HomeMy WebLinkAbout08-26-2024 WS MinutesCITY COMMISSION MINUTES AUGUST 26, 2024 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, August 26, 2024, at 4:50 PM, at the City Commission Chambers, I" Floor, Sanford City Hall, 300 North Park Avenue, Sanford, Florida. Present: Mayor Art Woodruff Vice Mayor Patty Mahany Commissioner Sheena Britton Commissioner Kerry S. Wiggins, Sr. Commissioner Patrick Austin City Manager Norton N. Bonaparte, Jr. Assistant City Attorney Lonnie N. Groot City Clerk Traci Houchin Deputy City Clerk Cathy LoTempio Absent: City Attorney William L. Colbert Mayor Woodruff called the meeting to order at 4:50 PM. 1. Discussion RE: FY2024/2025 Budget and Employee Salary Survey Elizabeth Jones, Performance Manager Coordinator, provided the results from the City Employees Pay Plan Survey. Human Resources and Risk Management Director, Sharon Kraynik, provided additional information regarding the Pay Plan Survey and informed the Commission there are computers located in the Human Resources Department for City Staff to use for surveys and evaluations, along with staff for assistance. Mayor Woodruff suggested keeping the merit pay increases. Ms. Kraynik said the merit is a portion of the pay increases. Mayor Woodruff asked to confirm the additional positions for a Training Lieutenant, Firefighters for Station 40, the Utilities Valve Tech and Utilities Vacuum Tech are included in the next fiscal year budget. Cindy Lindsay, Finance Director confirmed that they are included. CITY COMMISSION MINUTES AUGUST 26, 2024 WORK SESSION The Commission inquired about the Media Specialist position. Ms. Kraynik said she and Lisa Holder, Chief Communication and Cultural Affairs Administrator have been compiling information from other Cities. The position that was created is right in line with the pay ranges and responsibilities. Ms. Kraynik will provide the draft job description to the Commission. Commissioner Austin suggested that Union negotiations should start soon. Mayor Woodruff suggested the Union negotiations should start in October with a one- year contract. He said there is language in the contract that allows the City to adjust the pay scale during the term of the contract. Commissioner Austion said the City is not even in the ballpark for public safety personnel. Vice Mayor Mahany expressed concerns with funding raises with reserves when the City is trying to increase the reserves. She suggested the Chiefs should not be involved in the Union Negotiations. Mr. Bonaparte said the Chiefs know what the departments want, and they want to be involved with the negotiations. Mayor Woodruff said the City has a new Human Resources Director that will be involved as well. 2. Discussion RE: Potential Use of the Former Catalyst Site Mr. Bonaparte asked if the Commission for recommendations on renaming the three properties across from the Civic Center. After much discussion on what to do with the properties, Chris Smith, Project Manager, Urban Developer, suggested the City put together a micro master plan, with ideas for what the Commission would like to see in these locations. He said the Commission should have ideas because CITY COMMISSION MINUTES AUGUST 26, 2024 WORK SESSION the public could suggest anything from a Ferris wheel to a swimming pool. The Commission asked staff to bring information back to another meeting with suggestions for a Request for Purchase (RFP) for them to review. Then the Commission can have a Town Hall meeting with the public for ideas. They all agreed that they do not want to waste the resident's time. Mayor Woodruff suggested leaving the grass lot alone for the rowel FIN Me 3. Discussion RE: Utility Rate Adjustment Bill Marcous, Utilities Support Services Manager, said the current Utility Rate Adjustment is based on the Consumer Price Index (CPI). The City needs to go beyond the current rate and increase the wastewater rates 6% and the water rates 9%. This requires the City inform the residents of this increase. Shawn Ocasio, Consultant of Raftelis, provided additional information regarding the adjustments. Commissioner Britton asked if this adjustment could be postponed until after the new water meters have all been installed. Mr. Marcous said the project will not be complete until next year. Mr. Marcous suggested to discuss this further in October. Commissioner Austion suggested putting a notice in the resident's water bills and discussing this at future meeting. Commissioner Britton suggested placing this on all social media sites. 4. Discussion RE: Open for Business Action Plan This discussion has been continued to the September 9, 2024, Work Session. 5. Regular Meeting Item CITY COMMISSION MINUTES AUGUST 26, 2024 WORK SESSION 0 Potential litigation involving 1,4 dioxane contamination and potentially responsible parties.
