REGULAR MEETING
The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, September 9, 2024, at 7:00 PM, in the City Commission Chambers, City Hall, 300 North
Park Avenue, Sanford, Florida.

B. Public comment and questions on the proposed millage rate and budget.

C. Approve Resolution No. 2024-3287, adopting the millage rate of 7.325 for the fiscal
year beginning October 1, 2024, and ending September 30, 2025.
Commissioner Austin approved Resolution No. 2024-3287. Seconded by

D. Approve Resolution No. 2024-3288, establishing the budget and capital
improvement plan, presented for the fiscal year beginning October 1, 2024 and
ending September 30, 2025.
Commissioner Austin moved to approve Resolution No. 2024-3288. Seconded by
Commissioner Wiggins and carried by vote of the Commission as follows:

E. Mayor Woodruff announced the final hearing of the City's 2024/2025 millage and
budget will take place on Monday, September 23, 2024, at 7 PM in the City
Commission Chambers at Sanford City Hall.
Mayor Woodruff explained the procedure for public participation.
7) CONSENT AGENDA: [Commission Memo 23-163]
Commissioner Austin pulled Consent Item 6.M for additional information.
A. Approve to declare surplus and authorize the auction of a vessel obtained by the
City located in the Sanford Downtown Marina.
B. Approve the procurement to Tetra Tech, Inc., (Tetra Tech) in the amount of
$217,644 for consulting services and contract assistance for the North Wastewater
Reclamation Facility (NWRF) traveling bridge sand filter retrofit.
C. Approve the procurement to Guardian, Inc., in the amount of $60,400 for High-

Intensity Polyethylene Vertical Single Wall Sodium Hypochlorite Tanks.
D. Approve the procurement of services, in the amount of $42,000, Pinnacle Ozone
Solutions, LLC, for ozone services to the ozone system located at the Auxiliary
Fort
E. Approve the procurement to Tencarva Machinery Company, LLC (dba Hudson
Pump and Equipment), in the amount of $174,277 for replacement pumps for the
wastewater systems.
F. Approve the special event permit application, with a noise permit, for the `Seminole
High School Homecoming Parade', from 4 - 7 PM on Thursday, October 3, 2024,
with street closures from 1 — 8 PM.
G. Approve a date change on the already approved special event permit application,
for the `TD Bank Grand Opening', from 9 AM — I PM, on Saturday, September 21,
2024, with a new date of Saturday, October 5, 2024.
H. Approve the special event permit application, with a noise permit, and an alcohol
permit, for the 'Specialty Pop Up Events and DesdreCero BikeNight', from 11 AM
— 11 PM on Saturday October 12, 2024, with use of the Decision Tactical parking
lot as event space from 9:30 AM —11:30 PM.
I. Approve the special event permit application, for the `Fast, Fun, and Free Flu Shots
at Centre Care', from 10 AM —1 PM, on Monday, October 14, 2024.

Bishop Duncan expressed his concern with communications when he applied for a
grant with the Community Development Block Grant.

Commissioner Wiggins thanked staff for prompt responses when he asks for
Commissioner Austin invited everyone to attend the District 3 Groundbreaking for
the new Advent Health Center.
Vice Mayor Mahany inquired about the Seminole County Commission taking a
referendum to voters regarding no changes of use can be made to County Parks or public spaces
without a super majority vote of the public voters. She mentioned that the City of Altamonte
Springs and the City of Oviedo raised their milage rate to help fund public safety personnel.
Mayor Woodruff attended half of the Sanford Speaks event. He'said-it was one of
the best events yet. He mentioned there was a citizen at his table who said the City of Sanford is a
small town with big City amenities.
