In an action brought under this part, proof of sale or lease, or offering for sale or lease, of any such structure by the owner -builder within 1 year after completion of same creates a presumption that the construction was undertaken for purposes of sale or lease. For the purposes of this subsection, the term "owners of property" includes the owner of a mobile home situated on a leased lot. To qualify for exemption under this subsection, an owner must personally appear and sign the building permit application. State law requires construction to be done by licensed contractors. You have applied for a permit under an exemption to that law. The exemption allows you, as the owner of your property, to act as your own contractor with certain restrictions even though you do not have a license. You must provide direct, onsite supervision of the construction yourself. You may build or improve a one -family or two-family residence or a farm outbuilding. You may also build or improve a commercial building, provided your costs do not exceed $25,000. The building or residence must be for your own use or occupancy. It may not be built or substantially improved for sale or lease. If you sell or lease a building you have built or substantially improved yourself within 1 year after the construction is complete, the law will presume that you built or substantially improved it for sale or lease, which is a violation of this exemption. You may not hire an unlicensed person to act as your contractor or to supervise people working on your building. It is your responsibility to make sure that people employed by you have licenses required by state law and by county or municipal licensing ordinances. You may not delegate the responsibility for supervising work to a licensed contractor who is not licensed to perform the work being done. Any person working on your building who is not licensed must work under your direct supervision and must be employed by you, which means that you must deduct F.I.C.A. and withholding tax and provide workers' compensation for that employee, all as prescribed by law. Don't choose a windy day because the pool wall is extremely hard to handle in the wind. Do not fill this area Step 1. Mark off Pool Area And Remove Sod Using a center stake, string,and can of spray paint,mark out the pool location. Allow approximately8" to 12" clearance on all sides of the pool. Next remove the sod (grass) from the marked outlined circle. Much of the leveling of the pool site can be done at the same time. Accurately Level Pool Area The pool area must be obsoletely evel. The success of you., poo! in- stallation depends entirely upon how well this step is performed. In- stallation and maintenance will be much easier if you make sure the pool area is absolutely level, not just level to the eye. Replace the center peg with a flat topped wooden stoke at least one inch thick (preferably square in cross section) and at least six inches long. Nail the end of a straight plank (1/2 width or 112 diameter of pool plus 6" long) to this stoke with a nail long enough to hold the plank when it is pivoted. Drive the stoke into the ground until its flat top is flush with the ground. As you turn the plank in a com- plete circle like the hand of a clock, you will detect high or low spots. Place a carpenter's level on the plank and swing around in some manner. This will indicate if the ground is level. Use a rake, hoe or shovel and a lawn roller to remove high spots or inclines. It is better to remove high spots as the fill may shift or settle when pool is filled or in use. Hard pack soil to fill hollows if you find it necessary. The Perimeter Of The Pool Area The area on which the retaining wall of the pool will rest requires your particular attention. Recheck the outer limits of the prepared site 12 inches wide all around). This section must have absolutely no high or low spots. The bottom roil of the pool wall must have no air space under it. You will recheck this as the wall is assembled, but much trouble can be avoided by eliminat- ing irregularities at this time. Ground Treatment. The Southeast United States, par- ticularly Florida, grows Nutsedge Nutgrass) and/or similar grasses which, if present, can and will grow directly through the best vi- nyl liners. It is strongly recom- mended that a vegetation killer be used on the pool bottom and around the immediate outside of the pool. A Dichlobenic herbicide is best. Be sure to read the herbi- cide instructions carefully for the best results and avoid treatments with gasoline and kerosene ingre- dients CAUTION: NO DIVING OR JUMPING np.SFpt/F 4r r QACCTv Step 3. Assemble Base Frame Using bottom rails (key 17) and base plates (key 13), join together the base structure of the pool. Slide each rail into the base plate as shown in the diagram on the right. Leave a space between the two bottom rails of approximately1 /4" to 1 /2", and be sure thaf-the spacing is centered in the base plate. Once all bottom rails and base plates are connected, measure the diameter to confirm a perfect circle. Under each base plate place a patio block. These blocks must be sunk into the ground so that the top portion is level with the ground around them. BE SURE THAT THE PATIO BLOCKS ARE SITTING LEVEL. Step 4. Install Pool Wall how\ K r y po Determine the top of the wall from the bottom of the wall. The wall will rollout counter clock- wise, and the perforated knockouts for the thru-wall skimmer MUST be on the top. Remember to start the wall over a base plate (key 13), and be sure the knockouts are positioned at or near the desired filter location. As the wall is uncoiled, guide the bottom edge of the wall into the slotted bottom rail (key17). If the ends do not meet perfectly, the spacing between the bottom rails needs to be adjusted. If the wall appears too long, the spacing needs to be enlarged; if too short, the spac- ing must be made smaller. (Cont'c) Join Wall Ends If the holes In the ends of the wall do not line up, gently nudge the bot- tom calls in or out uniformly. Join the wall ends together using bolts, sleeves and nuts. Place the sleeves on the bolls and insert the bolts through the holes from the in- side of the pool. NOTE The head of the bolts must be on the Inside of the pool and the nuts on the outside. Make sure there are bolts in all the holes. It is very important to lighten the bolts so as to close the wall joint securely. Cover the wall joint with thick adhesive tape ensuring that it covers the bolts completely. Check pool for levelness. Check pool at several locations. If level varies 1" or more, dismantle the pool wall and reie-vet the entire base frame. Build A Cove Around Inside Base Of Pool Construct an 8" cove of fimly packed earth around the inside base of the pool frame. Use dampened , sifted earth only! Do not use fine sand or peat moss. The cove is absolutely necessary for the proper function of your pool as it pre- vents the liner from creeping under the wall. bottom rail Periodically check the base of your pool for cove washouts. If any earth has washed away, you must backfill and pack firmly. BE SURE! The cove is a vital struc- tural element of your pool. Don't use a knife or sharp Instrument to open carton. As you unpack and unfold liner, carefully inspect seams and surface for punctures. Smooth wrinkles from the bottom, carefully working liner from center of pool toward the wall. When bottom Is smooth, raise liner sldewalls and drape over the top of the pool wall, temporarily hold- ing In place with plastic coping key 2). Do not pull liner tight, allow slack in sides. As bottom of pool is slowly filling with water get in the pool and remove wrinkles that have been created as liner bot- tom conforms to ground surface. Work out wrinkles in direction of Pool wall and pull excess up sides. Another method of adjusting the liner and removing the wrinkles is by using your household vacuum without any water in the pool. Tape over the skimmer opening on the wall with duct tape. Insert the vacuum hose of your household vacuum in the return opening so that the end of the hose is approxi- mately 12" above the ground. This will ensure that the cove of sifted earth is not disturbed. Then tape the vacuum hose securely in place with duct tape. When the vacuum is turned on, it will remove the air between the liner and the wall. As the vacuum is running, use a soft bristled broom to tap the liner on the lower por- tion bringing the wrinkles to the wall. Remove the coping and drape the liner over the wall as required. mi Step 7. Install Plastic Coping Attach plastic coping pieces on top of liner as shown. Cut any ex- cess coping off, do not overlap. Remove plastic coping one sec- tion at a time and gently pull liner side material up the wall. When sides are smooth, replace coping. Position vinyl liner sealer (key 31) at skimmer opening.
