of the Sanford Housing Authority recently contacted the Building Department regarding electrical
r::pairs. The Housing
Authority consultant indicated to him that certain items should be retrofitted to the existing electrical
system. The electrical
code requires all new work performed in compliance with current code, and existing systems
may be maintained in a safe condition without any upgrade. Any new services built and
any new wiring installed must meet current code. 1 told
him that the retrofitting of ground fault receptacles, grounding metal piping and installing lightening arrestors .

dons not %v. rve electrical code rcquiremcnts, and vve do not force improvements not required by
code. The Ciry
does not need to waive the lightening arrestors indicated in the letter, because the existing electrical
services did not ha%e thorn, so unless they change the existing service, there is no requirement
to install them. Waiver of
Permit Fees The Ciry
Commission can waive any permit fees that the Building Division may assess for the issuance of
a permit. They cannot waiyC Seminole County impact fees, and should not waive any City of
Sanford impact fees. We have
a standing order to waive any permit fees for City of Sanford owned and operated facilities. In
the
past, the Housing Authority has had permits but did not request waivers on all of them. In the
current situation, the Housing Authority wants permit fees waived. If fees are waived by Ciry Commission,
the Housing Authority should check to see that the amounts are deducted from the contract
prices contractors submit, otherwise, it only becomes extra profit for the contractor. cc: Audris
