To qualify for exemption under 'ahis;', subsection, an owner must personally appear and sign the building permit application. State law requires construction to be done by licensed contractors. You have applied for a permit under an exemption to that law. The exemption allows you, as the owner of your property, to act as your own contractor with certain restrictions even though you do not have a license. You must provide direct. onsite supervision of the construction yourself. You may build or improve a one -family or two-family residence or a farm outbuilding. You may also build or improve a commercial building, provided your costs do not exceed $25,000. The building or residence must be for your own use or occupancy. It may.: not be built or substantially improved for sale or lease. If you sell or lease a building you have built or . substantially improved yourself within I year after the construction is complete, the law will presume. that...... you built or substantially improved it for sale or lease, which is a violation of this exemption. You may` not hire an unlicensed person to act as your contractor or to supervise people working on your building. It is your responsibility to make sure that people employed by you have licenses required by state law and. by county or municipal licensing ordinances. You may not delegate the responsibility for supervising, work to a licensed contractor who is not licensed to perform the work being done. Any person working on your building who is not licensed must work under your direct supervision and must be employed by you, which means that you must deduct F.I.C.A. and withholding tax and provide workers' compensation for that employee, all as prescribed by law. OVERVIEW Pool BarrierTM Child Resistant Pool Fence is designed to prevent small children ages from 1 to 5 years, from gaining access to residential swimming pools. There are a variety of methods used to assist a parent or caregiver in preventing children from accidental drowning, but none offer both the high degree of security and the ease of operation that the Pool Barrier removable pool fence offers. This type of fence has been use in the United States for more than 35 years. Pool Barrier dealers have installed more than one million feet of Pool Barrier fence on all types of deck surfaces around the world. Those installations have been subjected to a wide variety of conditions without incident. Properly installed Pool Barriers will give many years of trouble free service. Concern must also be given to adult access for care and maintenance, ease of use, and the esthetic requirements of the family it serves. IB - POOL LOCA 77ON • Freestanding in -ground swimming pools When the swimming pool is positioned to allow unobstructed access around its entire perimeter, the recommended fence placement is to surround the pool with the fence. Ideally, the fence should be positioned a minimum of 24 inches back from the waters edge. This placement allows space for an adult to move along the waters edge and maintain the pool, or if necessary, retrieve a person or object from the pool. It also allows enough room for a child to climb out of the swimming pool safely and move about the waters edge. � r r r r ' r r � r Fence placement for Pools bordered by fixed barriers These are swimming pools that may be bordered on one or more sides by a natural or manmade barrier such as a rigid fence, screen enclosure or a portion of the dwelling. These cases will also require that the Pool Barrier be placed 24 inches away from the waters edge, but it may not be necessary to completely surround the swimming pool. These objects should not be placed immediately beside the fence where a child may use them to assist in climbing over the fence. I C - CONCRETE / STONE SURFACE REQUIREMENTS Removable mesh fencing must be installed under tension in a rigid surface to provide proper security. Typically, the swimming pool is bordered by a concrete or stone patio into which the fence is installed . To accept the drilling process the rigid surface should be: • A minimum of four (4) inches thick and six inches wide. This provides enough surface area to accept the drilling process without cracking. • The rigid surface should run beneath the entire length of the fence. (Diagram 1 c) • A safe installation in wood decks is possible using the patented Pool Barrier TM Wood Deck Sleeves. 1 D - OPTIONAL GRASS / SOIL INSTALLATIONS Ideally. the fence should be installed in a concrete footer such as the one pictured below. Diagram 1 c • 0 Installing this type of fence directly into soil and / or grass is not recommended if it is to be used for preventing a child's access to the swimming pool. It is possible to dig under the fence or for erosion to occur that may permit a small child to pass beneath the fence and gain access to the pool. If the fence is to be used for small pets, or to block a play area temporarily, then hollow aluminum tubes can be inserted in the ground, and the fence posts may be inserted into the tubes. (see attachment for soil installations) 1 E - INSTALLING ON PAVERS Pool Barrier recommends that you proceed carefully with installations on paver surfaces. A determination must me made as to the sub -surface on which the pavers have been installed. Generally two situations exist, pavers over a soft subsurface such as soil or sand or installations over a rigid deck surface (ie an old deck). Pavers installed over a rigid subsurface are accomplished in some cases by applying a shallow coating of sand and then placing the interlocking pavers upon that surface. 11212007 Proprietary - For the exclusive use of Pool Barrier dealers. 3 • Installing this type of fence into pavers that have been installed over a dirt or sand base is not generally recommended without first lifting the pavers that are directly beneath the fence line and applying a base of several inches of concrete. Once the concrete has set it will provide a firm, sturdy base to receive the fence sleeves. • For situations where the pavers are installed over a concrete surface you may drill through the paver and into the concrete below. You must ensure that the sleeve is firmly embedded into the surface directly below the paver so leverage applied at the top of the fence will not cause the paver to loosen. Using concrete as in the example above would add an extra measure of security. STEP 2 -JOB LAYOUT Note: Before proceeding with the installation, the deck area surrounding the pool should be kept dry and swept free of dirt and debris. Do not get the surface wet since it will make marking the deck difficult during preparations for drilling. 2A - ESTABLISHING THE FENCE OUTL/NE Begin by using chalk or some other water-soluble product to place marks around the perimeter of the pool at a distance of approximately 24 inches away from the waters edge. This can be done quickly and indicates the outline where the fence will be positioned. This outline will assist you in marking the deck to position where the holes will be drilled. It will also allow the installer to determine how much fence will be needed. Pools with straight sides should be marked using a builders chalk line to insure that all sides are straight and true. Irregular, or free form pools, will require marks at regular intervals less than 3 feet apart around the entire circumference of the pool. NOTE: In order to maintain a visually pleasing appearance try to plan for straight or broad, gently curving lines. Once the perimeter has been established, a decision must be made regarding the length of fence sections to be used. Generally, the longest fence sections available are used whenever possible, followed by shorter fence sections to fill any gaps. This is a marker used to make marks on glass, porcelain and other slick surfaces. It works very well on many deck surfaces. A red or blue is good for the deck surface and a yellow marker works well for marking mesh prior to making cuts. Make all marks as small and as light as possible. NOTE: To provide maximum resistance to force, plan to install the fence with the mesh and screws pointing away from the swimming pool. Measure, and make your marks accordingly.. The fence entry point or gate is normally centered at the pool steps. Wherever you position the entry point gate is where you will begin marking the patio surface for drilling. • As an initial reference point, make a small mark where the center of the gate opening will appear (a). The mark should be away from the waters edge a minimum of 24 inches. • On either side of the center mark, make additional marks one and one quarter inches to the left and to the right of the center mark (b & c) as per diagram 2B below. When you begin drilling, the one and one eighth inch bit will help you line up the drill easily and the drill bit will devour the lines. • Finally, place small arrows as shown to indicate the position of the drill while these holes are being drilled. This small item will allow the drilling process to move more quickly and fewer mistakes will be made. In this case, the gate hole will need to be drilled so the holes face away from each other slightly. More about this later. NOTE: When you mark the gate you must also provide holes for when the gate is in the open position". See diagram below. Using the chalk marked perimeter as a guide proceed to accurately mark where the holes are to be drilled. Remember, use longer fence sections where possible and measure one section at a time. Measure once and check twice. Between each section (when ending one section and beginning another) the center of the last hole and the center of the first hole in the new section will be 2 Yz inches apart. This method takes a bit longer but generally fewer mistakes are made by the less experienced installer. Continue to maintain two and one half (2.5) inches between adjoining sections. 2D -MARKING TO COMPLE7F THE FENCE ENCLOSURE Rarely will you be able to complete a fence enclosure with complete sections of fence. At one or more points it may be necessary to shorten a fence section in order to complete the installation. The diagram below shows a typical situation and how the marks would appear on the deck surface. STEP 3 -.DRILLING PROCESS 3A - DRILLING EQUIPMENT Core Bore Drill and Stand e 1/2/2007 Proprietary - For the exclusive use of Pool Barrier dealers. 7 A proper drill is absolutely necessary to achieve a safe, attractive fence installation. The drill most often used is a concrete core bore drill rig with a rigid drill stand. Generally these drills are water fed to keep the drill bits lubricated during the drilling process. This tool provides the stability to achieve the precise cuts and angles necessary for a tight fitting fence. Hammer drills and / or hand held drills should not be used since they are difficult to control and often will not provide the necessary clean, precise hole required to receive the plastic pole sleeve. Drill Bits The drill bits are one and one eighth inches (1 1/8") in diameter and diamond tipped. Climatic conditions and local rules will determine the hardness of the concrete, which will then determine which drill bit should be used. The drill bit vendor should be consulted as to the proper bit for the concrete mix in your area. These bits must be lubricated and cooled with a trickle of water while drilling. 3B - THE DR/LL/NG PROCESS The Pool Barrier fence operates on tension, and the fence tension is created by drilling holes in the surface at various angles. DRILLING DEPTH - Holes must be drilled to a depth 3 Yz inches and a width of 1 1/8th inches. DRILLING ANGLES - To create the angles necessary you can use something as simple as a wood shim or wood paint mixing sticks. Simply place the shims under the drill stand to create the angle that you need. The angle from absolute vertical will rarely exceed 3* degrees off center. — 3' In the diagrams below, the arrows indicate in which direction to lean the drill at various places around the pool. DANGER: While drilling, water coming out of the hole should be milky in color from the concrete residue. If the water coming out of the hole should suddenly turn clear, stop the drill immediately. Clear water indicates that the drill bit has come in contact with something other that concrete. It may be steel, plastic, wood, copper wire etc. Stop, clear the hole, and examine it carefully before continuing. Core bore bits will cut through steel reinforcing rods, but not plastic, wood etc. In rare cases, water lines or electrical lines may have been placed illegally just beneath the deck surface. DO NOT PROCEED. The home owner must correct the situation or the fence will need to be relocated. As you are drilling you should stop and wash off the patio surface before any of the drilling residue dries. If the residue is left to dry, it will be more difficult to remove, and in some cases the residue may leave permanent stains. Drilling residue should be kept out of the pool. But, if some of the water and residue should enter the swimming pool, it may cloud the pool water. Generally, the pool's filter system will clear the water. • NEVER LEAVE. THE DR/LL UNATTENDED WH/LE ITIS RUNNING. 3C -/ NSTALL/NG DECK SLEEVES Once the drilling has been completed and the cores have been removed from the drilled holes, the sleeves can be inserted in the holes. Hole width may vary slightly as the drill bit wears. A tight fitting sleeve indicates that the drill bit has worn too much and it should be replaced. A loose fitting sleeve is usual when using a new drill bit. If the sleeve is too loose you may wrap the lower portion of the sleeve with a small piece of duct tape and that should help provide a snug fit. 3D - INSTALLING THE FENCESEC77ONS Once the holes have been sleeved you can begin installing the fence sections. To ease erecting the fence, simply lean the pole slightly as it is inserted into the sleeve. Wait to install the latches until all of the sections are in place. 3E- ALTER/NG THE FENCE SECTIONS If a section of fence needs to be shortened, proceed as follows. Step 1 - Measure from the center of one hole to the center of the next hole where the section is to be shortened. Step 2 - Lay the fence section down with the molding and screws facing up. Step 3 Transfer the measurements taken between the holes to the fence section, being careful to mark both the very top and very bottom of the mesh material. NOTE; TRY NOT TO LEAVE A RAW EDGE AT THE END OF THE SECTION. INSTEAD, MAKE THE ADJUSTMENTS TO INTERIOR POLES IN THE SECTION. (SEED/AGR.4M 31) THIS METHOD RETAINS THE BINDING ON THE MESH AT THE END POLES WHERE MORE STRESS IS PRODUCED. 1 /2/2007 Proprietary - For the exclusive use of Pool Barrier dealers. 9 Step 4 - Use a very sharp razor to cut the mesh top to bottom in the area of the mesh that will become waste. Make the cut at least a hand width away from your marks if possible Step 5 - Remove the molding from the pole carefully. Try not to move the mesh if possible. Step 6 - Take the portion of mesh with your marks and lay it over the pole that has the molding removed. Center your marks on the center of the pole. Step 7 - Reinstall the molding over the double layer of mesh. Step 8 - Finally, using a very sharp razor, carefully trim away the excess mesh material. 3F - FENCE TENS/ON Once the fence has been erected the final step is to put the latches and latch eyes where each section meets. NOTE: when installing latches or latch eyes it may be necessary to ream out the hole by inserting / removing a screw several times with your electric drill. Also if you moisten or lubricate the screw portion of the latch and especially the latch eye, they will insert with ease. NOTE: Leave the gate or entry point until last. Once all of the latches have been placed, go to the Pool Barrier entry point These two poles should be forming a slight "V". Squeeze the poles together, realizing that the tension should be appropriate for both a man and woman. Use the appropriate length latch to create the proper tension. 3G - FINAL STEPS As a last step it is sometimes useful to number each section with a permanent marker to assist- the customer in re - erecting the fence should it be removed. Attention: Identification stickers (provided) that comply with ANSI Z535.4 must be affixed to the fence structure. Finally, the customer should be shown how to use the fence properly.
