HomeMy WebLinkAbout02-10-2025 WS MinutesCITY COMMISSION MINUTES FEBRUARY 10, 2025 WORK SESSION The City Commission of the City of Sanford, Florida, met in a Work Session on Monday, February 10, 2025, at 5:00 PM, in the City Commission Chambers, 1* Floor, Sanford City Hall, 300 North Park Avenue, Sanford, Florida. Present: Mayor Art Woodruff Vice Mayor Patrick Austin Commissioner Sheena Britton Commissioner Kerry S. Wiggins, Sr. Commissioner Claudia Thomas City Manager Norton N. Bonaparte, Jr. Assistant City Attorney Lonnie N. Groot City Clerk Traci Houchin Deputy City Clerk Cathy LoTempio Absent: City Attorney William L. Colbert Mayor Woodruff called the meeting to order at 5:03 PM. Lisa Holder, Chief Communications & Cultural Affairs Administrator, introduced Niko Durham, the City’s new Digital Media Specialist. 1. Discussion on Goldsboro Community Redevelopment Agency (CRA) Brady Lessard, Economic Development Director, provided a slide show presentation. Mr. Lessard has met with Commissioner Wiggins and Kenneth Bentley, members of the Sanford Airport Authority Board and the City of Sanford Race, Equality & Inclusion Advisory Committee, to discuss the Goldsboro CRA. He said a traditional CRA is subject to the participation of several entities that may include Seminole County Government, Seminole County Property Appraiser, and the State of Florida for Statutory Compliance. The Goldsboro CRA cannot support a traditional CRA. Mr. Lessard CITY COMMISSION MINUTES FEBRUARY 10, 2025 WORK SESSION suggested the City move forward with a Hybrid CRA. Mr. Bonaparte said the City is committed to moving forward. 2. Discussion RE: Security at City Commission Meetings Cecil Smith, Police Chief, said the Police Department and the Clerk’s Office met on February 4, 2025, to discuss security concerns during Commission meetings. Bianca Gillett, Strategic Communications Manager for the Public Safety Complex, sent out a survey for the Commission to complete. There were discussions about placing the speaker request forms in a clear box and having an officer bring them to the Dias, placing stanchions next to the podium so the public can not approach the Dias, and/or placing a “No Weapons Allowed into the Chambers during Commission Meetings and Special Magistrate Meetings”. Vice Mayor Austin mentioned he is more concerned about City staff with the speakers. Mr. Groot recommended having City staff sit on one side of the Chambers and the guests on the other side of the Chambers. Vice Mayor Austin suggested having City staff sit at the table moving forward and have the guests speak from the podium. Commissioner Britton said she is not in fear of her life at the Dias; however, she sent an email to make some additional changes. Commissioner Thomas mentioned there needs to be some balance protecting everyone in the Chambers, but she does not want to discourage the residents from coming to the meeting to speak. Chief Smith said the Police Department processed 268 permits at the Golf Cart Rodeo. He said there were a few things they will do differently for the next one. CITY COMMISSION MINUTES FEBRUARY 10, 2025 WORK SESSION Commissioner Thomas suggested having two separate lines, one for the renewal of permits and one for new permits. Commissioner Britton suggested having the renewal permits available online for the residents. 3. Regular Meeting Items — additional information A. Approve first reading of Ordinance No. 2025-4819, amending the City’s Land Development Regulations relating to Article I through X. [Commission Memo 25-041] (RM 7.C) — Legislative matter. This is an item on tonight’s agenda. B. Franchise Agreement with Waste Pro, consider the request of Waste Pro for an extraordinary rate adjustment based on the County landfill fees being increased. [Commission Memo 25-051] (RM 9.J) — Administrative matter. Brynt Johnson, Director of Public Works and Utilities, provided some additional information to the Commission. He said a representative from Waste Pro would be at tonight’s meeting for further discussion. This is an item on tonight’s agenda. 4. Briefing Items Mr. Bonaparte said the City Attorney sent invitations to 13 law firms in the area, six responded, and one firm has already submitted a proposal. The deadline to receive proposals is February 19, 2025. Once the proposals are received, they will be emailed to the Commission for review. Mayor Woodruff expressed concern regarding the new fees. City Manager Comments There were some brief discussions regarding the catering going out to bid and open positions on City boards.
