are simple,
• chamfered 4" x 4" posts. This type of column is compatible with the style and period of
the building.
CONCLUSIONS OF LAW
(a). Pursuant to Section 8.0 of Schedule "S" of the City's Land Development
Regulations as set forth in the Code of Ordinances of the City of Sanford, the Historic
Preservation Board has reviewed the proposed Certificate of Appropriateness and all
matters relating thereto in accordance with the procedures for altering historic
landmarks or structures within historic districts as set forth in Schedule "S".
(b). Schedule "S" provides with regard to the facts of this case as follows:
(1). Porches and porch features that are in good condition or repairable and
are in character with the style and period of the building shall be retained. Porches and
porch features shall be repaired to match the original in materials, size and
configuration.
(2). New porch elements, such as, by way of example only and not as a
limitation, balusters and columns brackets, trim, and architectural embellishments shall
be compatible with the style and period of the building and shall be substantiated by
physical and/or pictorial evidence of the subject property.
(c). To the extent that a conclusion of law as set forth herein also constitutes a
factual finding, then such shall be taken to be so as part of this Development Order.
(d). The proposed Certificate of Appropriateness is hereby found and
determined to comply with the aforestated requirements.
(e). Additionally, the Certificate of Appropriateness sought is hereby found and

determined to be consistent with the City of Sanford Comprehensive Plan and
development of the property as proposed would be consistent with and in compliance to
applicable land development regulations and all other applicable regulations and
ordinances as set forth in the Code of Ordinances of the City of Sanford.
ORDER
NOW, THEREFORE, IT IS ORDERED THAT:
(1). The aforementioned application for a Certificate of Appropriateness is
APPROVED.
(2). This Development Order granting approval of a Certificate of
Appropriateness touches and concerns the aforedescribed property.
Done and Ordered on the date first written above.
As approved and authorized for execution by the Historic Preservation Board of
the City of Sanford at its meeting of March 16, 2016.
