Meeting called to order by Mayor Woodruff. The meeting was called to order by Mayor Woodruff at 4:06 PM, at which time he turned the meeting over to Sanford Airport Authority Jennifer Dane, who called the meeting to order for the Sanford Airport Authority (SAA). 2. Call to order of SAA Board Meeting 3. Advertisement of Joint Meeting with the City of Sanford 4. Agenda Items A. Consider approval of the Sanford Airport Authority Board (SAA) FY25 Operating and Capital budgets, including the Employee and Wage Schedule (October 1, 2024 — September 30, 2025) Gino Martinez provided a power point presentation for the SAA FY 2024/2025 Operating and Capital Budgets. In September 2023 the SAA Board of Directors voted to terminate the Orlando Sanford International, Inc., (OSI), Operating and Maintenance Agreement. He shared the economic impact of the airport, community development, and terminal transition. According to the FY24 forecast the total number of passenger history is assumed to increase by 1%. December 2024 is expected to be the highest number of holiday traffic ever. Mr. Martinez reviewed the FY25 budget summary, operating revenue and expenses, revenue expenses and behaviors, and a budget overview. Some of the major drivers are the SAA parking rate increase to cover new Parking Access Revenue Control System (PARCS) infrastructure, terminal related passenger revenues and no new positions requested. The FY25 operating revenues total $35.9M which includes: other leases and miscellaneous, terminal CITY COMMISSION MINUTES AUGUST 26, 2023 SPECIAL JOINT MEETING revenue and airfield revenue. The FY25 operating expenses total $32.5M which includes: salaries and benefits, professional and contact services, repairs and maintenance, utilities, and 1111-111011,1403 Jeremy Owens provided brief descriptions of the SAA capital projects, terminal renovations, vehicle replacements, repairs and maintenance of the OSI deferred maintenance, HVAC upgrades, roof replacement/repairs, concrete drive replacement, PARCS Infrastructure, and Airline Common Use System (ACUS) Passenger Processing System Upgrade. Nicole Martz provided additional information regarding the OSI deferred maintenance repairs. Mr. Marinez said the Annual Aerospace and Aviation Day is in January 2025. Other Business 5. Adjournment of SAA Meeting There being no further business, Ms. Dane adjourned the SAA portion of the meeting at 4:38 PM. 6. Continuation of Joint Meeting Mayor Woodruff resumed the City Commission portion of the meeting at 4:38 go 7. Commission Comments Commissioner Austin moved to approve the SAA FY 2024/2025 Operating and Capital budget including the Employee and Wage Schedule (October 1, 2024 — September 30, AUGUST 26, 2023 SPECIAL JOINT MEETING 2025).
