WORK SESSION
The City Commission of the City of Sanford, Florida, met in a Work
Session on Monday, October 28, 2024, at 5:00 PM, at the City Commission Chambers,
I` Floor, Sanford City Hall, 300 North Park Avenue, Sanford, Florida.

Mayor Woodruff called the meeting to order at 5:08 PM.
Mayor Woodruff introduced Assistant City Attorney Julianna Ross.
1. City Board Interviews.
Mayor Woodruff said the applicant that submitted the application for the
Fire Fighter Pension Board, is not a City resident. It is a requirement for the board
members to live within the City limits. Therefore, the City will have to readvertise the
Fire Fighter Pension board appointment.
The Commission interviewed Raymond Harms, Mary Snipes, and Charles
Meyer for the Sanford Museum Board. The Commission will decide at tonight's meeting
on two board appointments.

Mayor Woodruff asked the Commission if there were any questions
regarding the Sanford Airport Authority Budget Amendment agenda items.
Ms. Ross provided updates on the property located at 103 Crooked Pine
Drive and the Foreclosure located at 503 Sanford Avenue.
Ms. Ross and Tony Raimondo, Director of Development Services, met
with the resident in jail, who agreed to the removal of the unauthorized occupants living
at 103 Crooked Pine Drive. Code Enforcement posted a notice to vacate the property. Mr.
Raimondo said one of the occupants said he had a legal agreement to stay on the
property. Mr. Raimondo gave the occupant a timeframe to produce the legal agreement.
He said the power has been turned on and the tents are gone.
Ms. Ross said the Seminole County Judges have recused themselves on
the foreclosure litigation at 503 Sanford Avenue. The hearing will now take place in
Brevard County on November 22, 2024. Ms. Ross said it is improper for the Commission
to have discussions with the owners of 503 Sanford Avenue without legal their legal
representation. Public comments are ok. There should be no discussions.
3. Briefing Items
Mr. Bonaparte said he had discussions with Brynt Johnson, Public Works
and Utilities Director, and City staff regarding the Utilities increases and the State
Revolving Fund (SRF). He said the Commission can approve the 7.5% increase. The
Commission cannot act on the additional 2%, as it needs to be advertised for 30 days. The
additional 2% is needed for the SRF loan to cover the loan for the 1,4 Dioxane.

4. City Manager Comments
Vice Mayor Mahany asked if the tombstone that was damaged in a crash
would be replaced. Lisa Jones, Director of Parks and Recreation, confirmed that it will be
replaced. Vice Mayor Mahany expressed concerns regarding no lighting on traveling on
Rinehart Road at night. Mr. Bonaparte said he would get with Seminole County.
Mayor Woodruff had a request from a resident regarding a left turn lane
on Willow Avenue and golf cart zones.
There being no further business, the meeting was adjourned at 5:42 PM.
