WORK SESSION
The City Commission of the City of Sanford, Florida, met in Work
Session on Monday, August 12, 2024, at 4:00 PM, at the City Commission Chambers, I"
Floor, Sanford City Hall, 300 North Park Avenue, Sanford, Florida.

City Attorney William L. Colbert

Mayor Woodruff called the meeting to order at 4:00 PM.
He pointed out to all that Seminole County Commissioner, Andrea Herr, was in the
audience this evening.
1. Discussion RE: Implementing Vision Zero Action Plan by Adam Mendenhall,
Planning Manager.
Mr. Mendenhall provided a PowerPoint presentation which gave insight to the
Vision Zero Action Plan. This plan is being supported by MetroPlan Orlando, Federal
Department Of Transportation (FDOT) and local Governments. Mr. Mendenhall asked
the City Commission to consider adopting a resolution in support of the initiative.
Commissioner Austin asked that he check into a few plans that are under way for the City
of Sanford and see how they would fit into this. Mr. Mendenhall said that he would check
into it. He also stated that he will provide a resolution for consideration at the next
regular meeting.

2. Discussion RE: Open for Business Policy
Tony Raimondo, Director of Development Services provided a PowerPoint
presentation outlining the current policy model that was implemented in 2012, although
this model has not been followed since 2019, mainly due to technology and COVID. In
moving forward with an action plan that could help this process run smoother for the
customer, Mr. Raimondo is looking to implement: Central Square Software, AI Review
and hire an Ombudsman. Several business owners spoke and expressed dissatisfaction
with the City's building and permitting process. The Commission agreed to have staff
work on an action plan and present it at the next work session.
3. Discussion RE: FY 2024/2025 Budget
This item was continued until the next scheduled Work Session.

5. Briefing Items
Brady Lessard, Economic Development Director distributed a handout and
presented a PowerPoint presentation depicting the monetary figures on the Sanford
Waterfront Partners (SWP) side as well as the City of Sanford. This will be an action
item on tonight's agenda.
6. City Manager Comments
There being no further business, the meeting adjourned at 6:21 PM.
