HomeMy WebLinkAbout07-22-2024 WS MinutesCITY COMMISSION MINUTES JULY 229 2024 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, July 22, 2024, at 5:00 PM, at the City Commission Chambers, 1" Floor, Sanford City Hall, 300 North Park Avenue, Sanford, Florida. Present: Mayor Art Woodruff Vice Mayor Patty Mahany Commissioner Sheena Britton Commissioner Kerry S. Wiggins, Sr. Commissioner Patrick Austin City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert City Clerk Traci Houchin Deputy City Clerk Cathy LoTempio Mayor Woodruff called the meeting to order at 5:23 PM. 1. Discussion RE: Continued Resolution No. 2024-3257, Amendment to Certain Utility Miscellaneous Fees and charges for the City's Water and wastewater Utility System. [Commission Memo 24-201] (RM 8.G) Bill Marcous, Utility Support Services Manager, said the Utilities Department offers residents extensions on their bills if they contact Utilities. They offer payment plans and provide additional financial assistance advice for residents. Mr. Marcous said Utilities has been issuing credit's and the crews are installing 100 new meters daily. Mr. Marcous introduced Shawn Casio from Raftelis who provided the Commission with comparisons with other Cities in the area. He said the increases are based on a cost -based approach, where the fees are built based upon materials, time and labor. He said the customer deposit fees are a bit dated. Mayor Woodruff asked if the CITY COMMISSION MINUTES JULY 229 2024 WORK SESSION City offers waiving the deposit fee based on a good credit score. Mr. Marcous said no the City no longer offers that; everyone pays a deposit now. Mayor Woodruff and Commissioner Austin expressed concerns of the reconnect fee. Mr. Ocasio provided some additional information. Mayor Woodruff asked if there is a way the City could put verbiage in the water bills that says to please call us if you are going to pay late. After a brief discussion, the consensus is to hold off on increasing the Customer Residential Service Fees until the water meter project is complete. In addition, the Commission suggested Utilities work on customer service. 2. Regular Meeting Items — additional information. 3. Briefing Items Vice Mayor Mahany had some questions regarding the Memorial Highway Renaming. Mayor Woodruff said it is just a sign they are installing, not re- naming the road. Commissioner Austin said Public Hearing Items 7.A-1 and 7.A-2 will be continued to August 12, 2024, at tonight's meeting. 4. City Manager Comments Commissioner Britton suggested moving the Commission reports to the beginning of the meeting so the public that attend the meetings can hear their reports, especially when the meetings run late. Mayor Woodruff said he would have to think about that. She asked Commissioner Britton if she would help pick out the colors. Mr. Bonaparte suggested Vice Mayor Mahany come back with a cost. Mayor Woodruff suggested moving forward with Live Local.
