BUSINESS OF THE COMMISSION: 5) Minutes: October 14, 2024, Special Work Session, Work Session and Regular Meeting. Commissioner Austin moved to approve the minutes with corrections to Mayor Woodruff s statement at the end of the Regular Meeting minutes. C. Approve the procurement of services in the amount of $281,164.32 to SanPik, Inc. for relocating two backflow preventers and two fire hydrants, along with approximately 350 linear feet of 8" water main to clear the way for Seminole County Trail Project. Commissioner Wiggins moved to reappoint Sara Clore and Steven Schwyler to the Historic Preservation Board, and Richard Sweat to the Sanford Airport Authority Board. Mr. Bonaparte thanked the Commission for voting on the Utilities item. He thanked Brynt Johnson, Director of Public Works and Utilities, for meeting with the Commission. 12) CITIZEN PARTICIPATION. Cindy Venti had a list of questions to present and was in support of Shantell's Just Until. Ms. Ross informed Ms. Venti that Citizen's participation is not to answer a list of questions. However, she is welcome to submit a records request. John McCray was representing and supporting Shantell's Just Until Restaurant. Shantell Williams, 503 Sanford Avene, made comments regarding the foreclosure of Shantell's Just Until. CITY COMMISSION MINUTES OCTOBER 289 2024 REGULAR MEETING 13) CITY COMMISSIONER'S REPORTS. Commissioner Britton congratulated Mr. Bonaparte and Commissioner Wiggins on receiving Emerald Awards. She thanked City staff who worked the event. She asked for an update on the Artisan Square restrooms. Mr. Johnson said there is an electrical issue, and he would get with staff to speed up the process. Commissioner Britton asked to confirm if there is money available for public purposes to obtain portable restrooms for the December 7, 2024, event. Commissioner Wiggins mentioned that Commissioner Britton, Nicole Osburn, Director of Community Relations and Neighborhood Engagement, and Police Chief Cecil Smith were all nominated for the Emerald Awards. The most recent picnic project fed over 60 families and the next Community Meeting will be held on November 21, 2024, which will include a Thanksgiving meal. The December Community Meeting will be held on December 19, 2024, with gifts for the kids. Commissioner Wiggins moved to use $125 of the District 2 Commission Funds for a public purpose to donate to Top Kids Christian Academy for pumpkins. He asked Deputy Chief Perkins to have officers check out the City parks, as there are some young people doing things that should not be happening. Vice Mayor Mahany congratulated all who received the Emerald Awards. She welcomed Commissioner Austin back. Mayor Woodruff received a letter from Lafayette County thanking Chief McNeil for the support during Hurricane Helene. He thanked Recreation for the Fangtastic Event.
