REGULAR MEETING
The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, June 12, 2023, at 7:00 PM, in the City Commission Chambers, City Hall, 300 North Park
Avenue, Sanford, Florida.

CONSENT AGENDA [Commission Memo 23-104]
Jason Fronczek, resident spoke on Item 6.A.
Approve the retroactive request of the 2023 donation/sponsorship of $10,000 to the
St. Johns Festival of the Arts from the Public Art Commission Fund.
Approve the donation/sponsorship in the amount of, $500 to Phi Beta Sigma
Fraternity, Inc., from the Police Department Fund.
Approve the annual School Resource Officer (SRO) Agreement between ALS
Education, LLC (ALS) on behalf of the entity doing business as Elevation High
School, with the total annual compensation from ALS in the amount of, $74,291.09.
Approve the purchase of outfitting Police Department vehicles with equipment,
accessories, and installations, in the amount of, $70,000 to Light’s N More
Installations, LLC.
Approve the RFQ selection committee rankings related to RFQ 22/23-08 for the
Monroe Hall Redevelopment Downtown Sanford Project to G3 Development.
Approve the agreement relating to Mayfair Golf Course comprehensive club
management and maintenance operations and services.
Approve the purchase of real property assigned by Seminole County Tax Parcel
Identification Number 01-20-30-512-0000-030A, in the amount $175,000, for
future parking and fire training use adjacent to Fire Station 32 on Airport

Approve a change order to a Utilities purchase order (#38964), in the amount of,
$54,000, for additional concrete and asphalt repairs to LMCC Specialty Contractors
DBA Mims Construction Company.
Approve a Utilities procurement from Cathcart Construction Company, in the
amount of, $35,332 for the Stonebrook Isolation Valve Installation project.
Approve a Utilities procurement from Cathcart Construction Company, in the
amount of, $103,874 for the South French Avenue Valve Insertions project.
Approval for Utility vehicle #237, a Ford F-150 (inventory #7049) as surplus, to be
sent to auction and sold to the highest bidder.
Approval for Utility vehicle #251, a 1995 tandem axle dump truck (inventory
#5085) as surplus, to be sent to auction and sold to the highest bidder.
Approval for Utility vehicle #1700, a 2008 Ditch Witch (inventory #1700) as
surplus, to be sent to auction and sold to the highest bidder.
Approve to increase Utilities purchase order #39360, in the amount of, $100,000,
making the new total $148,000, relating to needed legal services for water supply
permitting and related issues such as 1,4 Dioxane.
Approve the special event permit application for ‘First American Fireworks’, from
Thursday, June 15, 2023 through Sunday, July 9, 2023, for their annual tent sale at
the Seminole Towne Center Square parking lot, located at 2440 French Avenue.

7) PUBLIC HEARINGS:
A. Second reading of Ordinance No. 4738, amending to the City Code relative to
camping and related activities. [Commission Memo 23-105]
Commissioner Mahany moved to continue the first reading of Ordinance No. 4738,
to June 26, 2023. Seconded by Commissioner Austin and carried by vote of the Commission as
follows:

8) OTHER ITEMS
A. Approve the request of water services only, for the single-family residence located
at 3802 Jessup Avenue. Upon availability of water services, owner, Rebecca
Guerrero, shall be responsible for payment of all application fees and connections
to the City’s distribution system; all utility connections and lines to be installed per
the City’s Utility Manual Standards and the developer be required to install all
water, sewer, and reclaimed water lines to the property at the developer’s cost; the
annexation petition be recorded in the public records of Seminole County; and the

City Commission consider the annexation of the property when it becomes

B. Approve Resolution No. 3136, to approve a State Revolving Fund (SRF) loan
application relating to Florida Department of Environmental Protections (FDEP)
Project Number DW59016, entitled ‘Planning, Design and Construction for the
Abatement of 1,4 Dioxane in the Water Supply’, as well as the implanting loan
agreement with the FDEP, in the amount of $350,000. [Commission Memo 23-107]
Commissioner Austin moved to approved Resolution No. 3136. Seconded by
Commissioner Wiggins and carried by vote of the Commission as follows:

C. Approve Resolution No. 3137, amending the budget in the amount of, $50,000,
from the Tree Mitigation fund, and approve the procurement of services to A

D. Approve Resolution No. 3138, to amend the Classification and Pay Plan adding an
additional Full-Time Equivalent (FTE) Fire Inspector to the Fire Prevention
Division of the Fire Department, in an amount of, $25,757 for the remaining FY

Vice Mayor Britton thanked Brigitte Stephenson, Sanford Museum Curator, and
her staff for a wonderful 200" Birthday Celebration of Henry Sanford. Saturday, June 13, 2023

will be a Juneteenth Celebration.
Vice Mayor Britton asked if there are plans for Monroe Hall. She said the floors
need replacing and the air conditioning needs repairs. Lisa Jones, Parks and Recreation Director,
said the air conditioning is fixed, however, she would have to get a new estimate on the flooring.
Vice Mayor Britton is working on a back to school fair and would inform the
Commission with details once everything is scheduled.
Commissioner Wiggins said the South Florida Urban League summer program
started last week with 150 kids. He has the Community Meeting next Thursday, June 15, 2023. He
is hosting a big food give away for the summer at St. James AME Church Friday, June 16, 2023
starting at 10 AM.
Commissioner Austin said Sanford had a record number of teams win at the All
Star Tournament who are now going to the State competitions. He asked the Commission for their
support in allowing him to use money from his Commission fund to donate to the teams to help
with per diem costs. After a brief discussion, the consensus was the Mayor and each Commissioner
would donate $500 making it a total of $2,500.
Commissioner Wiggins moved to approve to donate $500 from the Mayor and each
Commissioners fund, a total amount of $2,500, to the ‘Sanford Babe Ruth Baseball League’, for a
public purpose. Seconded by Vice Mayor Britton and carried by vote of the Commission as

Mayor Woodruff thanked the City Museum and staff for a great event for the 200"
Birthday Celebration for Henry Sanford.
