Structural Damage Inspection and Evaluation

SUMMARY
The structural damage resulting from the automobile impact to the front east side
corner of the church was inspected and evaluated on April 23, 2002. This was a
detailed visual inspection. A portion of the concrete block wall, including the corner had
been structurally compromised and will have to be removed and rebuilt. A repair and
restoration specification is provided as a part of this report.
DISCUSSION
The structural damage resulting from the impact of the automobile to the side wall near
the front corner on the east side of the Pine Crest Baptist Church located at 601 East
Airport Blvd., Sanford (32773) was inspected and evaluated on April 23, 2002. This
was a detailed visual inspection of the interior and exterior of the area of damage.

window on the side. The car
had broken through the
601 _ -; concrete block wall beneath
this window. The force of the
impact that damaged and
displaced the concrete
blocks in the wall adjacent to
the window as well as on the
front wall adjacent to the
corner. It was determined
that the exterior concrete
block wall of this church
building had been constructed from 12" wide, 8" high, 16" concrete blocks. The blocks
were laid in the standard running bond, but there was no evidence that any of the
vertical cells had been filled or reinforced. In particular it was determined that there was
no concrete in the corner. It is likely that the top course of concrete block is not
reinforced or filled. The damage on the interior of the building included significant
cracking and damage to the thick plaster lath over the furring strips installed on the
inside of the concrete block. This interior plaster wall will have to be repaired and
restored as a part of the rebuild of the exterior concrete block masonry structure. The
rebuilt portions of this exterior wall must meet all of the requirements of the FLORIDA
BUILDING CODE 2001, including the wind loads as specified in Section 1606. It was
determined that the concrete block from a point towards the rear from the window on
the side, where the impact had occurred must be removed in a saw tooth pattern from
24 to 32" towards the rear from the window to the front corner and then in a saw tooth
pattern from 24" to 32" along the front wall from the corner. This is shown in the partial
floor plan of this area of the church in Attachment "A". The rebuild of this portion of the
wall ocumented in the following repair and restoration specification.

REPAIR AND RESTORATION SPECIFICATION
This repair and restoration specification provides for the repair and rebuild of the
damaged portion of the concrete block masonry exterior wall as documented in
Attachment "A" of the Pine Crest Baptist Church located at 601 East Airport Blvd.,
Sanford (32773). This specification provides that the rebuilt portions of this structure
meet all of the requirements of the FLORDIA BUILDING CODE 2001, including the
wind loads as specified in Section 1606.
Demolition - A temporary support wall must be built on the interior of the damaged
area to insure that adequate support for the roof structure is provided during the
removal and rebuild of the wall. The section of wall to be removed is shown in
Attachment "A". All of the block in this portion of the wall must be removed. As
indicated the block at the edges of this section of wall on both the side and the front
is to be removed in a saw tooth pattern to permit the interlocking of the old block
with the new block. The removal of the block is to include all of the concrete block
from the finished floor level of the concrete slab of the church up to and including
the top course of the wall.
Rebuild of the Wall - The wall is to be rebuilt employing the same size 12" wide, 8"
high, 16" concrete block. The new section of wall is to be provided with reinforced
and filled cells as shown in Attachment "B". Due to the fact that there did not appear
to be a reinforced continuous lintel beam on the original structure, a continuous
lintel beam structure must be provided for the new section of restored wall. The
precast for the window opening is documented in the attachment and the
engineering for this precast provided in Attachment "C". A typical wall section for
this new section of rebuilt wall is provided as Attachment "D".
Window - The SH36 aluminum frame window in the damaged wall section is to be
retained and reinstalled in the new section of block wall. It is to be installed and
secured in accordance with the detail provided in Attachment "E".

GENERAL NOTES
1. All details and sections shown on the drawings are intended to be typical and
shall be construed to apply to any similar situation elsewhere on the project,
except where a different detail is shown.
2. All concrete blocks shall be standard weight blocks conforming to ASTM C90,
Grade N1 with fm = 1,000 PSI, laid in running bond with Type S mortar.
3. Where shown, cores of concrete block masonry shall be filled with pea gravel
concrete with a minimum compressive strength of 2500 PSI at 28 days. Slump
shall be equal to 8 to 10 inches.
4. In masonry headers, extend the bottom steel reinforcement a minimum of 6
inches into pilaster or poured column and wire tie to vertical reinforcement steel
Rebars). I
5. The Building Contractor shall check architectural, mechanical and electrical
drawings for openings, sleeves, anchors, hangers, slab depressions,
dimensions, pitch and other related items and shall assume responsibility for
their proper location, placement and continuity.
6. All reinforcing steel shall be new billet steel conforming to ASTM 615 Grade 40.
7. All continuous vertical or horizontal rebars in, footings, beams and other concrete
shall be spliced where necessary or desirable by wiring together in contact. The
length of all #5 bar laps shall be a minimum of 25 inches (40 bar diameters).
8. The precast lintel supplier shall design the lintels for adequate super imposed
loads. The design shall meet A.C.I. Standards and the Standard Building Codes.

SUMMARY
The work in progress in the repair and restoration of the structural damage resulting
from the automobile impact to the front east side corner of the church was inspected
and evaluated on May 15, 2002. This was a detailed visual inspection. The original
specification for the repair and restoration of this structure had been prepared on April
23, 2002. It was determined after that document was prepared that there was a
continuous steel reinforced lintel beam at the top of the concrete block wall. The work
in progress took this into account. The concrete block work, including the exposed steel
reinforcement was inspected and approved as being in general compliance with

of the Pine Crest Baptist Church located at 601 East Airport Blvd., Sanford (32773) was
inspected and evaluated on May 15, 2002. This was a detailed visual inspection of the
interior and exterior of the area being repaired and restored.
This picture is of the front
east side corner of the
church showing the

repair. This repair had
been done in accordance
with the repair and
z
restoration specification
and certified onprepared
April 23, 2002. Further as
may be seen in the
picture, cleanouts had
been provided as required
to expose the steel
reinforcement, which had
been specified for the
walls. This steel was
inspected and it was
determined that it had been properly installed in accordance with the specification. The
initial specification was based on the assumption that the top course of the wall had not
been reinforced with concrete and provided with any steel reinforcement. When the
wall was disassembled, it was determined that the top course was filled and reinforced.
As may be seen in the picture, the undamaged portion of this top lintel course was
retained. Further it was determined that all of the vertical steel reinforcements were
properly tied into the lintel to provide the required structural strength and load transfer
in this wall. Based on the inspection, this wall should be considered ready for the
placing of the concrete grout in the cells to be filled. It will then be in full compliance
with all of the requirements of the FLORIDA BUILDING CODE 2001.
