The Sam's Club Gasoline Division Training Manuel mandates that Club managers employ attendants who will be responsible for the fueling station only and cannot be pulled into the Club to perform duties other than those regarding the station. The attendants have continuous contact with the Club and are trained in safety and maintenance procedures. The attendant is expected to maintain operation, cleanliness and appearance of the station. Operating procedures dictate opening and closing duties. The training manual dictates procedures for reporting and responding to emergencies related to fire, explosions, major/minor spills, property damage, personal injury and natural disasters. As the kiosk is already heated and cooled, a chair will be provided in the kiosk for the attendant. After review of this document and discussions with the consultant Chris Walsh at Kimley-Horn and Associates, we have agreed on the following determination. Based on a study of 10 Sam's Club sites around the state, it was determined that the impact fee amount for the store only should be $206,535.00. In addition, the calculation for the Sam's Gas Sales will be an additional $23,098.20. Wal- Mart Stores will go ahead and pay the sum of these two impact fees which totals 229,633.20. The 10 Sam's Club surveyed did not include sites in Seminole County. The only Sam's Club in Seminole County, which is located in Casselberry, is not a sufficient comparable property due to the fact that it is adjacent to other retail stores. Due to these concerns, Wal-Mart Stores has agreed to perform a study at another Sam's Club store in the Central Florida area no later than February 28, 2002. Based on this study, the road impact fees will be recalculated for the store only. If the impact fee is greater than $206,535.00, Wal- Mart will pay Seminole County the difference in fees. The total fee for the store only will not exceed the amount of $289,823.40, which is the impact fee based on the standard Seminole County rates. If the recalculated road impact fee is below $206,535.00, Wal- Mart will not receive a refund on the amount already paid. The results of our field exploration, laboratory analysis and geotechnical engineering evaluation are presented in the following report. Our actual scope of services consisted of the following items: Three (3) soil test borings (B-1 through B-3) to a depth of 15 feet each in the proposed fueling station construction area. The number, depth, and location of the borings were determined by representatives of Harrison French Architecture. Chemical analyses consisting of BTEX tests were performed on composite soil samples from each soil test boring location. TPH tests were performed if BTEX testing indicated the presence of hydrocarbons. Laboratory testing including natural soil moisture content and wash #200 sieve tests were performed on representative soil samples, as appropriate. Preparation of this geotechnical engineering report to address the following items: Site preparation and grading considerations, including material types to be expected at the existing and proposed grades and groundwater conditions, if encountered; Recommendations for the design of foundations, including bearing depths and pressures, and special treatment of plastic clays, if present; Soil material and compaction requirements for construction backfill for the support of floor slabs; Pavement considerations and recommended rigid pavement section based on typical automobile traffic intensities. 2.0 PROJECT AND SITE DESCRIPTION Based on information provided by Harrison French Architecture, it is our understanding that the proposed construction consists of a fueling station located in the northwest portion of the proposed Sams Club #4785 development in Sanford, Florida. The site is currently an undeveloped, grassed pasture. The gas station development is expected to consist of a lightly loaded, prefabricated building, fuel pumps, a canopy and associated paved areas. Based on a conversation with Mr. David Schatte with Fashion, Inc., canopy column loads are on the order of 25 to 40 kips. We understand that construction plans call for pavements associated with the proposed fueling station W z to be constructed of automobile duty, PCC pavement. The building is expected to be single -story and approximately 72 square feet in area. The maximum excavation depth for fuel storage tanks is X not expected to exceed 15 feet. Existing and proposed grading information was not available at the `: time of report preparation. However, we understand the proposed development will be U constructed at or near existing grades. LU r J 2 `11 d Northwest Portion of Proposed Sam's Club Development South to Proposed Development from Rinehart Road. 3.0 SUBSURFACE CONDMONS Details of the subsurface conditions encountered by the soil test borings are shown on the Logs of Boring in the Appendix. The boring logs represent our interpretation of the subsurface conditions based on examination of the split -spoon samples and laboratory classification tests. The stratification lines indicated on the Logs of Boring represent approximate boundaries between soil types; however, the actual transition may be gradual. Conditions represented by the test borings should be considered applicable only at the boring locations on the date drilled. It should be assumed that the reported conditions may different at other locations or at other times. The general subsurface conditions encountered and their pertinent characteristics are described in the following paragraphs. 3.1 TOPSOIL The proposed construction site is currently undeveloped and grass covered. Approximately 4 inches of topsoil consisting of brown to gray, silty sand was encountered at each soil test boring location. 3.2 SUBSURFACE SOIL The soil encountered directly beneath the topsoil at each boring location consisted of gray and tan, fine sand. The fine sand extended to a depth of approximately 121/2 feet below the existing ground surface at the three boring locations. Standard Penetration Test (SPT) N-values in the fine sand ranged from 2 to 4 blows per foot (bpf) in the upper 10 feet of the borings indicating a very loose consistency. At a depth of approximately 121h feet, reddish tan, clayey, fine sand was encountered at each boring location. The clayey sand extended to the boring termination depth of 15 feet below the existing ground surface at the three boring locations. Standard Penetration Test (SPT) N- values in the fine sand ranged from 9 to 15 blows per foot (bpf) in the upper 10 feet of the borings indicating a medium dense consistency. 3 Laboratory testing was performed on representative samples retrieved from the upper 5 feet of the borings in the proposed fueling station construction area. Wash #200 sieve tests indicated that tested samples contained less than 10 percent fine-grained (silt and clay size) particles. Natural soil moisture contents in the upper 5 feet ranged from approximately 8 percent to greater than 18 percent. 3.3 AUGER REFUSAL Auger Refusal is defined as the depth at which the soil test boring can no longer be advanced by conventional soil auger drilling techniques. Auger refusal is a function of the drilling equipment and the production rate. The drill at the site did not encounter auger refusal at the boring locations. 3.4 GROUNDWATER Groundwater levels were measured in all soil test borings at the time of drilling. For safety reasons, the boreholes were backfilled upon completion; therefore, water levels were monitored for a very limited time period. No groundwater was encountered at the time of drilling. The presence or absence of groundwater at a particular time or location does not necessarily mean that groundwater will or will not be present at a different time or location. Seasonal variations in rainfall will cause fluctuations in groundwater levels and influence the presence of water in upper soils. EI 4.0 SITE PREPARATION AND GRADING CONSIDERATIONS Based on the provided information, the proposed construction will consist of a small building, fuel pumps, a canopy and associated paved areas. The development will be located in the northwest portion of the proposed Sam's Club development. We understand that construction plans call for pavements associated with the fueling station to be constructed of automobile duty, PCC paving. 4.1 SITE PREPARATION At the time of our exploration, the portion of the site to contain the proposed fueling station area was undeveloped and grass covered. It is recommended that all surface vegetation, topsoil and highly organic soil be completely removed from the proposed construction area. Based on the boring information, very loose to loose, relatively clean sand will be exposed following topsoil removal. We recommend that as a minimum, the top 36 inches of subgrade soils be densified to meet 98% of Standard Proctor maximum dry density. This may require that the densification be performed in two lifts and will result in an initial removal of 18 inches of the loose sand, densification with a 10-ton smooth drum roller with 8 to 10 passes in at least two directions, and then placement and compaction of the next lift of soil in a similar manner. Subgrade soil that pumps or ruts should be scarified, moisture conditioned, and recompacted or undercut and replaced with properly compacted, engineered fill. We suggest that the construction budget include provisions for localized improvement, or undercutting and replacement of unsuitable soils. 4.2 EXCAVATION CONSIDERATIONS Cuts on the order of 15 feet are expected in the UST area. Based on the boring information, we expect that cuts to the proposed depth may be accomplished with a large trackhoe or similar equipment in good working order. Due to the nature of the on -site soils; an excavation support system will be required to prevent cave-in during excavation of the tank area. Although no groundwater was encountered in the borings during our exploration, the soil profile at the site consists of relatively free draining sand underlain by less permeable clayey sand. The clayey sand stratum was encountered at a depth of approximately 121/2 feet below the existing ground surface at each boring location. Therefore, it is possible that water will be encountered at or below a depth of 10 feet during excavation of the tank area. If encountered, provisions should be made to intercept the seepage with well points or other suitable means. Ww U w Q U w w U . w 5 ®) d 4.3 CONTROLLED STRUCTURAL FILL We recommend that the structural fill at the site be free of organic matter, debris, and other deleterious material. Structural fill should be composed of soil with a Liquid Limit less than 50, a Plasticity Index less that 25, and a maximum dry density greater than 100 pcf. All fill should be compacted to a minimum of 98 percent of the Standard Proctor (ASTM D-698) maximum dry density. In general, fill should be placed at a moisture content within ± 2 percent of the soil's optimum moisture content. We suggest that the project specifications indicate that both fill compaction and moisture content will be required for the acceptance of structural fills. A sufficient number of field density tests should be . performed to evaluate the grading contractor's performance during filling. A commonly used testing frequency is one test per 8 inch lift of fill placed per 2,500 square feet of fill area. Lift thickness of general fills should be limited to 8 inches loose measure. . 4.4 BACKFILLING OF UTILITY TRENCHES Backfilling of storm drain and utility trenches must be performed in a controlled manner to avoid settlement of the fill and cracking of slabs and pavements. We recommend that utility trenches be backfilled with acceptable, engineered fill in 6-inch lifts compacted with appropriate equipment to the project requirements. Uvz w W 4UXw u w m 6 ®)1 d 5.0 FOUNDATION RECOMMENDATIONS Based on the provided information, we understand that a lightly loaded, 1 story building and a canopy are proposed for the fueling station site. Based on a conversation with Mr. David Schatte with Fashion, Inc., canopy column loads are on the order of 25 to 40 kips. When appropriate, shallow foundations typically bear approximately 3 feet below the ground surface. 5.1 CONVENTIONAL FOOTINGS The proposed structures can be supported on conventional spread footings bearing in the on -site, natural soils. This recommendation is based upon the present design concept and the subsurface conditions encountered within the soil test borings. Very loose, fine sand was encountered to a depth of 121/2 feet in the borings performed at the site. Therefore, following excavation of the footing trenches, the exposed soil should be thoroughly densified with appropriate manual equipment. ` We recommend a maximum allowable bearing pressure of 1,500 psf for footing design. Neglecting the upper 1 foot of soil, we recommend a passive earth pressure coefficient (Kp) of 2.4 and a soil total unit weight of 100 pcf in design. An appropriate factor of safety should be applied to the passive earth pressure coefficient during the design phase. The following items should be included in the project specifications in regard to foundation design/construction. 1. The footing bearing surfaces should be observed by a qualified geotechnical engineer to confirm that the exposed material is in compliance with the design bearing capacity. Following excavation, exposed material in the footing trenches should be recompacted as previously described. 2. Due to the characteristics of the on -site soils, the footing excavations will tend to slough. If footing excavations are formed, the space surrounding the footings should be backfilled with soil that is placed v1 thin lifts and compacted to the project requirements. Should seepage be encountered, dewatering with well points or other appropriate methods should be employed so that standing water is not present when placing concrete. Additionally, due to the nature of the on -site soil, excavations will require bracing to maintain stability. 4. Soil exposed in the base of all satisfactory foundation excavations should be protected against any detrimental change in conditions such as disturbance from rain, frost or flooding. Surface runoff should be drained away from the foundation excavations. 5. If possible, all footing concrete should be poured during the same day the excavation is made. If this is not possible, the footing excavation should be adequately protected. Water should not be permitted to collect over newly constructed footings, as the integrity of the footing bearing soil could be compromised. u 6. Site grading plans should provide for positive drainage away from the building and canopy columns. The contractor should be directed to conduct grading operations in such a manner as to provide positive drainage during the construction period. All roof drains should be directed away from foundations and positive drainage should be established and maintained to ;U minimize the amount of surface water entering the near surface soils. y N 7 b1 6.0 FLOOR SLAB SUPPORT We suggest that all ground -supported slabs be founded on a minimum of 4 inches of compacted, open -graded, free -draining, clean granular material in order to achieve more uniform support, and also to act as a capillary break. A maximum particle size of 1 inch is recommended for the underslab granular material. PCA and ACI guidelines should be followed for slab joint spacing, and permanent supports should be used to hold reinforcing or wire mesh in it's proper position. Prior to floor slab construction, we recommend that the exposed subgrade materials be evaluated by the geotechnical engineer. This evaluation may include proofrolling with a loaded dump truck or smooth drum roller. Any soft or unstable areas will require reconditioning or undercutting and replacement as previously described. On most projects, there is a significant delay between initial grading and the time when the contractor is ready to construct the floor slab. Even though the soils may have been placed and compacted adequately during initial grading, exposure to weather, construction traffic, etc., can destroy the integrity of subgrade soils. On many projects, this becomes a point of controversy when remedial work is required for proper floor slab support. We suggest that provisions be included in the project specifications for the contractor to restore the subgrade soils to an acceptable condition, (as discussed in this report) prior to the construction of floor slabs. a 8 7.0 PAVEMENT CONSIDERATIONS Based on the provided information, pavements associated with the proposed fueling station will be constructed of automobile duty, PCC pavement. Based on the boring information, loose, relatively clean sand will be exposed following topsoil removal. Therefore, where clean sand is exposed at subgrade elevation, a 10-ton, smooth drum roller should be used to proofcompact the subgrade soils with a minimum of 8 to 10 passes in at least two directions. Areas containing soft or otherwise unsuitable material should be reconditioned as described in section 4.1 of this report. Following densification of the upper soils, the geotechnical engineer should evaluate the area. The evaluation may include proofrolling of the exposed subgrade with a loaded dump truck or similar pneumatic tire -mounted equipment. Proofrolling would serve to densify the exposed soils and reveal soft or loose areas where undercutting or moisture conditioning of the soil may be required. Based on typical loading intensities (14,600 ESALs) for an automobile parking lot, the minimum rigid pavement section should consist of 4 inches of limerock base and 5 inches PCC pavement. We recommend that a maintenance program be implemented for paved areas. Cracks and joints should be promptly sealed to prevent water infiltration. Contacts between concrete and the existing asphalt pavement may require special attention. All subgrade, base, and pavement 'construction. operations and materials should meet minimum requirements of the FLDOT Standard Specifications for Road and Bridge Construction, latest edition. A joint spacing no greater than 121/2 .feet is recommended for the 5 inch concrete pavement. Typically, during construction due to the movement of heavy equipment and weather conditions, the pavement subgrade becomes disturbed. Prior to construction of pavements, it is essential that the subgrade be restored to a properly compacted condition. The fine-grained component of the subgrade soils will have a tendency to lose shear strength and, consequently, pavement support capability if they are permitted to dry and are later exposed to free water. Thus, proper moisture conditioning of the subgrade prior to placement of the pavement will results in better pavement performance. Restoration of the pavement subgrade should be addressed in the project specifications. 9 8.0 PURGEABLE AROMATIC HYDROCARBONS The following table presents the findings of the requested BTEX tests. The testing did not indicate the presence of volatile substances; therefore, more extensive testing, including TPH tests, was not performed. This program would assist the owner in determining that the work is being carried out in general conformance with the plans and specifications. Construction phase services include testing of construction materials such as compacted fill and concrete. Also included is inspection of structural: steel and engineering observation during the site preparation, and foundation and floor slab construction phases of the project. Testing during the earthwork and foundation construction phases is particularly important since assumptions and recommendations have been made based on the soil test boring area. Confirmation that actual subsurface conditions are comparable to the assumed conditions is an essential part of the subsurface exploration process. 9.1 SUBGRADE OBSERVATION, PROOFROLLING The purpose of proofrolling will be to densify the exposed near -surface soils and also to reveal soft pockets of soil which will require remedial measures. Areas which pump or rut during the proofrolling operations should be undercut or reconditioned. The geotechnical engineer can determine the depth and extent of areas which will require undercutting. 9.2 FILL TESTING We recommend that in -place density tests should be performed in the field by an engineering technician to evaluate the contractor's performance with regard to meeting the project specifications for fill placement. A commonly used testing frequency is one test per 8 to 12 inch lift of fill placed per 2,500 square feet of fill area. The engineering technician can assist the grading contractor in soil moisture content evaluation by performing on -site fill moisture content tests. 9.3 FOUNDATION OBSERVATIONS u W We recommend that each footing excavation be observed and tested by a geotechnical Iffl,W engineer. Such testing is necessary to determine the appropriateness of the bearing level, the XU adequacy of the bearing materials and the conformity of the footing to the specification withqYgtYgP U respect to depth, planned dimensions, cleanliness, etc. 10 ) d 10.0 GENERAL REMARKS / REPORT LIMITATIONS This report has been prepared for the exclusive use of Wal*Mart Stores, Inc. for specific application to the proposed Sams Club #4785 Fueling Station project in Sanford, Florida. All recommendations contained in this report have been made in accordance with generally accepted soil and foundation engineering practices. No other warranties are implied or expressed. The analysis and recommendations submitted in this report are based, in part, upon the data obtained from the soil test borings. The nature and extent of variations between the soil test borings may not become evident until construction. If variations then appear evident, it may be necessary to re- evaluate the recommendations of this report. We emphasize that this report was for design purposes only and may not be sufficient to prepare an accurate bid. Contractors reviewing this report should acknowledge that the discussions and recommendations contained herein are for design purposes. When the plans and specifications are more complete or if significant changes are made in the character of the proposed structures, a consultation should be arranged to review them with respect to prevailing soil conditions. If the geotechnical engineer is not accorded the privilege of making this recommended review, we can assume no responsibility for misinterpretation of our recommendations. 11 A] A1.0 FIELD TESTING PROCEDURES A1.1 SOIL TEST BORINGS Within each soil test boring, split -tube sampling and Standard Penetration Tests (SPT) were performed in accordance with ASTM D-1586. The soil test borings were advanced by mechanically twisting continuous steel, hollow -stem auger flights into the ground. In the soil test borings, soil samples were obtained with a standard 2 inch O.D., 1.4 inch I.D., split tube sampler. The sampler was first seated 6 inches to penetrate any loose cuttings and then driven an additional foot with blows of a 140-pound hammer falling 30 inches. The number of blows N) required to drive the sampler the final foot of penetration is the "Standard Penetration Resistance." The penetration resistance, when properly evaluated is an index to the soil's strength, density, and ability to support foundations. Representative portions of the samples obtained from the split -tube sampler were sealed in airtight containers and transported to our laboratory. In the laboratory, the samples were classified by the geotechnical engineer. The Logs of Boring in the Appendix indicate the soil's description and penetration. A2.0 SUMMARY OF LABORATORY TESTING mited laboratory testing program was conductedInadditiontothefieldexploration, a li to ascertain additional engineering characteristics of the foundation materials. To supplement the visual classification of the soil samples, the following tests were performed: A2.1 NATURAL MOISTURE CONTENT (ASTM D 2216) Natural moisture contents (M%) were determined on selected samples. The natural moisture content is the ratio, expressed as a percentage, of the weight of water in a given amount of soil to tr:e weight of solid particles. The results are indicated in Table One and on the attached boring logs. A2.2 WASH #200 TEST Grain -size tests were performed to determine the soil particle size distribution. The amount of material finer than the No. 200 sieve was determined by washing the sample over that particular size sieve. A2.3 BTEX SW-846,11/86 3RD EDITION Test method 8020/8260 "test method for evaluating solid waste," was performed on representative soil samples from the soil test borings. The BTEX tests were used to determine the amount of benzene, toluene, ethylbenzene, zylenes, and toluene-d8 in the testing samples. A2.5 SAMPLE DISPOSAL Representative samples are stored in our laboratory for further analysis, if desired. Unless otherwise noted, all samples will be disposed of after 30 days. ASFE/The Association of Engineering Firms Practicing in the Geosciences offers the following suggestions and observations to help you manage your risks. A GEOTECHNICAL ENGINEERING REPORT IS BASED ON A UNIQUE SET OF PROJECT -SPECIFIC FACTORS Your geotechnical engineering report is based on a subsurface exploration plan designed to consider a unique set of project -specific factors. These factors typically include: the general nature of the structure involved, its size, and configuration; the location of the structure on the site; other improvements, such as access roads, parking lots, and underground utilities; and the additional risk created by scope -of -service limitations imposed by the client. To help avoid costly problems, ask your geotechnical engineer to evaluate how factors that change subsequent to the date of the report may affect the report's recommendations. Unless your geotechnical engineer indicates otherwise, do not use your geotechnical engineering report: when the nature of the proposed structure is changed, for example, if an office building will be erected instead of a parking garage, or a refrigerated warehouse will be built instead of an unrefrigerated one; 0 when the size, elevation, or configuration of the proposed structure is altered; when the location or orientation of the proposed structure is modified; when there is a change of ownership; or for application to an adjacent site. Geotechnical engineers cannot accept responsibility for problems that may occur if they are not consulted after factors considered in their report's development have changed. SUBSURFACE CONDITIONS CAN CHANGE A geotechnical engineering report is based on condi- tions that existed at the time of subsurface exploration. Do not base construction decisions on a geotechnical engineering report whose adequacy may have been affected by time. Speak with your geotechnical consult- ant to learn if additional tests are advisable before construction starts.Note, too, that additional tests may be required when subsurface conditions are affected by construction operations at or adjacent to the site, or by natural events such as floods, earthquakes, or ground water fluctuations. Keep your geotechnical consultant apprised of any such events. MOST GEOTECHNICAL FINDINGS ARE PROFESSIONAL JUDGMENTS Site exploration identifies actual subsurface conditions only at those points where samples are taken. The data were extrapolated by your geotechnical engineer who then applied judgment to render an opinion about overall subsurface conditions. The actual interface between materials may be far more gradual or abrupt than your report indicates. Actual conditions in areas not sampled may differ from those predicted in your report. While nothing can be done to prevent such situations, you and your geotechnical engineer can work together to help minimize their impact. Retaining your geotechnical engineer to observe construction can be particularly beneficial in this respect. A REPORT'S RECOMMENDATIONS CAN ONLY BE PRELIMINARY The construction recommendations included in your geotechnical engineer's report are preliminary, because they must be based on the assumption that conditions revealed through selective exploratory sampling are indicative of actual conditions throughout a site. Because actual subsurface conditions can be discerned only during earthwork, you should retain your geo- technical engineer to observe actual conditions and to finalize recommendations. Only the geotechnical engineer who prepared the report is fully familiar with the background information needed to determine whether or not the report's recommendations are valid and whether or not the contractor is abiding by appli- cable recommendations. The geotechnical engineer who developed your report cannot assume responsibility or liability for the adequacy of the report's recommenda- tions if another parry is retained to observe construction. GEOTECHNICAL SERVICES ARE PERFORMED FOR SPECIFIC PURPOSES AND PERSONS Consulting geotechnical engineers prepare reports to meet the specific needs of specific individuals. A report prepared for a civil engineer may not be adequate for a construction contractor or even another civil engineer. Unless indicated otherwise, your geotechnical engineer prepared your report expressly for you and expressly for purposes you indicated. No one other than you should apply this report for its intended purpose without first conferring with the geotechnical engineer. No party should apply this report for any purpose other than that originally contemplated without first conferring with the geotechnical engineer. GEOENVIRONMENTAL CONCERNS ARE NOT AT ISSUE Your geotechnical engineering report is not likely to relate any findings, conclusions, or recommendations about the potential for hazardous materials existing at the site. The equipment, techniques, and personnel used to perform a geoenviron mental exploration differ substantially from those applied in geotechnical engineering. Contamination can create major risks. If you have no information about the potential for your site being contaminated, you are advised to speak with your geotechnical consultant for information relating to geoenvi ron mental issues. A GEOTECHNICAL ENGINEERING REPORT IS SUBJECT TO MISINTERPRETATION Costly problems can occur when other design profes- sionals develop their plans based on misinterpretations of a geotechnical engineering report. To help avoid misinterpretations, retain your geotechnical engineer to work with other project design professionals who are affected by the geotechnical report. Have your geotech- nical engineer explain report implications to design professionals affected by them, and then review those design professionals' plans and specifications to see how they have incorporated geotechnical factors. Although certain other design professionals may be fam- iliar with geotechnical concerns, none knows as much about them as a competent geotechnical engineer. BORING LOGS SHOULD NOT BE SEPARATED FROM THE REPORT Geotechnical engineers develop final boring logs based upon their interpretation of the field logs (assembled by site personnel) and laboratory evaluation of field samples. Geotechnical engineers customarily include only final boring logs in their reports. Final boring logs should not under any circumstances be redrawn for inclusion in architectural or other design drawings, because drafters may commit errors or omissions in the transfer process. Although photographic reproduction eliminates this problem, it does nothing to minimize the possibility of contractors misinterpreting the.logs during bid preparation. When this occurs, delays, disputes, and unanticipated costs are the all -too -frequent result. To minimize the likelihood of boring log misinterpreta- tion, give contractors ready access to the complete geotechnical engineering report prepared or authorized for their use. (If access is provided only to the report prepared for you, you should advise contractors of the report's limitations, assuming that a contractor was not one of the specific persons for whom the report was prepared and that developing construction cost esti- mates was not one of the specific purposes for which it was prepared. In other words, while a contractor may gain important knowledge from a report prepared for another party, the contractor would be well-advised to discuss the report with your geotechnical engineer and to perform the additional or alternative work that the contractor believes may be needed to obtain the data specifically appropriate for construction cost estimating purposes.) Some clients believe that it is unwise or unnecessary to give contractors access to their geo- technical engineering reports because they hold the mistaken impression that simply disclaiming responsi- bility for the accuracy of subsurface information always insulates them from attendant liability. Providing the best available information to contractors helps prevent costly construction problems. It also helps reduce the adversarial attitudes that can aggravate problems to disproportionate scale. READ RESPONSIBILITY CLAUSES CLOSELY Because geotechnical engineering is based extensively on judgment and opinion, it is far less exact than other design disciplines. This situation has resulted in wholly unwarranted claims being lodged against geotechnical engineers. To help prevent this problem, geotechnical engineers have developed a number of clauses for use in their contracts, reports, and other documents. Responsi- bility clauses are not exculpatory clauses designed to transfer geotechnical engineers' liabilities to other parties. Instead, they are definitive clauses that identify where geotechnical engineers' responsibilities begin and end. Their use helps all parties involved recognize their individual responsibilities and take appropriate action. Some of these definitive clauses are likely to appear in your geotechnical engineering report. Read them closely: Your geotechnical engineer will be pleased to give full and frank answers to any questions. RELY ON THE GEOTECHNICAL ENGINEER FOR ADDITIONAL ASSISTANCE Most ASFE-member consulting geotechnical engine -r- Ing firms are familiar with a variety of techniques and approaches that can be used to help reduce risks for all parties to a construction project, from design through construction. Speak with your geotechnical engineer not only about geotechnical issues, but others as well, to learn about approaches that may be of genuine benefit.
