Owners of property when acting as their own contractor aning direct, onsite supervision
themselves of all work not performed by licensed contractors, wilding or improving farm
outbuildings or one -family or two-family residences on such prope or the occupancy or use of such
owners and not offered for sale or lease, or building or improving co ercial buildings, at a cost not to
exceed $25,000, on such property for the occupancy or use of such owners and not offered for sale or
lease. In an action brought under this part, proof of sale or lease, or offering for sale or lease, of any such
structure by the owner -builder within 1 year after completion of same creates a presumption that the
construction was undertaken for purposes of sale or lease. This subsection does not exempt any person
who is employed by or has a contract with such owner and who acts in the capacity of a contractor. The
owner may not delegate the owner's responsibility to directly supervise all work to any other person
unless that person is registered or certified under this part and the work being performed is within the
scope of that person's license. For the purposes of this subsection, the term "owners of property"
includes the owner of a mobile home situated on a leased lot. To qualify for exemption under this
subsection, an owner must personally appear and sign the building permit application_
State law requires construction to be done by licensed contractors. You have applied for a permit under
an exemption to that law. The exemption allows you, as the owner of your property, to act as your own
contractor with certain restrictions even though you do not have a license. You must provide direct,
onsite supervision of the construction yourself. You may build or improve a one -family or two-family
residence or a farm outbuilding. You may also build or improve a commercial building, provided your
costs do not exceed $25,000. The building or residence must be for your own use or occupancy. It may
not be built or substantially improved for sale or lease. If you sell or lease a building you have built or
substantially improved yourself within I year after the construction is complete, the law will presume that
you built or substantially improved it for sale or lease, which is a violation of this exemption. You may
not hire an unlicensed person to act as your contractor or to supervise people working on your building. It
is your responsibility to make sure that people employed by you have licenses required by state law and
by county or municipal licensing ordinances. You may not delegate the responsibility for supervising
work to a licensed contractor who is not licensed to perform the work being done. Any person working
on your building who is not licensed must work under your direct supervision and must be employed by
you, which means that you must deduct F.I.C.A. and withholding tax and provide workers' compensation
for that employee, all as prescribed by law. Your construction must comply with all applicable laws,
ordinances, building codes, and zoning regulations.

An owner of property making application for permit, supervising, and doing the work in connection with
the construction, maintenance, repair. and alteration of and addition to a single-family or duplex residence
for his or her own use and occupancy and not intended for sale or an owner of property when acting as his
or her own electrical contractor and providing all material supervision himself or herself, when building
or improving a farm outbuilding or a single-family or duplex residence on such property for the
occupancy or use of such owner and not offered for sale or lease, or building or improving a commercial
building with aggregate construction costs of under $25,000 on such propertNI for the occupancy or use of
such owner and not offered for sale or lease. In an action brought under this subsection, proof of the sale
or lease, or offering for sale or lease, of more than one such stricture by the owner -builder within 1 year
after completion of same is prima facie evidence that the construction was undertaken for purposes of sale
or lease. This subsection does not exempt any person who is employed by such owner and who acts in
the capacity of a contractor. For the purpose of this subsection, the term "owner of property" includes the
owner of a mobile home situated on a leased lot. To qualify for exemption under this subsection, an
owner shall personally appear and sign the building permit application.
State law requires electrical contracting to be done by licensed electrical contractors. You have applied
for a permit under an exemption to that law. The exemption allows you, as the owner of your property, to
act as your own electrical contractor even though you do not have a license. You may install electrical
wiring for a farm outbuilding or a single-family or duplex residence. You may install electrical wiring in
a commercial building the aggregate construction costs of which are under $25,000. The home or
building must be for your own use and occupancy. It may not be built for sale or lease. If you sell or
lease more than one building you have wired yourself within I year after the construction is complete, the
law will presume that you built it for sale or lease, which is a violation of this exemption. You may not
hire an unlicensed person as your electrical contractor. Your construction shall be done according to
building codes and zoning regulations. It is your responsibility to make sure that people employed by you
have licenses required by state law and by county or municipal licensing ordinances.

Meeting was called to order at 7:33P.M. (1937hrs)
Roll Call: Louise Drugan, Larry Harris, Linda Harris, Gary Henderson, Linda Henderson, Bill Hensley,
Carol Hunt, John Lenko, Nick Serena and John Torres. Absent: Robert Johnson
Reading of Minutes: The minutes were read from I I December 2001. Gary Henderson had one correction
to the minutes. Linda Harris motioned to accept the minutes as read. Bill Hensley second. Motion passed.
Treasurer's Report: John Torres reported the following.
1) Three homes in foreclosure. 212 Krider is scheduled for sale. 218 Sanora has declared
bankruptcy, we have filed for default. 223 Odham is scheduled for sale.
2) 124 Sanora has a lien, home in foreclosure and owner filed for bankruptcy.
3) Accounts receivable balance due of $42,743 for 108 of 140 homeowners and I associate
member.
4) Letter of delinquency going out mid May.
John Lenko motioned to accept treasurer's report as given. Linda Harris seconded. Motion passed.

2) Letter from John Kaster concerning illegal entry into pool area by those people climbing the
wall or gate. Signs go unnoticed. Suggested some kind of improvement to better protect the
gate. After discussion John Torres motioned to spend $500.00 or less to put a heavy screen
mesh over the gate to make harder to climb. Linda Harris seconded. Motion passed.
3) Miriam Baker brought up one of towers at the front entrance at the top needs repair. After
discussion John Lenko made a motion to have it repaired provided the cost is equal to or less
than $500.00.
4) Bill Hensley reported about a tow truck in the neighborhood and running the engine at all
hours of the night. Gary Henderson said he has received calls complaining about it. Gary.
was able to get in contact with a police officer that also serves on the Code Enforcement
board. The officer resolved the problem with the truck owner.
5) Gary Henderson opened the conversation up to three teens that came discuss their desire to
keep using hall' of the basketball courts for their skateboard. A good discussion ensued over
having a storage area (cage) to keep the skateboard ramps near the clubhouse, safety, liability
issues and legal issues. The three teens provided the board with a "Participant Agreement,
Release and Assumption of Risk". Gary Henderson said if the teens still want to use the
basketball court to skate on they would need to remove the ramps daily. Gary also advised all
that we would look into the legality and insurance issues of providing them their request. If
need the board would have a special meeting to conclude this mater.
6) Concerning the low income housing, Gary Henderson advised us there will flyers going out to
notify homeowners of the 22 April 2002, (Monday) council meeting (07:00 P.M.) and to
surrounding neighborhoods to help fight the building of the homes. Mrs. Coberly is
concerned about the environment impact.
7) Mr. Leblanc asked if the hedges at the entrance could be cut back to make the on coming
traffic more visible for those who have small cars.
Motion to Adjourn: John Torres motioned to adjourn. Linda Harris seconded. Motion passed. Meeting
adjourned 08:42P.M. (2042Hrs)
