CITY COMMISSION MINUTES APRIL 14, 2025 REGULAR MEETING Approve a budget transfer in the amount of $62,985 for the purchase of two pickup trucks, replacing Vehicle #83, a 2008 Chevy Silverado, in the Stormwater Division, from Alan Jay Fleet Sales. Approve a change order to purchase order #40738 to Trane, U.S. Inc., in the amount of $51,012, for inspections and repairs to the City Hall HVAC system. Approve the procurement of services in the amount of $129,403, to Tetra Tech to prepare the City’s Stormwater Master Plan. Approve the special event permit application, with a noise permit, and an alcohol permit, for ‘Project Sanford Presents Sanford Avenue Block Party’, from 5 — 10 PM, on April 19, 2025, and May 24, 2025, with road closures from 3 PM — Midnight. [Commission Memo 25-107] (WS 5.A) — Legislative matter. Vice Mayor Austin moved to approve Ordinance No. 2025-4825, on first reading. Mayor Woodruff read Christina Grace’s letter into the minutes. Nelson Beverly said the City needs to check the leadership light as it is toxic. He fully supports the petition and wants to be part of the solution. Leon Konieczny said the buck stops here. Leadership needs to take responsibility. He was in Class 7 of the City’s Citizen’s Academy. He spoke about Heritage Park and how the permit process is very lengthy. CITY COMMISSION MINUTES APRIL 14, 2025 REGULAR MEETING Virginia Poe, Chair of the Public Art Commission, discussed the concerns Ms. Grace had in her letter regarding local artists. She said there are several projects and art pieces that are made by local artists. Art celebrates diversity from all over and each piece tells a story. Ven Sequenzia spoke of changes in zoning, delays from the City, and multi-family housing going up everywhere. He said the City needs change in leadership. He read the City Charter and sees nowhere that states the City Manager is not allowed to be reprimanded. Mario Hicks said history has always had problems with the office of the City Manager. He stated he owns several businesses and sees tax dollars wasted. The City spent money on a water treatment plant that was built and did not work. He read an article from February 26, 2024, edition of the newspaper regarding 13M gallons of raw sewage the flowed into Lake Monroe. He stated he wants to see better leadership and the buck stops here. Christina Hollerbach handed out petitions for the removal of the City Manager to the Commission. She said there are 1,000 signatures on the petitions. She has been trying to lift up the City and the current leadership is not working. She asked the audience to stand for all who support removing the City Manager. She asked the Commission to vote for a change in leadership. Craig Johnson stated he has restored several historic houses in Sanford. He and his wife moved here from College Park and have been here for 11 years. He said the Commission can change. Shantell Williams said she met with the NACCP attorney discussing all the things that have happened to her in the City of Sanford from being arrested for having patio chairs, no CITY COMMISSION MINUTES APRIL 14, 2025 REGULAR MEETING responses from emails she sent to the City Manager, a foreclosure on her business, and code enforcement fines. Change needs to happen. Former Commissioner Patty Mahany, born and raised in the City of Sanford, said she was privileged to be a City Commissioner, and she hired Mr. Bonaparte. Mr. Bonaparte has surpassed the time span of a City Manager. She has not always agreed with Mr. Bonaparte, however the constant attacks on Mr. Bonaparte, the City Attorney, and now Lisa Holder with the Public Art Commission need to stop. She said she will respect the Commission’s decision. Lacey Laird said communication is key, especially with broken water lines. The permit process needs to be streamlined. The reclaimed water facility needs attention, the smell is terrible along the Riverwalk. Sergio Castro said he moved here in 2019 and now he is ready to move. There are so many water breaks. The marina has docks sinking, empty businesses, and the smell of raw sewage. The City lacks decision making and the crime has increased in his area on Palmetto Avenue. Former Mayor Linda Kuhn has lived in Sanford for a long time and the special events are spectacular. She said the City has come a long way. More than 20 years ago the Sanford Police Department used her backyard for sting operations, you could not walk the streets after dark. 9) OTHER ITEMS. A. Continued: Approve Resolution No. 2025-3365, regarding a City policy relating to CITY COMMISSION MINUTES APRIL 14, 2025 REGULAR MEETING waiving fees for use of certain City Facilities and Parks under certain circumstances by retirees or City Commissioners of the City of Sanford. [Commission Memo 25- 108] (WS 5) — Administrative matter. Vice Mayor Austin moved to approve Resolution No. 2025-3365, with the revisions for the policy to be for Police and Fire retirees. Approve Resolution No. 2025-3374, to amend the budget in the amount of $38,974.40 to fund the procurement of the Axon Virtual Reality Equipment from Axon Enterprises, Inc. The procurement was previously approved at the January 27, 2025, City Commission Meeting for the Police Department. [Commission Memo 25-115] — Administrative matter. Mr. Groot said Planning and Zoning held training regarding Quasi-judicial items. He met with Ms. Lindsay Green, the new City Attorney, for a few hours. Mayor Woodruff said he has also met Ms. Green. 11) CITY CLERK’S REPORT. Commissioner Thomas Moved to appoint David Zambrano as an alternate member of the Planning and Zoning Commission. Seconded by Vice Mayor Austin and carried by vote of the Commission as follows: Mayor Woodruff Aye Vice Mayor Austin Aye CITY COMMISSION MINUTES APRIL 14, 2025 REGULAR MEETING Commissioner Britton Aye Commissioner Wiggins Absent Commissioner Thomas Aye 12) CITY MANAGER’S REPORT. 13) CITY COMMISSIONER’S REPORTS. Mayor Woodruff responded to the comments received during Citizen’s Participation. He said not all the issues are for permitting. It is difficult to restore old buildings, and the City has been having these issues since the 1970’s, communications are difficult, and he does not think firing the City Manager is going to fix things. Mayor Woodruff appointed Commissioner Thomas to work with the Main Street Board. Ohio Avenue between Anora and Lak Mary Boulevard have been experiencing drainage issues. Commissioner Thomas met with the Coalition with Homelessness, with Nicole Osburn, Community Relations and Neighborhood Engagement Director, and she met with Chris Ham, Executive Director of the Rescue Outreach Mission. She attended the Sanford Speaks with the youth, that were smart and very compassionate. She thanked Chief Smith and the Police Department for their support during the weekend protest. She attended the Sanford Mini Masters and tapped the keg and thanked Christina Hollerbach. She would like to have Charlie from O- Town Composting attend a Commission meeting to inform the public about their business. Commissioner Thomas asked Trekelle Perkins, Deputy Police Chief, to document everything that occurs with the Memorandum of Understanding Agreement with Immigration and CITY COMMISSION MINUTES APRIL 14, 2025 REGULAR MEETING Customs Enforcement (ICE) program. Commissioner Thomas said there are pros and cons regarding the City Manager. She said she would like to fix the problems; however, she has not been here long. Vice Mayor Austin attended the Arbor Day Event at Lowes, along with Parks and Grounds, and the Sanford Rotary Club. The City handed out trees, butterfly gardens, rain barrels for water conservation, and had a showerhead give-away. He said Hamilton Elementary School won Odyssey of the Minds and he would like to contribute funds out of his Commission funds and asked if the Commission would like to contribute to them as well. Commissioner Thomas said she would contribute. Commissioner Britton said she is already contributing to Hamilton Elementary School for the teachers. Vice Mayor Austin moved to contribute $1,000 from District 3 and $1,000 from District 4 Commission funds as a public purpose to Hamilton Elementary School Odyssey of the Minds winners. Moore Park. Commissioner Britton was born and raised for 43 years in the City of Sanford. She CITY COMMISSION MINUTES APRIL 14, 2025 REGULAR MEETING expressed frustration with constantly hearing she is attacking Mr. Bonaparte. She expressed concern with the Boil Water Notices and the lack of information in the notices and is holding leadership accountable. Last year she was rushed to the hospital because she thought she was having a heart attack and received the best care ever, as Mr. Bonaparte reached out to the hospital to make them aware a Commissioner was in the hospital. She has reviewed the pros and cons regarding the City Manager and his accountability. She is looking for the best for the people she represents. Commissioner Britton moved to terminate the City Manager without cause. Seconded by Commissioner Thomas, with a two-to-two vote the motion fails.
