AN EMERGENCY ORDINANCE OF THE CITY OF SANFORD,
FLORIDA, CREATING THE POSITION OF PUBLIC SAFETY
ADMINISTRATOR TO SERVE THE POLICE AND FIRE
DEPART1VLENTS IN AN ADMINISTRATIVE CAPACITY; PRE-
SCRIBING THE DUTIES AND RESPONSIBILITIES OF SUCH
POSITION.
WHEREAS, the City Commission has been advised by the City Attorney
that the City Police and Fire Departments are not subject to the jurisdiction,
direction and supervision of the City 1V~anager since the effective date of the
present City Charter, and
WHEREAS, it is the opinion of the City Commissioners that in order
to have the City Police and Fire Departments administered in an efficient and
orderly manner and further to relieve the Chiefs of the Police and Fire Depart-
ments from the burden of substantial administrative duties that would have to
be performed by them under the terms and provisions of the City Charter, and
WHEREAS, it is the opinion of the City Commission that the creation
of such a position is in the nature of a public emergency in that certain
administrative functions have to be performed immediately in that certain
obligations of the Police and Fire Departments such as payrolls and payment
of bills of these departments must be paid immediately.
NOW, THEREFORE, BE IT ENACTED BY THE PEOPLE OF THE CITY
OF SANFORD, FLORIDA:
SECTION 1. That the City Commission hereby declares that an
emergency exists as to the administration of the City Fire and Police Depart-
ments in that it is necessary that payment of payrolls and other financial
obligations of these departments be fulfilled and the fulfillment of these
obligations and other administrative functions cannot be orderly performed
unless a Public Safety Administrator is appointed.
SECTION 2. That the position of Public Safety Administrator is hereby
created to render administrative duties to the Fire and Police Departments,
and said Administrator shall be appointed by action of the City Commission.
SECTION 3. The Public Safety Administrator shall have administrative
duties and responsibilities only in the operation of the Police and Fire Departments,
which said duties shall consist of the following:
A. Personnel records including transfers, terminations,
payroll entries and medical reports.
B. Job descriptions.
C. Salary reclassification.
D. Approval of payrolls.
E. Approval of vouchers for expenditures.
F. Approval of salary advances to employees.
G. Sick leave records.
H. Approval of incentive pay lists.
I. All matters dealing with workmens compensation.
J. All matters dealing' with insurance claims.
K. Purchasing procedures including preparation of specifications
for bids on vehicles and equipment.
L. Review and approval of parade permits, public address
permits, monthly fire reports and other related matters.
M. Representing the departments in matters before the Civil
Service Board.
N. Such other duties as may be required and directed from
time to time by the City Commission.
SECTION 4. The Public Safety Administrator shall be directly
responsible to the City Commission and his duties and responsibilities to the
Police and Fire Departments shall be ia an administrative capacity only.
SECTION 5. That this ordinance shall become effective immediately
upon its passage and adoption.
