The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, October 14, 2024, at 7:00 PM, in the City Commission Chambers, City Hall, 300 North
Park Avenue, Sanford, Florida.

6) CONSENT AGENDA [Commission Memo 24-292]
A. Approve a procurement to Moore Stephens Lovelace, P.A., in the amount of $76,000 for
Fiscal Year 2024 auditing services.
B. Approve a budget transfer within the Community Redevelopment Agency (CRA) budget
in the amount of $12,200 from the Grants account line to the Operating account line.
C. Approve a budget transfer within the Community Redevelopment Agency (CRA) budget
in the amount of $150,000 from the Grants account line to the Improvements Other Than
Buildings account line.

D. Approve a procurement to Universal Engineering in the amount of $250,000 for FY
2024/2025 for consulting services including but not limited to, plan review and inspection
services in the Building Division of Development Services Department.
E. Approve a special event permit application, with a noise permit, and an alcohol permit, for
the `Turkey Torque Fest", from 11 AM — 5 PM on Saturday, November 30, 2024.
F. Approve a special event permit application, with a noise permit, for `Sanford Joyfest', from
6 — 8 PM, with a street closure from Noon — 9 PM, on Thursday, December 12, 2024.
G. Approve the donation of $1,000 to Vibrant Families Inc., (VFAM) for a public purpose,
from the Police Department Promotional funds.
H. Approve the contract with the University of North Florida (UNF), the grantor of the Florida
Department of Transportation (FDOT) with the City being a subgrantee, receiving the sum
of $16,563.67, regarding the High Visibility Enforcement (HVE) Pedestrian and Bicycle
Safety Program, when the Police Department conducts the operations that are subject of
the proposed contract.
I. Approve the budget transfer, in the amount of $3,300 for the sponsorship for the Central
Florida Zoo, for a public purpose, for the Asian Lantern Festival: Into the Wild, from the
City Clerk's Promotional funds.

of the property calculated by the Seminole County Property Appraiser, David

J. Approve Resolution No. 2024-3306, relating to the revisions of the utility fees and
charges for the City's water, wastewater (sewer), and reclaimed water utility

Federal Fiscal Year 2024 COPS Hiring Grant Program, with the award of $625,000,
with a local match of $961,340 over a four-year grant period. Funding has been

9) CITY ATTORNEY' S REPORT.
10) CITY CLERK'S REPORT.
Ms. Houchin said the Commission needs to reappoint/appoint board members on
the following Boards: Museum Board (two appointments), Fire Fighter Pension (one
reappointment and one appointment to replace Rick Russi), and the Police Pension Board (one
reappointment).

Board, and David White to the Police Pension Board. Seconded by Commissioner Wiggins and

11) CITY MANAGER'S REPORT.
Milton.
Mr. Bonaparte commended City staff for all their assistance regarding Hurricane
Mayor Woodruff requested to extend the Executive Order until the water recedes.

Darlene Campbell expressed frustration when contacting Code Enforcement. She
stated that the property has been brought up to code and requested the Commission waive the
$5,000 fine. Tony Raimondo said the property had not been brought up to code and explained the
process.
Shantell Williams and Cobbin McGee from 501 and 503 Sanford Avenue began to
address the Commission. Lonnie Groot, Assistant City Attorney, recommended the Commission
should not engage in conversation with Ms. Williams and Mr. McGee, as this is a pending litigation
case. He said four Judges from Seminole County have recused themselves from this case. The
litigation has been moved to the Brevard County Courthouse. Ms. Williams and Mr. McGee
expressed their concerns.

Commissioner Britton thanked all City staff who assisted in the Hurricane Milton
Cleanup. She requested Mr. Bonaparte to get in touch with the Florida Department of
Transportation, for information regarding the project on SR 46 and pass the information on to the
Commission. She inquired about the cross -training of City staff. She asked Mayor Woodruff to

look into placing Citizen's Participation at the beginning of some meetings. She suggested the
Commission respect all residents that speak at the meetings. She asked the Commission to approve
using $1,500 from the District 1 fund for the Jazzmaz special event as a public purpose.

Vice Mayor Mahany asked Cindy Lindsay, Finance Director, to provide her with
the total amount available in the District 4 Commission Funds. She thanked the City staff for the

amazing job that was done for Hurricane Milton.
Mayor Woodruff asked Robert Beall, Parks and Grounds Manager, to update the
Commission on the grant that the City applied for. Mr. Beall said the Trail Head Grant was
approved. The City would be receiving $400,000 for trailhead cleanup.
Mayor Woodruff suggested City staff assist the Homeowners Associations when
they are building new subdivisions, to ensure the roads and drainage are up to the City Code.
There being no further business, the meeting was adjourped a19:21 PM.
