REGULAR MEETING
The City Commission of the City of Sanford, Florida met in Regular Meeting on
Monday, May 12, 2025, at 7:00 PM, in the City Commission Chambers, City Hall, 300 North Park
Avenue, Sanford, Florida.

A. Approve the procurement to Xtreme Roofing and Construction, LLC in the amount of
$12,641.34 for a preventative roof maintenance program for Fire Stations 31, 32, and 38.
B. Approve the procurement to Cathcart Construction Company in the amount of $129,719.66
for an 8" water main installation project that is needed to address the disconnection of the
existing water main located at 25`h Street and Park Avenue.
C. Approve the change order to purchase order #40700 to Crowder Gulf Joint Venture, Inc.
in the amount of $29,519.40, bringing the new total to $205,519.40, for additional disposal
fees from Hurricane Milton.
D. Approve a special event permit application, with a noise permit for the `Wild West End
Anniversary Party', from Noon — 10 PM on Saturday, June 7, 2025.
E. Approve a special event permit application for `Four Season Fireworks', from Sunday,
June 15, 2025, through Saturday, July 6, 2025, located in the Village Market Place parking
lot located at 3820 Orlando Drive.
F. Approve a special event permit application for the `First American Firework', from Friday,
June 27, 2025, through Friday, July 4, 2025, located in the Florida Retail Specialists
parking lot located at 2440 French Avenue, and in the Sanford Plaza parking lot located at
2919 Orlando Drive.
G. Approve a special event permit application, with a noise permit for 'Sanford Joyfest', from
6 — 8 PM on Thursday, December 11, 2025, with road closured from Noon — 9 PM.
H. Approve the procurement to GAI Community Solutions in the amount of $126,000 for

B. Approve an intergovernmental agreement between the City of Sanford and
Seminole County, transferring a segment of Skyway Drive located north of
Marquette Avenue from the County to the City. [Commission Memo 25-131] —

Neighborhood Stabilization Program (NSP) grant funds to the United States
Department of Housing and Urban Development (HUD) due to the assertion by

HUD finding a lack of restrictive covenant to secure the NSP affordability period
for properties located at 2404 Cedar Avenue and 2410 South Lake Avenue.

10) CITY ATTORNEY' S REPORT.
Ms. Greene expressed her gratitude for becoming the new City Attorney for the City
of Sanford.

Ms. Houchin welcomed Ms. Greene.
12) CITY MANAGER'S REPORT.
Mr. Bonaparte welcomed Ms. Greene.
13) CITY COMMISSIONER'S REPORTS.
Commissioner Britton apologized for not being able to attend the Work Session
and asked to place the Charter Review discussion at a future meeting. She would like to have a
discussion on business parking, thanked Commissioner Thomas and Commissioner Wiggins for
the donation to the Juneteenth events and expressed happiness with the work that is being done on
13`h Street and Park Avenue. She welcomed Ms. Greene.

Commissioner Wiggins welcomed Ms. Greene. Next Thursday is his Community
Meeting, next Friday is the food giveaway at George Starke Park and he attended the Sanford
Speaks event with the youth. He said it is great to hear the kids who like to be involved with their
community.
Vice Mayor Austin welcomed Ms. Greene.
Commissioner Thomas welcomed Ms. Greene. She attended the CALNO meeting
and met with the City of Oviedo Water Department that has a tiered system for reclaimed water
that she would like to speak with Brynt Johnson, Director of Public Works and Utilities about. The
next CALNO meeting is August 6, 2025, and is being held at Decision Tactical.
Mayor Woodruff said the Sanford Speaks event was excellent, the Public Works
Department had a Community Meeting regarding stormwater, and he and Commissioner Wiggins
attended the Rhythm & Brew Festival.
Mayor Woodruff asked the Commission to use $1,500 from his Commission funds
for the book on the Bridge to the Future artwork. Vice Mayor Austin moved to approve of the use
of $1,500 from the Mayor's Commission funds for a public purpose. Seconded by Commissioner
Britton and carried by vote of the Commission as follows:
