CITY COMMISSION MINUTES
MARCH 31, 2025
WORK SESSION
The City Commission of the City of Sanford, Florida, met in a Work
Session on Monday, March 31, 2025, at 4:00 PM, in the City Commission Chambers, 1“
Floor, Sanford City Hall, 300 North Park Avenue, Sanford, Florida.

Mayor Woodruff called the meeting to order at 4:04 PM.
l. Presentation of Code Enforcement Officer Badges by Tony Raimondo, Director
of Development Services & Code Enforcement.
At the request of the director, this item was pulled from the agenda.
2. Update regarding the Race, Equity, Equality and Inclusion (REEI) Committee by
Barbara Coleman- Foster, Co-Chair.
Kenneth Bentley provided an update in Ms. Coleman-Foster’s absence. He
said that the Committee will host two Sanford Speaks events. These will both be
facilitated by the Mayors Youth Council. The first one will be held at the Civic Center on
April 10, 2025, and the second one will be at the Westside Community Center on April
29, 2025. He said that they are inviting kids from all over as well as their parents.

3. Discussion RE: Special Magistrate Ordinance by Assistant City Attorney, Lonnie
Groot.
Mr. Groot said that the City has never engaged in competitive
procurement activities relating to such services. The Ordinance will ensure that the City
is following state law and in terms of their own special magistrate proceedings and
remove the requirement that the City Attorney be involved in the presentation of cases.
This will reduce the overall costs of the proceedings.
This is an action item on tonight’s regular agenda.
4, Presentation — Local Mitigation Strategy (LMS), Community Rating System
(CRS) and National Floodplain Insurance Programs by Eileen Hinson, Planning
Director.
Ms. Hinson presented a PowerPoint presentation that included the annual
update of our Local Mitigation Strategy as well as a progress report on the Community
Rating System related to National Flood Insurance
5. Discussion RE: Commission Goals and Strategic Plan by Elizabeth Jones,
Performance Management Coordinator
Ms. Jones stated that during a previous work session, the City
Commission provided their top goals. These goals would be beneficial to focus on over
the next few years and align with the City’s strategic plan. Jones asked the Commission
if they would like to move forward with the goals that they have selected or if there are
any changes or additions. There were no changes.

6. Discussion RE: Budget Workshop Updates and Dates by Cindy Lindsay, Finance
Director.
Ms. Lindsay said that she is looking for directions on securing a budget
workshop date in July. There was a consensus among the Commission to hold the
meeting (budget work session) on July 10" at 4 PM with a second date of July 17, 2025,
if needed.
7. Discussion RE: The City of Sanford’s Opposition to Senate Bill 1118 and House
Bill 1209 by Mayor Woodruff.
There was a consensus among the Commission for Mayor Woodruff to submit a letter to
the delegation and appropriate committees stating Sanford’s opposition to these bills.
8. Regular Meeting Item — additional information
A. Resolution No. 2025-3365, waiving the fees for use of City Facilities
[Commission Memo 25-093] (RM 9.J)
This item was continued until the next meeting.
9. Briefing Items
Mr. Groot introduced two add-on items that will be presented at tonight’s
meeting for action 1) Zoning in Progress and 2) Authorization to File Lawsuit.
10. City Manager Comments
The City Manager had no comments.

Commissioner Britton would like to discuss the vested parking standards
at an upcoming work session. She will reach out to the City Clerk’s office to schedule a
date.
Mayor Woodruff stated that 20 years ago the City proclaimed “Budweiser
the Official Beer of the City of Sanford. He would like to issue a new proclamation to
John Williams and Wayne Dench for the proclamation celebration on April 4, 2025.
There being no further business, the meeting was at 6:07 PM.
