WORK SESSION
The City Commission of the City of Sanford, Florida, met in a Work
Session on Monday, May 12, 2025, at 4:00 PM, in the City Commission Chambers, 1st
Floor, Sanford City Hall, 300 North Park Avenue, Sanford, Florida.

Mayor Woodruff called the meeting to order at 4:02 PM.
Mayor Woodruff announced Commissioner Britton will not be attending
the Work Session and Vice Mayor Austin is running late to the Work Session.
1. Presentation: Cradle to Career, by Roderick Love, President of the Florida
Economic Consortium, Inc.
Nicole Osbum introduced Mr. Love, who provided a brief presentation on
the Goldsboro Children's Initiative Cradle to Career Strategic Plan. The Florida
Children's Initiative framework is modeled after the Harlem Children's Zone that
integrated community services to address the critical needs of children and families while
fostering a sustainable and thriving environment. Goldsboro faces significant challenges,
including high unemployment, low household incomes, outdated housing, and
insufficient access to essential services like internet and healthcare. This comprehensive

plan outlines goals and actions to improve community conditions and create pathways for
children from infancy through career readiness. It will leverage state and private
resources to provide a network of services in education, youth development, healthcare,
and housing.
This is an action item on tonight's agenda.
2. Discussion: Fire Assessment Fee, Timeline and Options
Mike Burton, Executive Vice President of Raftelis provided a power point
presentation regarding the fire assessment study to include Considerations of special
assessments; Florida Law regarding special assessments; Fire Calculation that showed the
differences between full cost recovery and partial cost recovery; and the five-year
average capital needs. Raftelis surveyed other communities fire assessment fees. He said
if the City should adopt a fire assessment program the initial adoption requires two public
hearings to be completed by the end of the fiscal year or by the September 21, 2025,
deadline for the Property Appraisers Office.
Mayor Woodruff recommends going with the Capital only. He also said in
2008 the City tried a fire assessment fee, and it was not approved. Commissioner Thomas
asked how the City would communicate this information. Mr. Burton said it would be
presented on June 9, 2025, at the Work Session and the City Commission Meeting.
3. Discussion: Revision to the City Manager Monthly Report by Elizabeth Jones,
Performance Manager Coordinator and Nico Durham, Digital Media Specialist.

Ms. Jones and Mr. Durham asked what the Commission would like to see
in this report. The responses were trending information from month to month and
highlight anomalies. Ms. Jones provided a power point presentation that included looking
to streamline the process, the project dashboard is coming, and they will work on a
centralized location.
Vice Mayor Austin wants the newsletter listed on the City's Social Media
so people know what is on the website for review. Lisa Holder, Communications and
Marketing Manager, does not want to duplicate information on the two different
platforms. Vice Mayor Austin said that the two should have different audiences. The
Commission said they do not need meetings that staff attend, except for the City
Manager.
4. Discussion: Charter Review, by Lonnie Groot, Assistant City Attorney
Mr. Groot said the City does not have a mandatory charter review. The
last charter review was completed in 2017/2018. In six to eight months the City can begin
the process.
