To qualify for exemption under this subsection, an owner must personally appear and sign the building permit application. State law requires construction to be done by licensed contractors. You have applied for a permit under an exemption to that law. The exemption allows you, as the owner of your property, to act as your. own contractor with certain restrictions even though you do not have a license. You must provide direct, onsite supervision of the construction yourself. You may build or improve a one -family or two-family residence or a farm outbuilding. You may also build or improve a commercial building, provided your costs do not exceed $25,000. The building or residence must be for your own use or occupancy. It may not be built or substantially improved for sale or lease. If you sell or lease a building you have built or substantially improved yourself within 1 year after the construction is complete, the law will presume that you built or substantially improved it for sale or lease, which is a violation of this exemption. Dear Property Owner(s): Upon investigation of a complaint, it was discovered that the garage owned by you at the address referenced above appears to be in an unsafe and unsanitary or dilapidated condition. It is a violation of Sanford City Code, Chapter 6, Article II and Chapter 14, Section 14-1 to allow such structures to remain in disrepair. Failure to comply with city codes could result in further action by the Sanford Code Enforcement Board which has the authority to levy fines of up to $250.00 per day for each day a violation is allowed to exist. Condemnation procedures can also be started against the property that would require the owner to repair or remove the structures or else the city would remove the structures in violation at the owners expense with all expenses being collected as alien upon the property. Sincerely, Q&��D Tim Orioles Code Enforcement Officer "The Friendly City" In response to the letter dated April 2, 2003 from the City of Sanford Code Enforcement Division, addressed to the owner of 904 Willow Ave., concerning a complaint of a residential automobile garage on this property being in disrepair, it is the desire of the owner to remedy this situation by repairing this structure. The garage in question is a single -story, wood frame building with both roof and exterior walls comprised of metal sheeting. The exterior measurements of this structure are: twelve (12) feet wide X eighteen (18) feet long. The interior height is seven (7) feet. Admittedly, due to time and neglect, there presently exists a need to make significant repairs to this structure. Although originally intended for use as an automobile garage, this structure has not served this function in many years. It presently serves the purpose of general storage and, if repaired, would have no exit door onto the alley. A random check of the cost of prefabricated buildings of this size and type suggests a value of approx. $ 3,000.00. Using new as well as salvaged lumber, sheeting and other materials, the owner anticipates being able to acceptably rehabilitate this structure for less than $500.00. Because this structure was the subject of a complaint, it is reasonable that the proposed repairs to this building result in a structure that meet reasonable requirements as to both appearance and safety. Although, if the owner is allowed to repair this structure as proposed, it will not be possible to certify its structural strength and integrity as in the case of a new and engineered building, every effort will be made to effect repairs and incorporate techniques so as to maximize wind and load resistance. The owner feels this to, be in the best interest of everyone concerned. The owner propose to adhere to the following general guidelines: Principle 1. Roofs literally tie a structure together. As long as a roof stays secure, a building will likely not have catastrophic wind damage. Experience and research have shown that flat roofs are vulnerable to high winds. In an effort to reduce the uplifting wind forces on the roof, the roof pitch should be not less than 25 to 30 degrees. Hip roofs should be used, since this shape of roof has been found to be more hurricane resistant than the gable type of roof. Where gable roofs are used they should be strongly constructed. The best modern building codes require hurricane straps - simple, inexpensive metal strips that wrap around the rafters, cross the top plate, and connect to the studs in the walls. Some engineers recommend that the straps also tie the studs to the building's foundation. Roof overhangs also experience high local pressures and, where possible, these should be kept to a minimum or removed completely. Owners Proposal: The existing garage roof is of the "shed" or gable type. Also, the pitch of the existing roof is less than 25 degrees. (a) Using hurricane straps at both ends of each field constructed rafter, the main roof will be securely fixed to the top plate, as well as the supporting wall stud (see typical drawing # 1). (b) The existing overhang will be reduced to six (6) inches. (c) Bracing consisting of 2x4s will be run the entire length of the roof. (d) Galvanized ring -shank nails will be used to attach the 3/8" plywood sheeting to the roof. (e) The finished roof will be 3/8" plywood covered by painted tin sheeting. Appropriate screws will be used to attach the tin material to the roof. (f) Galvanized tie -down straps will be used to supplement the connection of new and existing vertical 2"X4" wall studs to the existing top and bottom framing plates. (g) Four (4) - 30" double 4" disk earth anchors will be used to secure building in place. On two story construction, upper panels shall be attached to the top member of the upper double top plate and to band joist at bottom of panel. Upper attachment of lower panel shall be made to band joist and lower attach- ment made to lowest plate at first floor framing. Lowest plate of first floor framing shall be attached to foundation with bolts or connectors of sufficient capacity to resist the uplift forces developed in the wood structural panel sheathed or sided walls. 5. Panel attachment to framing shall be as illustrated in Figure 305S1. 6.
