SITE AGREEMENT
THIS SITE AGREEMENT (the "Site Agreement") is made as of the latter signature date hereof (the
Execution Date'), to Master Site Agreement ("MSA") dated August 17, 1999 by and between NEXTEL
COMMUNICATIONS, INC., (together with its successors, permitted assigns and communications
affiliates that may hereafter enter into a Site Agreement, hereinafter collectively referred to as
Nextel') and AT&T WIRELESS SERVICES, INC. DB/A AT&T WIRELESS SERVICES, a
Delaware corporation (hereinafter referred to as "AT&T"). Unless otherwise defined herein, capitalized
terms shall have the meaning set forth in the MSA. The parties agree that except as otherwise set forth
herein, the terms and conditions of the MSA shall govern the relationship of the parties under this Site
Agreement and that the MSA is incorporated herein by reference. In the event of a conflict or inconsistency

EXECUTIVE SUMMARY
Central Sanford Tower
KCI Technologies, Inc. has completed a structural analysis of the Central Sanford
Tower, site number FI-2078. Nextel is proposing to add appurtenances to the
tower.
KCI studied a single loading case, which consisted of the existing, proposed and
future appurtenances with a 120-mph (3-second gust) wind loading per the 2004
Florida Building Code for Seminole County. This analysis assumes the proposed
transmission lines shall be mounted inside the monopole. Future lines shall be
mounted outside the monopole in a flush configuration.
The results of this analysis indicate that none of the tower structural members will
exceed the allowable stress limits established by the TIA/EIA-222-F standard for
the proposed appurtenance configuration at the specified loadings.
The purpose of this report is to assess the feasibility of adding antennas and
transmission lines to the existing structure, including whether or not structural
modifications are required. Any modifications recommended herein are
conceptual only. This is not a construction document. This report may not be
suitable for bidding and definitely is not a substitute for complete and properly
engineered plans/specifications required to accomplish any recommended

A.PURPOSE/BACKGROUND
Central Sanford Tower
Pursuant to the request of Mr. Robert House with Teleworx, representing Nextel,
KCI Technologies, Inc. was retained to conduct a structural analysis of the Central Sanford
Tower. Nextel is proposing to add appurtenances to the tower. Teleworx provided the
following information:

Tower design plans by EEI, Job No. FL 1413, dated January 5, 1995.
B. CONDITIONS INVESTIGATED
The 180-ft monopole was designed and manufactured by EEI.
The Central Sanford tower is located at 411 W. 14th St., Sanford, Seminole County, Florida.
KCI analyzed the monopole with a proprietary spreadsheet and STAAD Software by
Research Engineers Inc.
KCI examined a single loading case including the existing, proposed and future
appurtenances.

C. APPLICABLE CODES AND PROVISIONS OF ANALYSIS
KCI utilized the following codes and criteria to conduct the structural analysis:

Allowable unit stresses and minimum safety factors used to evaluate the integrity of the
structure were also in accordance with the above standard.
The following assumptions were made in the analysis:
1. The tower has been erected and maintained according to the manufacturer's plans
and specifications.
2. The structural integrity of the tower has not been compromised.
3. All connections and fasteners are in accordance with AISC specifications.
4. This analysis assumes the proposed transmission lines shall be mounted inside the
monopole. Future lines shall be mounted outside the monopole in a flush configuration.
5. All information provided by Teleworx and Nextel is accurate and correct.
D. RESULTS
KCI has determined that none of the structural components of the Central Sanford Tower
will exceed the allowable stress limits established by TIA/EIA-222-F for the loading case
detailed herein.

KCI does not believe these overstresses are severe enough to warrant modifications.
KCI believes that 5.7% overstress on the foundations is not substantial enough to warrant
modifications. Most good foundation designs use a higher safety factor than required in
the soil strength and the foundation design itself.
