BUSINESS OF THE COMMISSION: Mayor Woodruff asked for a motion to excuse Commissioner Austin from tonight's CITY COMMISSION MINUTES OCTOBER 149 2024 REGULAR MEETING meeting. Vice Mayor Mahany moved to excuse Commissioner Austin from tonight's meeting. Approve a procurement to Moore Stephens Lovelace, P.A., in the amount of $76,000 for Fiscal Year 2024 auditing services. B. Approve a budget transfer within the Community Redevelopment Agency (CRA) budget in the amount of $12,200 from the Grants account line to the Operating account line. C. Approve a budget transfer within the Community Redevelopment Agency (CRA) budget in the amount of $150,000 from the Grants account line to the Improvements Other Than Buildings account line. Approve a procurement to Universal Engineering in the amount of $250,000 for FY 2024/2025 for consulting services including but not limited to, plan review and inspection services in the Building Division of Development Services Department. E. Approve a special event permit application, with a noise permit, and an alcohol permit, for the `Turkey Torque Fest", from 11 AM — 5 PM on Saturday, November 30, 2024. F. Approve a special event permit application, with a noise permit, for `Sanford Joyfest', from 6 — 8 PM, with a street closure from Noon — 9 PM, on Thursday, December 12, 2024. G. Approve the donation of $1,000 to Vibrant Families Inc., (VFAM) for a public purpose, from the Police Department Promotional funds. H. Approve the contract with the University of North Florida (UNF), the grantor of the Florida Department of Transportation (FDOT) with the City being a subgrantee, receiving the sum of $16,563.67, regarding the High Visibility Enforcement (HVE) Pedestrian and Bicycle Safety Program, when the Police Department conducts the operations that are subject of the proposed contract. I. Approve the budget transfer, in the amount of $3,300 for the sponsorship for the Central Florida Zoo, for a public purpose, for the Asian Lantern Festival: Into the Wild, from the City Clerk's Promotional funds. Second reading of Ordinance No. 2024-4805, repealing Ordinance No. 2021-4580 (repeal of grant under Supplemental Economic or Tourism Development Incentive Program due to failure of grantee to adhere to agreement and Program requirements); City to receive the full City tax revenue based on the assessed value of the property calculated by the Seminole County Property Appraiser, David Johnson; Ad published October 13, 2024. A. Approve the procurement of a new fire rescue/ambulance in preparation of the opening of Fire Station 40 from Ten-8 Fire Safety LLC, in the amount of $373,925, with the City Manager allowed to exceed this amount by 10%. Approve Resolution No. 2024-3302, to amend the budget in the amount of $2,163,762 for the City's contribution from the FY 2024/2025 Stormwater fund, for the Economic Development Administration (EDA) grant for flood protection of the existing seawall around certain areas of Marina Isle and the Downtown Sanford Marina. Approve Resolution No. 2024-3303, amending the budget in the amount of $400,000, to purchase a modular building, with a ramp and other ADA requirements, to house the Goldsboro Front Porch Council, Inc. (GFPC), demolish the existing trailers on City property and provide all utilities (water, sewer, and power) to the new modular building. Approve Resolution No. 2024-3304, to amend the budget in the amount of $64,500 to increase the Building Division funds from past fiscal year projects that ran into FY 2024/2025. Approve Resolution No. 2024-3305, to amend the budget in the amount of $950 for brick engraving and sealant at Veteran's Memorial Park, from the funds that have been collected from veterans, family members, and friends who have purchased bricks. Approve Resolution No. 2024-3306, relating to the revisions of the utility fees and charges for the City's water, wastewater (sewer), and reclaimed water utility system. [Commission Memo 24-305] — Administrative matter. After a brief discussion, Vice Mayor Mahany moved to continue Resolution No. 2024-3306 to the October 28, 2024, meeting. Seconded by Commissioner Britton and carried by vote of the Commission as follows: Mayor Woodruff Aye Vice Mayor Mahany Aye Commissioner Britton Aye Commissioner Wiggins Aye Commissioner Austin Absent K. Approve Resolution No. 2024-3307, to accept the U.S. Department of Justice's Federal Fiscal Year 2024 COPS Hiring Grant Program, with the award of $625,000, with a local match of $961,340 over a four-year grant period. Funding has been approved in the FY 2024/2025 budget. [Commission Memo 24-306] — Administrative matter. Vice Mayor Mahany moved to approved Resolution No. 2024-3307. Ms. Houchin said the Commission needs to reappoint/appoint board members on the following Boards: Museum Board (two appointments), Fire Fighter Pension (one reappointment and one appointment to replace Rick Russi), and the Police Pension Board (one reappointment). Commission Britton moved to reappoint Mike Murphy to the Fire Fighter Pension Board, and David White to the Police Pension Board. Seconded by Commissioner Wiggins and carried by vote of the Commission as follows: Mayor Woodruff Aye Vice Mayor Mahany Aye Commissioner Britton Aye Commissioner Wiggins Aye Commissioner Austin Absent 11) CITY MANAGER'S REPORT. Milton. Mr. Bonaparte commended City staff for all their assistance regarding Hurricane Mayor Woodruff requested to extend the Executive Order until the water recedes. 12) CITIZEN PARTICIPATION. CITY COMMISSION MINUTES OCTOBER 149 2024 REGULAR MEETING Darlene Campbell expressed frustration when contacting Code Enforcement. She stated that the property has been brought up to code and requested the Commission waive the $5,000 fine. Tony Raimondo said the property had not been brought up to code and explained the process. Shantell Williams and Cobbin McGee from 501 and 503 Sanford Avenue began to address the Commission. Lonnie Groot, Assistant City Attorney, recommended the Commission should not engage in conversation with Ms. Williams and Mr. McGee, as this is a pending litigation case. He said four Judges from Seminole County have recused themselves from this case. The litigation has been moved to the Brevard County Courthouse. Ms. Williams and Mr. McGee expressed their concerns. 13) CITY COMMISSIONER'S REPORTS. Vice Mayor Mahany moved to extend the Emergency Order for two weeks. Seconded by Commissioner Britton and carried by vote of the Commission as follows: Mayor Woodruff Aye Vice Mayor Mahany Aye Commissioner Britton Aye Commissioner Wiggins Aye Commissioner Austin Absent Commissioner Britton thanked all City staff who assisted in the Hurricane Milton Cleanup. She requested Mr. Bonaparte to get in touch with the Florida Department of Transportation, for information regarding the project on SR 46 and pass the information on to the Commission. She inquired about the cross -training of City staff. She suggested the Commission respect all residents that speak at the meetings. She asked the Commission to approve using $1,500 from the District 1 fund for the Jazzmaz special event as a public purpose. Commissioner Wiggins moved to approve $1,500 from the District 1 Commission funds, for a public purpose, for the Jazzmas special event. He asked to use $2,000 from the District 2 Commission fund, for a public purpose, for the Picnic Project. Mayor Woodruff asked Robert Beall, Parks and Grounds Manager, to update the Commission on the grant that the City applied for. Mr. Beall said the Trail Head Grant was approved. The City would be receiving $400,000 for trailhead cleanup. Mayor Woodruff suggested City staff assist the Homeowners Associations when they are building new subdivisions, to ensure the roads and drainage are up to the City Code.
